Roll Call Hovland, Petkoff, Hentges, Nawrocki--present Norberg--absent 2. Re-Statement 0f Purpose Consideration of requests from residents to amend certain assessed values. Councilman Norberg joined the Board of Review meeting at 6:35 pm. 3. Presentation by City Assessor K~ren Meuleners, the City Assessor, addressed the nine properties whose valuations had been questioned by the property owners at the Board of Review meeting on May 16th. a. 4459 Benjamin Street-'-The concern of the property owner at this address was with the adverse affect neighboring property would have on his property. The City Assessor advised the Council that she felt this was a "curable" affect and since it was correctable it would have no affect on the property at 4459 Benjamin Street. She noted that the Building Inspec- tor had advised, by letter, the owner of the property whose appearance was judged unaccept- able that it must be cleaned up by May 30, 1983. No change was recommended. b. 4321 Fifth Street--Previously the City Appraiser had no access to the interior of the building at this address. After being able to view the home inside a reduction was recom- mended. c. 2122 45th Avenue--The concern of the property owner at this address was the same as that of the owner of 4459 Benjamin Street, that being an adjoining property in poor cond- ition. The Assessor recommended no change as this was a correctable condition. d. 4452 Benjamin--The concern of the property at this address is shared by those whose homes adjoin the property that needs cleaning up. The resident at 4452 Benjamin had particular concern with railroad ties that are rotting as well as animal cages in the rear yard. The City Assessor recommended no change in the valuation. Discussion continued regarding the concerns of those property owners referred to in ar c~ and d. It was the opinion of the Mayor that these properties should receive a 10% reduction because of the conditions that exist in their neighborhood. He added when this was cleaned up the valuations could then go back up. Councilman Hovland felt the same as did the Mayor but thought a 5% reduction was appropriate. Councilman Hentges noted that the City has ordinances that address this type of problem and felt they should be enforced. e. 4823 Seventh Street--The owner of this home felt his evaluation was too high and cited some homes in the same area that had sold for less. The City Assessor checked the comparables in the area, none of which were quite as large, but were somewhat newer. She recommended no change. f. 1429 42nd Avenue--The property owner had concern with the valuation of a lot with a garage on it adjacent to his home. The Assessor had viewed the property and after deter- mining that because of the low terrain a retaining wall and considerable fill would be needed to build a home on it, she reduced the valuation. g. 999-50th Avenue--The contention of the owners of this building was that some of the space in the basement was rendered unrentable because of the placement of noisy equip- ment. Continued Board of Review May 23, 1953 page 2 Some of the mechanical equipment housed in the basement area is for air circulation and was put downstairs instead of on the roof out of consideration for the surrounding resi- dential neighborhood. Councilman Norberg felt some of the conditions that contributed to the noise could be remedied. This was discussed at length. The Assessor explained sh'e makes her evaluation on an income approach versus a cost approach. She recommended a reduction. h. 4250 Fifth Street--This property was reinspected and a reduction was recommended. i. 1203-1213 42nd Avenue--No changes were recommended for these parcels. j. 4201-4203 Second Street--A 5% reduction was recommended by the City Assessor. Continuance Motion by Hentges, second by Hovland to continue the Board of Review until Tuesday, May 24th at 9:00 pm. Roll call: All ayes The Continued Board of Review was recessed at 8:00 pm.
