Roll Call Hovland, Petkoff, Hentges, Nawrocki--present Norberg--absent 2. Purpose of Public Hearing. Seal coating of a11 bituminous residentia) streets in the northeast quadrant of the City or that part bounded by 45th Avenue on the south, Stinson Boulevard on the east, the cor- porate boundary with the City of Fridley on the north, Central Avenue on the west, and 230' of Gould Avenue extended east of Central Avenue. Also included are all state aid funded arterial streets and county roads in the southeast and northeast quadrants of the City. Work includes miscellaneous concrete curb and gutter repairs, as well as bituminous surface patching prior to seal coating. The Acting City Manager presented the estimated project costs and the estimated assessment costs. Motion by Hentges, second by Hovland to waive the reading of the reso)ution there being ample copies available to the public. Roll call: All ayes RESOLUTION 83-30 BEING A RESOLUTION ORDERING IMPROVEMENTS BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights. WHEREAS, the City Council of the City of Columbia Heights by Motion on the 13th day of June, 1983, ordered notice of a hearing to be given to property owners, and WHEREAS, pursuant to a notice of hearing certain residents appeared at a Council Meeting on the 27th day of June, 1983, and, WHEREAS, the Council determines to proceed with this local improvement, a portion of the cost being defrayed by special assessments under Charter provision. NOW, THEREFORE, IT IS HEREBY RESOLVED: l. That the location and extend of such improvements is as follows: Sea) coating of all bituminous residential streets in the northeast quadrant of the City of Columbia Heights or that part bounded by 45th Avenue N.E. on the south, Stin- son Boulevard N.E. on the east, the corporate boundary with the City of Fridley on the north, Central Avenue on the west, and 230' of Gould Avenue N.E. extended east of Central Avenue N.E.. Also included are al) State Aid funded arterial streets in the southeast and northeast quadrants of the City, along with certain County Roads in the northeast quadrant of the City. Except Arthur Place N.E., Reservoir Boulevard N.E. from 45th Avenue N.E. to 46th Avenue N.E., 46th Avenue N.E. from Reservoir Boul- evard to Fillmore Street N.E., and Fillmore Street N.E. from 46th Avenue N.E. to ap- proximately 100' north th 47th Avenue N.E. 2. That the materials to be used are as follows: Miscellaneous concrete curb repair, bituminous patching, asphalt emulsion and seal Public Hearing :June 27, 1983 page 2 coat aggregate. 3. That a careful estimate of the cost of the improvements has been made by the City Manager and the several lots and parcels of land fronting upon and adjacent to such proposed improvements, which be deemed benefited thereby, were properly notified of said hearings, and 4. That the City Manager shall also list the names and owners of the several parcels so improved as nearly as can be ascertained. 5. These improvements shall also be known as Project No. 783.
