HomeMy WebLinkAboutOct 5, 1983OFFICIAL PROCEEDINGS CONTINUED SPECIAL MEETING COLUMBIA HEIGHTS CITY COUNCIL OCTOBER 5, 1983 continued special meeting and budget hearing was called to order by Mayor Nawrocki at 9:00 pm. Roll Call Hovland, Petkoff, Hentges, Nawrocki--present Norberg--absent Mayor Nawrocki inquired if a notice of this meeting had been delivered to Councilman Norberg's residence. The City Manager responded he was not sure that one had since it was understood that Councilman Norberg would be out of town until Friday. Mayor Nawrocki felt this should have been done in the event that Councilman Norberg returned early. It was explained that this meeting is the continuation of the special meeting and budget public hearing of October 3, 1983. 1. Resolution No. 83-46 Regarding Adopting a Budget for 1984 and Levying Taxes Motion by Hentges, second by Hovland to waive the reading of the resolution there being ample copies available to the public. Roll call: All ayes At the October 3rd meeting of the City Council the budget was discussed and the Finance Dir- ector was requested to make changes in the proposed budget, particularly the~dition of a two-percent contingency to many of the items in the budget. Discussion continued concerning the amended figures that included the two percent contingency as well as those which did not. The discussion also included matters dealing with administrative costs of the HRA, levying for the anticipated loss of state aid and the legalities involved with that procedure, effect on next year's levy if the loss of state aid is made up this year and the advisability of uthorizing "Equipment Notes." The City Manager explained that the term "Equipment Notes" s used to identify certificates of indebtedness for the purchase of public safety equipment. The Mayor polled the Council regarding the use of "Equipment Notes" as a source of revenue and they all agreed this was not preferred. Mayor Nawrocki felt that the equipment needs of the City could be met in a much more economical manner and that they would be looked at fur- ther. The Finance Director completed the computations of the budget to reflect the final determin- ations made by the Council. The Council discussed the appropriation of the two percent cont- ingency and that it was not to be spent without authorization of the Council. The Finance Director stated that this contingency will be identified as the "Unallocated Contingency" line item #1851. Motion by Petkoff, second by Hovland to direct the City Manager that no monies are to be expended from the department contingency accounts in the City budget without specific Cou- ncil authorization with the exception of #4980 Contingency Department Account. There is hereby levied upon all taxable property in the City of Columbia Heights a direct ad valorem tax in the year 1983 payable in 1984 for the following pro- posed and in the following amounts: PURPOSE AMOUNT General Fund (Including Recreation) Bond and Interest 1,757,487 1,757,487 Provision has. been made in the General Fund for payment of the City's contributory share to Public Employee's Retirement Association. Provision has also been made in the General Fund revenues for receipt of the State local government aid distribution. Section D. A certified copy of this resolution shall be transmitted to the County Auditor. Passed this 5th day of October, 1983. Resolution No. 83-47 Confirming Tax Levy by the HRA for 1984 Motion by Hentges, second by Hovland to waive the reading of the resolution there being ample copies available to the public. Roll call: all ayes RESOLUTION 83-47 CONFIRMING TAX LEVY BY THE HOUSING AND REDEVELOPMENT AUTHORITY FOR 1984 BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS, that WHEREAS, the Housing and Redevelopment Authority of Columbia Heights, Minnesota has adopted a budget as shown on their attached resolution, {I~EREAS, said Authority has also resolved that a special tax to be levied of $37,065 upon all taxable property, both real and personal, in the City of Columbia Heights, and WHEREAS, Section 462.545, Subdivision 6, of the Minnesota Statutes requires approval by the Continued Special Meeting/Public Hearing October 5, 1983 page 4 OWverning body of the municipality in and for which said Authority was created. , THEREFORE, BE IT RESOLVED that the City Council of the City of Columbia Heights approve and consents to the levy of $37,065 upon all taxable property, both real and personal, in the City of Columbia Heights, by said Authority, as special taxing district for use for the purpose of the redevelopment provisions of Section 462.711 of the Minnesota Statutes. Resolution No. 83-48 Certification of Delinquent Special Assessments Motion by Hentges, second by Hovland to waive the reading of the resolution there being ample copies available to the public. Roll call: All ayes RESOLUTION NO. 83-48 CERTIFICATION OF DELINQUENT SPECIAL ASSESSMENTS BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF TIlE CITY OF COLUMBIA HEIGHTS that, County Auditor be, and he is hereby directed, to levy the delinquent special assess- ts on the attached sheets and filed in the Assessment Book for 1983, totaling $120,129.44. BE IT FURTHER RESOLVED that the foregoing amounts shall be Included in the individual real estate tax statements for the current year and identified thereon as "Special Assessments- Fund #913." SAID LEVIES shall be enforced and collected in the manner provided for the enforcement and collection of State and County taxes under and in accordance with the provisions of the gen- eral laws of the State. All assessments with penalties and interest as indicated thereon paid to the County Treasurer shall belong to the City of Columbia Heights and shall be turn- ed over to the City Treasurer in the manner provided by the City Charter and Ordinances. THE CITY OF COLUMBIA HEIGHTS shall accept payments on these levies until November 15th, 1983. Upon receipt of said payments the County will be notified to remove this levy from the tax rolls. Resolution No. 83-49 Certification of Delinquent Utility Charges ion by Hovland, second by Petkoff to waive the reading of the resolution there being ample pies available to the public. Roll call: All ayes RESOLUTION NO. 83-49 CERTIFICATION OF DELINQUENT UTILITY CHARGES BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS, that WHEREAS, all delinquent utility users have been sent a pink card reminder that their bill was delinquent. BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that the County Auditor be, and he is hereby directed, to levy the delinquent utility charges on the prop- erties in the City of Columbia Heights as submitted on the attached sheet, totaling $1,306.44 pursuant to Minnesota State Statute 444.075. Subd. 3. BE IT FURTHER RESOLVED that the foregoing amounts shall be included in the individual real estate tax statements and identified thereon as "Delinquent Utility Charges - Fund #990" SAID LEVIES shall be enforced and collected in the manner provided for the enforcement and collection of state and county taxes under and in accordance with the provisions of the gen- eral laws of the State. City Attorney's Retainer Discussion was had concerning the proposed retainer for the services of the City Attorney which included a monthly retainer, hourly prosecution charges and charges for para-legal services. No Council action was taken. 5. Eastside Redevelopment Project-Interest Earned by Administrative Funds The Council is being requested by the Housing and Redevelopment Authority to authorize that the unexpended balance of the monies earned by interest from General Obligation Bond funds be used for administration.of the eastside redevelopment project and one half of the salary and benefits of the Community Development Specialist. Motion by Hentges, second by Hovland to authorize the unexpended balance of the budgeted $300,000 in the administration funds in the $8,)75,000 bond issue for. the Eastside Down- town Redevelopment to be paid to the Housing and Redevelopment Authority. Roll call: All ayes ,or Nawrocki noted that even though the budget has been adopted there are several major ,pital items for which the Council expects there would be additional discussion before the staff proceeds with any activity involved with acquisition of same.
