HomeMy WebLinkAboutNov 7, 1983'OFFICIAL PROCEEDINGS COLUMBIA HEIGHTS CITY COUNCIL SPECIAL MEETING NOVEMBER 7, 1983 ' This special meeting was called to order by Mayor Nawrocki at 7:30 pm. Secretary Pro-Tem Motion by Norberg, second by Petkoff to appoint Carrol McCain as Secretary Pro-rem. Roll call: All ayes Roll Call Hovland, Petkoff, Norberg, Hentges, Nawrocki--present Purposes of Special Meetin9 a) Consideration of resolution establishing the amount of special assessments on projects to be levied. This resolution would establish partial amount of the assessments for the City share and for the property owners. The three projects included in the resolution are Project #781, alley surfacing for the alley between 37th and 38th Avenues, Madison Place to Fifth Street; Project #791, street construction on Arthur Place; and, Project #792, state aid street, Reservoir Boulevard extension to 46th Avenue up to Fillmore Street. The City Manager did not encourage passage of the resolution because the dollar amounts stated in the resolution were estimates, not exact costs and it would establish a prac- tice of authorizing partial assessments. He stated that total costs for the projects would be increased with partial assessments with such items such as administrative costs, the need for publications, and notification of property owners. Final projects costs have not t~f~ received from the contractors but the resolution accurately reflects the sources of lng. It was iniitally thought that final costs would be ready for this special meeting. It is felt that they will not be ready for the December 5th Special Assessment Hearing either. The City Manager recommended that the three projects included in the resolution being pro- posed be brought before the Council at a special assessment hearing in February or April of 1984. At that time the final costs will al1 have been determined. Oiscussion followed regarding the timeframes for these projects and an appropriate time for another assessment hearing. Motion by Norberg, second by Hentges to defer any action on this matter until the second Council meeting in January 1984. Roll call: Al1 ayes b) Setting a public hearing for considering a change in the interest rate on a given project The project in question is Project #787, the westside street scaping project. At a public hearing when the assessment was established by resolution for this project a 15% rate of interest was set with an indication to the property owners affected that this figure may be subject to revision downward pending or subject to sale of bonds for various PIR projects. At a subsequent public hearing regarding assessments and rates of interest !1% was given consideration since that was the percent gotten by the City on financing. Coun- cilman Norberg stated that he felt the 11% figure should not be considered as it was based on short term borrowing and some of these projects go for fifteen years. Motion by Hentges, second by Hovland to set a public hearing for the purpose of considering a change in the interest rate for Project #787 for December 5, 1983, said project deals with the westside street scaping. Roll call: All ayes Motion by Nawrocki, second by Hovland that the notice that goes out to property owners re- ative to the possible change in the interest rate for Project #787 indicate in the body if the notice that this possible change in interest rates will be in the range of the current 15% down to approximately 11%. The City anager responded that at the time of the hearing that 15% was the highest allowable in- terest rate by statute. This figure was quoted at that time but before the Assessment Hear- in December was held the fluctuating interest rates stabilized.
