Roll call - All 'Ayes.~ One Bid received on Prisoner meal service for Columbia Heights Municipal Jail, as follows: Lorena Norling, Band Box, 4007 Central Ave. Breakfast 40¢ - Lunch 70¢ - Dinner 95¢ Total 82.05 per day. Motion by King seconded by Orendorff, that this bid be awarded to the Band Box for Prisoner Meal Service for one year,at the rate of 40¢ Breakfast, 70¢ Lunch, 95¢ Dinner. Roll Call - All Ayes. Hearing held on Curbing and surfacing on balance of Circle Terrace from 41st to Reservoir Blvd. Motion by King seconded by Nawrocki, that this hearing be continued until the March 26th meeting. Roll Call - All Ayes. Motion by King seconded by Nawrocki, that the City Manager be authorized to advertise a hearing to be held March 26th, on Street opening, installation of utilities, curb abd surfacing in Circle Terrace ~o Reservoir Blvd. to complete the entire project. Roll Call-Al~Ayes. A Hearing was held on street opening and utility installations on 45½ Avenue east of Fillmore. Several people in this area were present and objected to these improvements at this time. Motion by Nawrocki seconded by King, that this request for street opening and utility installation on 45½ Avenue, be denied. Roll Call-All Ayes. A Hearing was held on one-way routing on VanBuren and Jackson, 37th to 40th. ~ Several residents from both VanBuren and Jackson were present and stated their views on this re-routing, and gave their reasons for not wanting this change. Motion by King seconded by McCline, t~at the request to make Jackson and VanBuren one-way streets, 37th to 40th, be denied. Roll Call-All Recess called at 10:15 P.M. Meeting called to order at 10:20 p.m. The City Manager requested approval for attendance at Municipal short courses at the University of Minnesota. Motion by McCline seconded by King, that this request be granted as follows, and necessary expenses authorized: 2 Men to Sewer School, March 19,20,21. 2 Men to Water School, March 21,22,23. 2 Men to Police Chiefs Institute, March 26,27,28. 1 Man to Mayors-Councilmen Institute, March 15,16,17. City Managers Institute, March 15 and 16. 2 Finance Officers Institute, March 15,and 16. 1 Public Works Institute, March 15 and 16. Roll Call-All Ayes. 2 State-wide Planning conference. The request of Mr. Collins for extension on his Special use Permit to operate the Truck Terminal at 40th and University was taken up at this time. Mr. Collins stated he would need more time to complete the sale of his trucking business. A discussion took place regarding this request. Motion by McCline seconded by Nawrocki, that the City Attorney be instructed to draw an agreement that would provide for the waiver of claim for non-conforming use of the Collins property in the area of 40th and University, and report back at the next meeting, March 26th~ and permission be granted to operate truck terminal as in the past until the next regular meeting. Roll Call - All Ayes. No report on lot subdivision on 43rd and McLeod and continued until March 26th. Lester Olson, 818 51st Avenue N.E. asks for re-consideration of Lot subdivision 9ranted.Mar~h 27,~--1961. The City Engineer reported ~e had not been able-t6 ~t:a the school board as yet regarding sidewalk inst~llations, but that the sch681 board was meeting Wednesday night, March 14th.,, A request~has been received to build a~house'on a ~0 foot 47th and Monroe, and a petition accompanied ~his-request signed~by residents living in 'this vicinity, stating they did not.~obj~ct to'this. The owner of 4513 and 4531 Taylor Street was present and~complained- about, not being able to park on the street, as he has no place on his Property to park, and the alley is'not opened· He was told to.circulate a petftion 'and tr~ to get 'this alley opened and 'thereby provide parking for'his tennants, ~" " Resolution offered by Orendorff seconded by King, BE IT HEREBY RESOLVED ~b~ the city Council"of the City or'columbia Heights, that'the City Treasurer be and she is hereby instructed to transfer from-the Liquor Fund as follows: 83,022.07 to 'the Fire Fund .... .1,905.00 to the Street Fund and that there are sufficient moneys ih said Liquor F~Rd to make such transfer Roll Call -.All Ayes. · Motion by King seconded by McCline,-that Bianconi Construction Co. and Carl A. The City Attorney reported on the tabulation of the Park Bond Bids. Whereupon a Resolution was read awarding the Hale of Park Bonds to Barcus, Kindred & Co., based upon their bid. Offered by King seconded by Nawrocki, Roll Call - All Ayes. A Resolution was then read fixing the form and details~on Park Bonds directing their execution and delivery, and levying a tax for their payment. Offered by Orendorff seconded by King. Roll Call-All Ayes. (Note) The above two resolutions were rescinded by action of the City Council on March 13th, at a special meeting, and resolutions were passed at that time awarding sale of Bonds to Mannheimer-Egan, Inc., and fixing the Form and details of the Park Bonds, directing their execution and delivery and levying a tax for their payment. The City Attonrey has been asked by the City'Council to review our Beer Ordinances. The City Engineer was asked by the City Council to get a proposal of truck routes. The City Engineer stated he would like to call an informal meeting with Acres Inc., The Anoka County Board of Commissioners, and the City Council, regarding Innsbruck. It was agreed to try and arrange a meeting on March 20th at 7:30 p.m. Motion by McCline seconded by King, Roll Call - Ail Ayes. Secretary to City Council that the meeting/~,journ,. / at 1 A.M. Roll Call: Armstrong,King, The purpose of this meeting is to correct an error in the awarding of bids for Park Bonds. Resolution offered by King seconded by Orendorff, BE IT RESOLVED by the City Council of the City of Columbia Hgights, Minnesota, as follows: 1. This Council did meet on Marc'n'l-2th;, 1962, and received bids for $325,000.00 in Park Bonds.
