Roll Call: Hovland, Petkoff, Norberg, Hentges, Nawrocki--aye 2. Purpose of the Meeting Special assessments regarding several projects dealing with water main instal- lation, curb and gutter, roadway improvements, sidewalk improvements, alley way improvements, and mid-block lighting. 3. Presentation of Assessment Projects by the City Manager a. Sanitary sewer replacement and bituminous for street repair on Quincy Street, 43rd to 44th Avenue N.E. The City Manager gave the details of this project. Citizens who were affected by this project and assessment made comment regarding the project. Condition of the sanitary sewer whose replacement is being proposed is such that it could fail to function at any time. It was also noted that the costs of this project may decrease if the City of Hilltop agrees to sharing part of the costs. Motion by Hentges, second by Norberg to authorize the City Manager to proceed with the sanitary sewer replacement and the bituminous for street repair on Quincy Street, 43rd to 44th Avenues. Roll call: All ayes b. Construction Improvements involving 12 foot bituminous alley surfacing and base between Polk and Tyler Streets from 37th Avenue north to Ostrander Park. The City Manager reviewed this project with the Council with the use of maps and graphs. Residents from the area spoke to some of their concerns. The Public Works Director and the City Manager also spoke to alternative plans for this project. Motion by Hentges, second by Norberg to authorize the City Manager to proceed with the project as presented on the alley between the 37th to 39th Avenue blocks. Roll call: Petkoff, Norberg, Hentges--aye Hovland, Nawrocki~-nay Motion passes Motion by Hovland, second by Norberg to proceed with the project as indicated on the agenda as "Alternate 2" for the alley between 39th Avenue and Ostrander Park that is, to replace the blacktop and the balance of the alley to be sealcoated. Roll call: Hovland, Petkoff, Norberg, Nawrocki--aye Hentges--abstain c. Municipal State Aid Construction of 39th Avenue from Central Avenue easterly from Reservoir Boulevard. This project includes concrete curb and gutter, base and bitum- inous surfacing. The City Manager and the Public Works Director gave the specifics of this project. Motion by Hentges, second by Norberg to authorize the City Manager to proceed with the project as presented. Roll call: All ayes d. Construction Improvements on 39th Avenue from Tyler Street easterly to Buchanan Street. Residential street construction includes concrete curb and gutter, base, bituminous surfacing and drainage improvements. The City Manager gave the specifics of the project. Motion by Norberg, second by Hentges to proceed with the project as presented, Roll call: All ayes Public ImDrnvem~pt March 15, 1982 page 2 e. Seal coating of all bituminous streets in the Southeast Quadrant of the City. The project will not include State or County roads or 41st Avenue from Central to LaBelle Park or Stinson between Silver Lake and 45th Avenue. Also included in the Project: 53rd Avenue between University and Central Avenues, 45th Avenue between Main Street and University Avenue. The City Manager defined what will be done in this project and those areas that are included. A questionnaire had been sent to residents affected by this project and the City Manager apprised the Council as to the results of this questionnaire. Many residents in the area of this project had concerns and questions that were discussed. Much discussion followed regarding portions of the project that could be considered for deletion. It was determined that those portions of the project that are to be deleted are as follows: 41st between Reservoir and Stinson Boulevards, ~2nd between Central Avenue and Reservoir Boulevard, Polk between 37th and 39th Avenues, Leander Lane in its entirety and Arthur Place in its entirety. Motion by Hentges, second by Petkoff to authorize the City Manager to proceed with the project, that the five deletions to the project be made and that the State Aid streets remain in the project but that the work on them be delayed until 1983. Roll call: All ayes f. Installation and improvements of a Storm Drain System to handle the storm water runoff from Reservoir Boulevard, Circle Terrace, 41st Avenue, 42nd Avenue, 43rd Avenue, 44th Avenue and Tyler Street and adjoining areas. The City Manager gave all of the details of the project and the estimated costs. There were four alternatives to the project and these were discussed in detail. Motion by Petkoff to reject the project as presented. Motion dies for ]ack of a second. Motion by Hentges, second by Hovland to approve the project as presented in "Line A" and that the City Manager be authorized to proceed with the project. Roll call: All ayes 4. Consideration of Resolutions Authorizing Projects a. Resolution 82-11 being a resolution ordering improvements-Sanitary Sewer Re- placement and bituminous street repair on Quincy Street, 43rd to 44th Avenues Motion by ltorberg, second by Petkoff to waive the reading of the resolution there being ample copies available to the public. Roll call: All ayes R E S 0 L U T I O N NO. 82-11 BEING A RESOLUTION ORDERING IMPROVEMENTS BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights. WHEREAS, the City Council of the City of Columbia Heights by Motion on the 28th day of December, 1981 ordered notice of a hearing to be given to property owners, and I WHEREAS, pursuant to a notice of hearing certain residents appeared Council Meeting on the 15th day of March, 1982, and WHEREAS, the Council determines to proceed ~ith this local improvement, a portion of the cost being defrayed by special assessments under Charter provisions. NOW, THEREFORE, IT IS HEREBY RESOLVED: Public Imoro~ement :leaping March 15,'19~2 page 3 1. That the location and extent of such improvements is as follows: Quincy Street, 43rd to 44th Avenue N.E.. Sanitary Sewer Replacement and bituminous for street repair. 2. That the materials to be used are as follows: 8" P.V.C. sanitary sewer pipe, aggregate base and bituminous patching, and various appurtenance. That a careful estimate of the cost of the improvements has been made by the City Manager and the several lots and parcels of land fronting upon and adjacent to such proposed improvements, which be deemed benefited thereby, were properly notified of said hearings, and 4. That the City Manager shall also list the names and owners of the several parcels so improved as nearly as can be ascertained. 5. These improvements shall also be known as Project No. 778. Resolution 82-12 being a resolution ordering improvements-twelve foot bituminous alley surfacing and base between Polk and Tyler Streets from 37th Avenue north to Ostrander Park. Action on this resolution was taken in two parts because the project was split into two portions. Motion by Norberg, second by Petkoff to waive the reading of the resolution there being ample copies available to the public. Roll call: All ayes Motion by Norberg, second by Hovland to approve the project for the alley, Tyler to Polk, 37th Avenue to 39th Avenue. Roll call: Hovland, Petkoff, Norberg--aye Hentges, Nawrocki--nay Motion to pass this portion of the resolution fails. Motion by Norberg, second by Petkoff that the resolution be read with alternate # 2 and that the reading be dispensed with there being ample copies available to the public. WHEREAS, the City Council of the City of Columbia Heights by Motion on the 28th day of December, 1981 ordered notice of a hearing to be given to property owners, and Public Improvement Hearing March 15, 1982 page 4 WHEREAS, pursuant to a notice of hearing certain residents appeared at a Council Meeting on the 15th day of March, 1982, and WHEREAS, the Council determines to proceed with this local improvement, a portion of the cost being defrayed by special assessments under Charter provisions. NOW, THEREFORE, IT IS HEREBY RESOLVED: I. That the location and extent of such improvements is as follows: Removal and replacement of approximately the South 600', plus or minus, of the 12 foot bituminous alley surfacing and base including seal coating the entire alley between Polk and Tyler Streets N.E. from 39th Avenue N.E. north to Ostrander Park. 2. That the materials to be used are as follows: Gravel base, bituminous pavement, asphalt emulsion, seal coat aggregate and concrete for driveway repair. That a careful estimate of the cost of the improvements has been made by the City Manager and the several lots and parcels of land fronting upon and adjacent to such proposed improvements, which be deemed benefited thereby, were properly notified of said hearings, and 4. That the City Manager shall also list the names and owners of the several parcels so improved as nearly as can be ascertained. That the materials to be used are as follows: Concrete curb & gutter, aggregate base and bituminous surface. That a careful estimate of the cost of the improvements has been made by the City Manager and the several lots and parcels of land fronting upon and adjacent to such proposed improvements, which be deemed benefited thereby, were properly notified of said hearings, and That the City Manager shall also list the names and owners of the several parcels so improved as nearly as can be ascertained. 5.
