COLUMBIA HEIGHTS CITY COUNCIL
PUBLIC HEARING
MAY 24, 1982
The hearing was called to order by Mayor Nawrocki at 7:35 pm.

2. Purpose of Meeting
Consideration of resolution adopting the City of Columbia Heights' Comprehensive
Plan
3. Resolution 82-27
Being a resolution adopting the City of Columbia Heights' Comprehensive Plan
pursuant to the Metropolitan Land Planning Act of 1976
Motion by Hentges, second by Norberg to waive the reading of the resolution there
being ample copies available to the public. Roll call: All ayes
Councilman Norberg inquired about the specifics of the Plan, how they were reviewed
and with what criteria. Allen Carlson, City Planner, advised the Council that'the
Planning and Zoning Commission spent nearly two years reviewing each section of the
Plan, page by page. When each section reviewal had been completed it was approved by
resolution. Councilman Norberg felt subsection C of the resolution was too specific
and unneeded.
Motion by Norberg, second by Hentges to strike subsection C from the resolution.
(Subsection D would be come subsection C with this deletion.) Roll call: Hovland,
Petkoff, Norberg, Hentges--aye Nawrocki--nay
RESOLUTION 82-27
RESOLUTION ADOPTING THE CITY OF C~OLUMBIA HEIGHTS COMPREHENSIVE PLAN
PURSUANT TO METROPOLITAN LAND PLANNING ACT OF 1976
WHEREAS, the City of Columbia Heights has prepared a comprehensive plan
pursuant to Minnesota Statutes 473.851 through 473.866, the Metropolitan
Land Planning Act; and
WHEREAS, the City of Columbia Heights Planning and Zoning Commission recommended
to the City Council by Resolution 81-5 adoption of the comprehensive plan at a
public hearing held June 2, 1981; and
WHEREAS, the City of Columbia Heights has sent copies of its comprehensive plan
to adjacent governmental units and affected school districts pursuant to Minn-
esota Statutes, Section 473.853, Subdivision 2; and
WHEREAS, on December 17, 1981, the Metropolitan Councll considered Columbia
Heights Comprehensive Plan. This conslderation was based on a report of the
Physical Development Committee Referral Report No.81-230. The Metropolitan
Council adopted Resolution No.81-247 which provides for adoption of Referral ~-'
Report No.81-230 and its recommendations; and
WHEREAS, the City Council has reviewed the Metropolitan Council's recommendation
and accordingly amended the Comprehensive Plan to Incorporate the recommendatlons
of Referral Report 81-230.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF COLUMBIA HEIGHTS, MINNESOTA,
A. That the Comprehensive Plan prepared pursuant to the Metropolitan. Land Plan-
ning Act of 1976, In all respects, is hereby approved;

B. That the City Clerk is hereby directed to maintain on file ample copies of
the Comprehensive Plan as hereby approved;
C. That the Mayor and City Manager are authorized and directed to execute all
such documents and agreements and to take all such actions as is necessary
to implement the content of this Resolution.
