HomeMy WebLinkAboutMay 24, 1982OFFICIAL PROCEEDINGS COLUMBIA HEIGHTS CITY COUNCIL BOARD OF REVIEW CONTINUED MEETING MAY 24, 1982 The meeting was called to order by Mayor Nawroeki at 7:00 pm. 1. Roll Call Hovland, Petkoff, Norberg, Hentges, Nawrocki--present 2. Re-Statement of Purpose Consideration of requests from residents to amend certain assessed values. 3. Presentation by City Assessor Mildred Carlson, City Assessor addressed the five properties whose owners attended the Board of Review on May 17, 1982 with questions regarding their valualions. a. 4142 7th Street, Carl Urspringer, owner: Mrs. Carlson viewed this property again and discussed the valuation at this time. The owner agreed with the original valuation she said. She advised the Council that there is an apartment in the basement and that this property received the 5% "overbuilt" credit. No change in the valuation was recommended. b. 4522 7th Street, Gayle Norberg, owner: Mrs. Carlson reviewed the valuation and the surrounding area of this property and recommends no change in the valuation. c. 1405 Parkview Terrace, Janet Thompson, owner: This property was also inspect- ed again. It was noted by the City Assessor that there is an undesirable condition behind the rear yard with refuse and rubbish from some multiple dwellings. The Building Inspector was requested to look into this situation and have it corrected. $75,600 was the valuation and the City Assessor recommends that it remain at that figure. This property was given the 5% "overbuilt" credit. d. 4707 Jefferson Street, Jimmy Williams, owner: Mrs. Carlson met with the owner and viewed the property again. This house had been completed in stages after having first been a basement home. She recommended that the valuation of $76,300 be de- creased to $72,900. e. 16lO Innsbruck Parkway, James Elrod, owner: The City Assessor viewed this property and recommended this property be valued at $107,1OO for the 1982 assess- ment. 4. Council Action Re~ardin~ Specific Cases on Which Additional Consideration is Desirable Motion by Hentges, second by Petkoff that the recommendations of the City Assessor be accepted and that the 1982 assessment roll be accepted and approved as amended this 24th day of May, 1982. Discussion followed regarding the methods that were employed to determine an evaluation. Councilman Norberg felt there was an uneven application of the rules. Mayor Nawrocki noted a disparity between Columbia Heights and Fridley in the ratio used as cited in the Citizen League's newsletter. Motion by Hentges, second by Hovland to continue this board of rev May 25th at 7:30.
