COLUMBIA HEIGHTS CITY COUNCIL CONTINUED BOARD OF REVIEW MAY 25, 1982 The continued Board of Review meeting was reconvened by Mayor Nawrocki at 7:35 pm. Roll Call: Hovland, Petkoff, Hentges, Nawrocki--present 'Norberg--absent Purpose 97 the Meeting This meeting is a continuation of the Board of Review meeting of May 24th. At the meeting of May 24th additional information had been requested by the Mayor regarding assessment ratios. The Citizens' League Tax Report was the basis for some of the questions about assessment ratios. Millie Carlson, City Assessor, had studied this Report and she noted that the Citizens' League used the last state ratio available which was the first nine months of sales for 1980 and compared them to the 1980 estimated market value. These sales were after the assessment date of 1980 for taxes payable in 1981. Councilman Norberg came to the meeting at 7:45 pm. Mrs. Carlson explained the methods the Citizens' League employed to arrive at the figures in their report which used School District #14. She further explained how the ratio studies of the State and of the County were done. It was noted by the Mayor that the recent studies of both the State and County reflected a difference of three percentage points between Fridley and Columbia Heights. Various ideas were discussed as to how this apparent disparity between the two cities could be corrected and equalized when it was suggested that the local Board of Review should decrease the total assessment roll the City Assessor advised the Council that the Board of Review on a local level does not have that authority. This step can be taken only by the County Board of Equalization. She told the Council that the local Board of Review could request this action by making a resolution to that effect. This resolution would request that the County Board of Equalization decrease the valuations by classification 3% based on the ratio studies performed by the County and by the State from the most current available ratio studies. Councilman Norberg had two sug- gestions for making an adjustment to the valuations of the City. He said that since the law does not allow the local Board of Review to change all of the valuations, all but two should be changed. Councilman Norberg also suggested that allof the valuations could be lowered by .98% which would be under the 1% allowed by statute. It was noted that the time needed to do either one of these actions would be pro- hibitive and no action was taken. The following motion was made at the continued Board of Review meeting of May 24th, 1982: Motion by Hentges, second by Petkoff that the recommendations of the City Assessor be accepted and that the 1982 assessment roll as amended be accepted and approved. Motion to amend by Norberg to include directing the attention of the County Board of Equalization to the attached resolution that addresses decreasing valuations. Mayor Nawrocki ruled that this amendment is not germane to the motion and it should be a separate motion. Roll call: Hovland, Petkoff, Hentges, Nawrocki--aye Norberg--abstain Councilman Norberg chose to abstain because his property is one of those on the assessment roll that will be reviewed by the County Board of Equalization. Discussion followed for the wording and language of the resolution the Council wanted forwarded to the County Board of Equalization. 'Continued Board of Review May 25, 1982 page 2 RESOLUTION 82-35 BEING A RESOLUTION OF THE LOCAL BOARD OF REVIEW OF THE CITY OF COLUMBIA HEIGHTS REQUESTING THE COUNTY BOARD OF EQUALIZATION TO REDUCE THE EST- IMATED MARKET VALUE IN COLUMBIA HEIGHTS BY THREE PERCENT WHEREAS, the ratio studies of the County as prepared by the State of Minnesota would indicate a difference of approximately 3% to the disadvantage of the property owners of the City of Columbia Heights, and, WHEREAS, State Statute 274.01 does not allow local Boards of Review to change classifications by an across-the-board percentage, and, WHEREAS, the County Board of Equalization does have the authority under State Statute 274.01 to make a percentage change, and, WHEREAS, it is the responsibility of the County Board of Equalization to eq- alize values in the County NOW, THEREFORE BE IT RESOLVED, that the local Board of Review of Columbia Heights asks the County Board of Equalization to reduce the est- imated market value in Columbia Heights by 3%.
