2. Purpose of Meeting
Consideration of special assessment for local improvements made to qlst Avenue.
3. Presentation of Information
Various documents were presented by staff illustrating the assessment proposed for
the reconstruction and re)ocation of hist Avenue. Elements of the project include
sanitary sewer, watermains, storm sewer, street construction, right turn lane for
Central Avenue, park improvementsi and street lighting. Of the total project, the
Housing and Redevelopment Authority is paying for all utility costs, sanitary,
storm sewer, and watermain. The costs for the rest of the project is being paid by
P.J. Gaughan and Columbia Heights Mall, as per development contract. The total cost
for the project is $358,788.59.
Some residents of the LaBelle Condominiums had concern with regard to the assessment.
They had an agreement with the developer that thls assessment would be paid by him.
Members of the Council could not address who would pay the assessment since this
agreement did not involve the City.
Roger Jensen, Director of the HRA, told the Council that Terry Evenson, the developer
of the Columbia Heights Mall, anticipated a ten year payback period and hoped this
would be the period of time adopted by the Council for the payback. Mayor Nawrocki
had concern with the rate of interest being established at 8~ and wondered if this
percent would be the same for borrowing money later on. The City Manager felt the
law would allow an increase in the rate of interest charged although he had not en-
countered a higher interest rate at this time.
