COLUMBIA HEIGHTS CITY COUNCIL
PUBLIC HEARING
JULY 26, 1982
The hearing was called to order by Mayor Nawrocki at 7:35 pm.
1. Roll Call
Hovland, PeLkoff, Norberg, Hentges, Nawrocki--present
2. Purpose of the Meetin~
To consider the installation of mid-block lighting on Quincy Street between 38th
Avenue and 39th Avenue. This matter was brought to the Council by a petition from
residents in the area.
3. Presentation of Pro~ect Information
Tom Madigan, Assistant City Engineer, presented the back up information for this
proposal including placement of the light, identification of the benefitting pro-
perties and estimated costs for the light and its installation. He also gave the
figures for the assessable foot for the benefitting properties and the administra-
tion costs. Three residents from the area were in attendance. Comparisons were
given between the 175 watt mercury vapor lamp and the 1OO watt high pressure
sodium lamp. Staff was recommending the high pressure sodium since it is the more
energy efficient.
4. Consideration of Resolution
Motion by Norberg, second by Hentges to waive the reading of the resolution there
being ample copies available to the public. Roll call: All ayes
RESOLUTION 82-40
BEING A RESOLUTION ORDERING IMPROVEMENTS
BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights:
WHEREAS, the City Council of the City of Columbia Heights by motion on the 14th day
of June, 1982, ordered notice of a hearing to be given to property owners, and
WHEREAS, pursuant to a notice of hearing certain residents appeared at a Council
meeting on the 26th day of July, 1982, and
WHEREAS, the Council determines to proceed with this local improvement, a portion
of the cost being defrayed by special assessments under Charter provisions.
NOW, THEREFORE, IT IS HEREBY RESOLVED:
1. That the location and extent of such improvements is as foll,ows:
Street lighting on Quincy Street between 38th Avenue and 39th Avenue
2. That the materials to be used are as follows:
N.S.P. poles, electrical illuminalrs, and miscellaneous materials.
3. That a careful estimate of the cost of the improvements has been made by the
City Manager and the several lots and parcels of land fronting upon and ad-
jacent to such proposed improvements, which be deemed benefitted thereby,
were properly notified of said hearing, and
4. That the City Manager shall also list the names and owners of the several par-
cels so improved as nearly as can be ascertained.
5. These improvements shall also be known as Project No.677~Area 14.
