PUBLIC HEARING
COLUMBIA HEIGHTS CITY COUNCIL
AUGUST 9, 1982
The hearing was called to order by Mayor Nawrocki at 7:00 pm.
1. Roll Call

2. Purpose of Meeting
To consider the adoption of an assessment roll for the cost of mid-block and alley light-
ing each year as long as lights remain in place.
Councilman Norberg arrived at the meeting at 7:20.
3. Presentation of Proiect Information
The Council received a Notice of Public Hearing as it was .published in the SUN Newspaper
and also forwarded to all affected residents. There are twelve areas who have either
gotten mid-block lights or alley lights. The assessment roll under considerat~6~'-dea~'
with these twelve areas. The City Manager reviewed the areas and noted that one area
which is no longer in need of lighting was deleted from the assessment roll because of
the downtown development. He also advised the Council of the proposed changes being con-
sidered for billing of these lights and similar assessments.
There were five residents in attendance at the hearing who felt they have not been bene-
fitting from alley lights for which they are being assessed. These lights are in Area 12,
Alley 6th Street & 7th Street, 44th Avenue to 45th Avenue. They all reside at the south
end of the alley. They were advised that the public hearing that addressed their lights
could be re-opened if they chose to install an additional light or make any other changes.
The City Assessor, Mildred Carlson, reviewed the timeframe for paying the assessments
on this assessment roll.
4. Consideration of Resolution
Motion by Norberg, second by Petkoff to waive the reading of the resolution there being
ample copies available to the public. Roll call: All ayes

Adopting assessment rolls for the following local improvements and determining said
improvements have been made and ratifying and confirming all other proceedings, here-
tofore had: Special Assessment for mid block and alley lighting numbered
677- Area 1-Alley West of Reservoir Boulevard, 40th Avenue to Gould Street
Area 2-Alley 2nd Street & ~tain Street, 43rd Avenue to 44th Avenue
Area 3-Washington Street, 43rd Avenue to 44th Avenue
Area 5-Alley University Avenue & 4th Street, South to 44th Avenue
Area 6-Alley 6th Street & 7th Street, 42nd Avenue to 43rd Avenue
Area 7-Alley 6th Street & 7th Street, 40th Avenue to 41st Avenue
Area 8-Alley 3rd Street & University Avenue, 44th Avenue to 45th Avenue
Area 9-Alley Tyler Street & Polk Street, 45th Avenue to 46th Avenue
Area 10-Alley Jackson Street & Van Buren Street, 39th Avenue to 40th Avenue
Area ll-Alley East of Polk, 37th Avenue to 39th Avenue

WHEREAS, the City Council of the City of Columbia Heights, Minnesota, met at 7:00
pm on the 9th day of August, 1982, in the City Council Chambers, 590-40th Avenue,
N.E., Columbia Heights, Minnesota, being the time and place set when and where all
persons interested could appear and be heard by the Council with respect to benefits,

and to the proportion of the cost of making the local improvements above described, a
notice of such hearing having been heretofore duly published as required by law, and
a notice mailed to each property owner of record, stating the proposed amount of the
assessment; and,
WHEREAS, this Council has heretofore estimated the cost of such local improvements and
has prepared an assessment roll therefore,
THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS HEREBY RESOLVES:
Section l. That this Council does hereby adopt the aforesaid assessment rolls known and
described as "Assessment Roll for Local Improvements" numbered 677-Areas 1
thru 13 for midblock lighting.
Section 2. That this Council hereby finds and determines that each of the lots and par-
cels of land enumerated in said assessment rolls was and is especially bene-
fitted by such improvement. This Council further finds and determines that
the proper proportion of the cost of such improvements to be especially assess-
ed against each lot or parcel of land is the amount as billed annually by
Northern States Power plus an administration fee.
Section 3. That the annual installment shall be paid in full without interest on or
before September 15, 1982, and in annual installments thereafter, as long
as the street or alley midblock lights are in place. Failure to pay the an-
nual installment renders the same delinquent and thereafter a 10% penalty
is added and the said delinquent special assessment is certified to the
County for collection with the real estate tax.
Section 4. That this Council did hereby determine and redetermine to proceed with said
improvements, does ratify and confirm all other proceedings heretofore had
in regard to these improvements, and said improvements shall hereafter be
known and numbered 677-Areasl thru 13 for midblock lighting.
Section 5. This resolution shall take effect immediately upon its passage.
