SPECIAL COUNCIL MEETING
COLUMBIA HEIGHT5 CITY COUNCIL
SEPTEMBER 20, 1982
The meeting was called to order by the Mayor at 8:13 pm.
Roll call: Hovland, Petkoff, Norberg, Hentges, Nawrocki--present
Secretary Pro-Tem
Motion by Nentges, second by Norberg to appoint Keith Masuda Secretary Pro-rem. Roll
call: All ayes
Purpose of Meeting
Mayor Nawrocki stated that the purpose of this meeting is to hold the first reading of
Ordinance No. 1017 an ordinance which would amend Ordinance No.853 and pertains to fences.
The City Manager gave the background on fence ordinances and why this ordinance was
presently being considered. The City Attorney addressed each section of Ordinance No.
1017 and the major changes be!ng proposed.
Motion by Norberg, second by Hentges to waive the reading of the ordinance there being
ample copies available to the publlc. Roll call: all ayes
ORDINANCE NO. 1017
BEING AN ORDINANCE AMENDING ORDINANCE NO. 853, CITY CODE OF 1977, PERTAINING TO FENCES
Section 1: Section 6.q02(1) of Ordinance No. 853, City Code of 1977, passed June 21, 1977,
which reads as foilows to-wit:
"6.402(1)
Fences and free standing walls shall be constructed in a substantial and
workmanlike manner to withstand conditions of soil, weather and use, and
of substantial material reasonably suited to the purpose for which the
fence is proposed to be used. Minimum standards for construction of fences
shall be prescribed hereinafter."
is herewith amended to read as follows, to-wit:
"Fences and free standing walls shall be constructed in a substantial and
workmanlike manner to withstand conditions of soil, weather and use, and
of substantial material reasonably suited to the purpose for which the
fence is proposed to be used. No previously used materials such as old
barn boards or railroad ties may be used in any fence or wall within the
City. Minimum standards for construction of fences shall be prescribed
hereinafter."
Section 2: Section 6.402(2) of Ordinance No. 853, City Code of 1977, passed June 21, 1977,
which reads as follows to-wit:
"6.402(2)
The-woven wire fence type shall be constructed in the following manner:
(a) The fence shall be of a chain link type.
(b) The fence shall be a minimum of eleven (11) gauge steel, with a two inch
maximum mesh.
(c) The fence shall be constructed with fabric on the outside.
(d) The fabric shall have the knuckles up and the cut edge down.
(el Materials are required to be of a hot dipped galvanized nature or equal.

(fl There shall be no greater than ten feet lineal distance between posts."
is herewith amended to read as follows, to-wit:
"The woven wire fence type shall be constructed in the following manner:
(al The fence shall be of a chain link type.
(bi The fence shall be a minimum of eleven (11) guage steel, with a two inch
maximum mesh.
(c) The fence shall be constructed with fabric on the outside so that the un-
finished side, if any, faces the property on which the fence is constructed.
(d) The fabric shall have the knuckles up and the cut edge down.
(el Materials are required to be of a hot dipped galvanized nature or equal.
(fl There shall be no greater than ten feet lineal distance between posts."
Section 3: Section 6,q02(3) of Ordinance No. 853, City Code of 1977, passed June 21, 1977,
which read as follows, to-wit:
"6.402 (3)
The alternating board type (vertical, horizontal or louver) shall be con-
structed in the following manner:
(a) Boards of a dimension less than 13/16" by less than 3 1/4 "will be
prohibited.
(bi Fences constructed of materials other than tamarack, cedar, cypress, or
redwood will be treated with a weather preservative.
(c) The minimum post dimensions required are 3-1/q" by 3-1/¥'
(d) No greater than eight (8) feet will be allowed for post spacing.
(el Fastening nails shall be two and one-half (2-1/2) inches long and other
hardware shall be aluminum alloy or hot dipped galvanized or equal.
(fl Fastenings made of corrosive metal shall not be used."
is herewith amended to read as follows, to-wit:

Sectio~ 4: Section 6.402(4) of Ordinance No. 853, City Code of 1977, passed June 21, 1977,
which reads as follows, to-wit:
"6.402(4)
Retaining walls or free standing walls shall be constructed in the following
manner:
(al Retaining walls and cribbing shall be used to stabillze steep slopes or

or prevent erosion.
(bi They shall be designed in accordance with sound engineering practice.
(c) Cribbed slopes shall be appropriately planted, If open faced cribbing is used.
(d) All walls, block or stone, shall be placed in four (4) inch concrete footigg.
The width shall be determined by the height of the wall.
(el The face of the wall shall be slanted back by no less than a 3 degree angle.
(fl Drains shall be placed in walls made of blocks or poured concrete at a lower
level the distance determined by the Building Inspector."

ting posts and footings on the inside of the wall so that the finished side
does not face the property on which the fence is constructed."
Section 5: This ordinance shall be in full force and effect from and after thirty (30)
days after its passage.
