BUDGET INFORMATIONAL MEETING
SEPTEMBER 28, 1982
The meeting was called to order by Mayor Nawrocki at 8:00 pm.

Purpose of the Meeting
The Mayor stated that the purpose of the meeting is to give all interested citizens an
opportunity to see how City revenues are proposed to be used and provide the services re-
quired and expected of us by the taxpayers of the community. He noted that this is an
"Hold the line" budget and that the levy is at the maximum as allowed by the State.
Councilman Norberg arrived at the meeting at 8:15 pm.
Considerable discussion followed with those citizens in attendance at the meeting. Some
of the items that were discussed included park and recreation expenditures, disposition
of the profits from the liquor stores, the liquor fund, and utility rates. Also discussed
were comparisons between employee salaries of other municipalities and the salaries of
employees in the City of Columbia Heights. The Mayor noted that the bargaining process
sets the base for salary rates and increases.
A citizens inquired what would be done if the state aid monies were decreased as they
were after the last budget had been set. He was advised that the same procedures would
be employed and repeated as they were for the 1982 budget.
Motion by Hentges, second by Hovland to adjourn the meeting. Roll call: Hovland, Hentges--
aye Petkoff, Nawrocki--nay Norberg--pass Motion to adjourn fails.
Discussion continued regarding areas where additional changes could be made in the budget.
Each item that was included in the resolution presented for adoption of the budget for
1983 was once again examined closely.
Motion by Norberg, second by Hentges to return the proposed budget to the City Manager and
instruct him to take $200,000 out of expenditures and transfers. The Mayor noted that the
City Manager had provided the budget recommendations and that it was the responsibility
of the Council to make adjustments up or down.
