Roll Call Hovland, Petkoff, Norberg, Hentges, Nawrocki--present Purpose of the Meeting To consider the 1983 budget and adoption of the resolutions pertaining to the budget and levying of taxes as well as certification of delinquent special assessments and of delinquent utility charges The City Manager reviewed with the Mayor and the Council items that had been of concern with regard to the budget. Each item whether they were for proposed purchases or trans- fer of funds was discussed. This list of items totalled twelve. Motion by Norberg, second by Petkoff to waive the reading of resolution 82-50 there being ample copies available to the public. Roll call: All ayes RESOLUTION 82-50 ADOPTING A BUDGET FOR THE YEAR 1983 AND LEVYING TAXES BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS as follows: Section A. The General Fund budget for the City of Columbia Heights for the year !~83 is hereby approved and adopted with appropriations for each of the departments as follows: GENERAL FUND Mayor-Council Executive Finance-Assessing-Elections General Buildings Legal Planning Public Safety Public Works Sanitation Library Parks Unallocated and Transfers 106,460 99,295 303,315 80,480 72,069 14,160 1,539,385 673,630 467,295 242,O10 447,7O5 2 0,105 4,245,909 Section B. The estimated gross revenue of the City of Columbia Heights from all sources, including general and valorem tax levies as hereinafter set forth for the year 1983, the same being more fully detailed in the City Manager's official copy of the same 1983 budget, are hereby found and determined to be as follows: GENERAL FUND $ 4,245,909 REVENUE SHARING $ 95,220 Section C. There is hereby levied upon all taxable property in the City of Columbia Heights a direct ad valorem tax in the year 1982 payable in 1983 for the following proposed and in the following amounts: Special Meeting October 4, 1982 .. page 2 PURPOSE AMOUNT General Fund (including Recreation) Bond and Interest 1,600,623 140~000 1,740,623 Provision has been made in the General Fund for payment of the City's contributory share to Public Employee's Retirment Association. Provision has also been made in the General Fund revenues for receipt of the State local government aid distribution. Section D. Roll call: All ayes RESOLUTION 82-51 CONFIRMING TAX LEVY BY THE HOUSING AND REDEVELOPMENT AUTHORITY FOR 1983 BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS, that WHEREAS, the Housing and Redevelopment Authority of Columbia Heights, Minnesota has adopted a budget as shown on their attached resolution, WHEREAS, said Authority has also resolved that a special tax to be levied of $36,248 upon all taxable property, both real and personal, in the City of Columbia Heights, and WHEREAS, Section 462.545, Subdivision 6, of the Minnesota Statutes requires approval by the governing body of the municipality in and for which said Authority was created. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Columbia Heights approve and consents to the levy of $36,248 upon all taxable property, both real and personal, in the City of Columbia Heights, by said Authority, as special taxing district for use for the purpose of the redevelopment provisions of Section 462.7ll of the Min- nesota Statutes. Roll call: All ayes RESOLUTION NO. 82-52 CERTIFICATION OF DELINQUENT SPECIAL ASSESSMENTS BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS, that The County Auditor be, and he is hereby directed, to levy the delinquent special assessments on the properties in the City of Columbla Heights as submitted on the attached sheets and filed in the Assessment Book for 1982, totalling $117,486.38. BE IT FURTHER RESOLVED that the foregoing amounts shall be included in the individual real estate tax statements for the current year and identified thereon as "Special Assessments." SAID LEVIES shall be enforced and collected in the manner provided for the enforcement and collection of State and County taxes under and in accordance with the provisions of the general laws of the State. All assessments with penalties and interest as in- dicated thereon paid to the County Treasurer shall belong to the City of Columbia Heights and shall be turned over to the City Treasurer in the manner provided by the City Charter and Ordinances. THE CITY OF COLUMBIA HEIGHTS shall accept payments on these levies until November 15, 1982. Upon receipt of said payments the County will be notified to remove this levy from the tax rolls. Nawrocki, Mayor Motion by Norberg, second by Petkoff to reconsider resolution 82-52. Roll call on reconsideration: Hovland, Petkoff, Norberg, Nawrocki-aye Hentges--nay The Mayor expressed displeasure that follow up notices are not sent to people whose special assessments are soon to be delinquent. He and Councilman Norberg felt these notices should have been sent since spec.ial assessment deadlines are too easily over- looked. The Council was advised that the penalty on speoial assessments was applied on September 15th and the list of delinquent special assessments would be delivered to the County on October 8th. Discussion followed regarding the notifications Of payments due on special assessments. The City Assessor was requested to draft a letter to be sent to all those property owners whose special assessments were not paid by September 15th and ten percent penalties were assessed. This letter is to advise those property owners that their assessment will be removed from the certification llst that was forwarded to the County Auditor if the special assessment is paid by noon on November 15th. Motion by Norberg, second by Petkoff to approve the resolution. Roll call: All ayes Special Meeting October 4, 1982 page 4 RESOLUTION 82-53 CERTIFICATION OF DELINQUENT UTILITY CHARGES BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS, that WHEREAS, ail delinquent utility users have been sent a pink card reminder that their bill was delinquent. BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that the County Auditor be, and he is hereby directed, to levy the delinquent utility charges on the properties in the City of Columbia Heights as submitted on the attached sheets, totalling $263.75 pursuant to Minnesota State Statue 444.075 Subdivision 3. BE IT FURTHER RESOLVED that the foregoing amounts shall be included in the Individual real estate tax statements and identified thereon as "Delinquent Utility Charges." SAID LEVIES shall be enforced and collected in the manner provided for the enforcement and collection of state and county taxes under and in accordance with the provisions of the general laws of the State. All assessments with penalties and interest as indilcated thereon paid to the County Treasurer shall belong to the City of Columbia Heights and shall be turned over to the City Treasurer in the manner provided by the City Charter and Ordinances. Nawrocki, Mayor The Finance Director advised the Council that the properties addressed in resolution 82- 53 reflect only two bills that are long overdue and don't appear that they will ever be satisfied.
