HomeMy WebLinkAboutJan 19, 1981OFFICIAL PROCEEDINGS PUBLIC HEARING, COLUMBIA HEIGHTS CITY COUNCIL JANUARY 19, 1981 The meeting was called to order by Mayor Nawrocki at 8:05 pm. 1. Roll Call: Heintz, Norberg, Hentges, Nawrocki--present Logacz--absent Councilman Logacz arrived at the meeting at 8:10 pm. 2. Purpose of the Public Hearing. The purpose of the public hearing is to consider placing certain streets in the City of Columbia Heights on the Municipal State-Aid System, and to hear from residents living on said streets concerning such action. The streets.being considered are: a. 53rd Avenue from Central Avenue to University Avenue b. Extension of Reservoir Boulevard from 44th Avenue to 46th Avenue c. 46th Avenue from the above extension to Fillmore Street d. Fillmore S:reet from 46th Avenue to 47th Avenue The last three items ( b,c,and d ) all deal with one area. The City Manager spoke to these three. He also mentioned a letter received from Mr. Thomas Paul, Administrator for Crestview Nursing Home. This letter stated that Crest- view supports the designation of Reservoir Boulevard as a state aid street. The City Manager advised the Council that all residents who would be effected by these change in designation were notified of this public hearing by mail. The Public Works Director reviewed, with maps and graphs, the present state aid system we have in the City and the proposed additions to that system. He further explained what constitutes a state aid street; why these streets are being recommended to be included in that system; and, the total mileage that will be left after these streets are added. The Public Works Director then addressed item (a) dealing with 53rd Avenue. This street was turned back to the cities of Columbia Heights and Fridley in April of 1980. Traffic volume has shown a dramatic increase on this street and the surface of the street is showing considerable wear. It will soon be ne- eding repair. It was noted that the City of Fridley has already requested that 53rd Avenue be considered for state aid designation by the Minnesota Highway Department. Councilman Heintz inquired why the State turned this avenue back to the cities of Columbia Heights and Fridley. He was advised that was part of the original agreement with the State. Motion by Heintz, second by Norberg to waive the reading of the resolution there being ample copies available to the public. Roll call: All ayes RESOLUTION 81-06 ESTABLISHING MUNICIPAL STATE-AID STREETS CITY OF COLUMBIA HEIGHTS, MINNESOTA WHEREAS, it appears to the City Council of the City of Columbia Heights, Minnesota, that the streets hereinafter described, should be designated as "MUNICIPAL STATE-AID STREETS" under the provisions of Minnesota Laws. NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Columbia Heights, that the streets described end numbered as follows, to-wit: page ! Public Hearing January 19, 1981 page 2 HUNICIPAL STATE-AID STREETS $3rd Avenue from Central Avenue to University Avenue The extension of Reservoir Boulevard from 44th Avenue to 46th Avenue 46th Avenue from the above extension to Fillmore Street Fillmore Street from 46th Avenue to 47th Avenue be, and hereby is designated as "Hunicipal State-Aid Streets" of said City, subject to the approval of the Commissioner of High- ways of the State of Hinnesota. BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed to forward two certified copies of this resolution to the Commissioner of Highways for his consideration, that upon his approval of the designation of said streets, such approved streets shall comprise Muui. cipal State-Aid Streets of the City of Columbia Heights, and that same be constructed, improved and maintained in accordance with the rules and regulatlons of the Commissioner of Highways, and the provisions of Minnesota Laws.
