The hearing was called to order by Mayor Nawrocki at 7:10 pm.

2. Purpose of the Meeting
To take comments and questions from affected residents regarding the following Improve-
ments: paving, drainage, street lighting, and relocation of 41st Avenue with all utili-
ties and sidewalks east of Central Avenue and west of LaBelle Park, and the construc-
tion of a right turn lane from the northbound traffic lane of Central Avenue onto 41st
Avenue, and the reconstruction and restoration of facilities in LaBelle Park with all
appurtenances and work necessary to accomplish the project.
The City Manager reviewed the cost breakdown. The estimated total project cost is
$397,373 with $118,098 to be paid by HRA, leaving a total assessable cost of $279,275.
These costs are subject to change, depending on the final costs for the storm drain.
Councilman Norberg questioned the source of funding for the HRA share of the project.
He was advised there are two sources; and EDA Grant and General Obligation Bonds.
Councilman Hentges joined the hearing at 7:20 pm.
Motion by Heintz, second by Logacz to waive the reading of the resolution there being
ample copies available to the public. Roll call: All ayes
R E S O L U T I O N 81-21
BEING A RESOLUTION ORDERING IMPROVEMENTS
BE IT HEREBY RESOLVED by the City Council of Columbia Heights,
WHEREAS, the City Council of the City of Columbia Heights by motion
on the 23rd day of February, 1981 ordered notice of hearing to be given
to property owners, and
WHEREAS, pursuant to a notice of hearing certain residents appeared at
a Council meeting on the 13th day of April, 1981, and
WHEREAS, the Council determines to proceed with this local improvement
a portion of the cost being defrayed by special assessments under Charter
provisions.
NOW, TtlEREFORE, IT 15 HEREBY RESOLVED:
That the location and extent of such improvements is as follows:
The paving, drainage, and relocation of 41st Avenue N.E. with ali
utilities and sidewalks east of Central Avenue and west of LaBelle
Park, and the construction of a right turn lane from the north
bound traffic lane of Central Avenue onto 41st Avenue N.E., and the
reconstruction and restoration of facilities in LaBelle Park with
all appurtenances and work necessary to accomplish the project.
That the materials to be us&d are as follows: Bituminous pavement,
concrete curb and gutter, concrete sidewalks, sewer lines, water
mains, lighting, traffic signal materials, sodding, and associated
construction materials.

That a careful estimate of the cost of the improvements has been
made by the City Manager and the several lots and parcels of land
fronting upon and adjacent to such proposed improvements, which be
deemed benefited thereby, were properly notified of said hearings,
and
That the City Manager shall list the names and owners of the several
parcels so improved as nearly as can be ascertained.
5. These improvements shall also be known as project #767.
