HomeMy WebLinkAboutJun 4, 1981Official Proceedings Columbia Heights City Council Special Meeting June 4, 1981 The meeting was called to order by Mayor Nawrocki at 9:00 pm. Roll Call: Logacz, Heintz, Norberg, Hentges, Nawrocki--present Purpose of the Special Meeting: Discussion regarding the proposed Community Center Members of the Council received copies of a report prepared by the City's Finance Director regarding costs, revenues, and user fees for Columbia Junior High School if it were the site of the Community Center. The City Manager reviewed this report and the lease arrangement that would be effected if facilities at Columbia Junior were used by School District # 13 for some of its programs. The City Manager also briefed the Council on the anticipated mill rate in years 1981 through 1985 if the Community Center were at Columbia Junior; the High School site~ or if there were no Community Center at all. He discussed operating costs and capital improvements if Columbia Junior High School were to be chosen as the lo- cation for the Community Center. Motion by Norberg, second by Hentges to direct the City Manager to take all of the steps necessary, including preparation of a bond issue, to establish a Community Center at the Columbia Heights Senior High School and to draw up plans for re- vamping and renovation of John P. Murzyn Hall for better senior citizen facilities. Councilman Heintz requested an explanation of the intent of the motion. Councilman Norberg's hope was that this motion would satisfy the needs of the Recreation Department, needs of the people in the community, and the senior citizen activities, keeping in mind that the senior citizens expressed feelings against the selection of a site at the Senior High School. Councilman Heintz stated he will never support any construction at the Senior High School. Much discussion followed regarding the needs of the community; proposed plans of the subcommittee; and defining needs for space by proposed activites and plans. The Mayor observed that few subjects brought before the Council have generated such a quantity of resident comment and opinion. He feels the Council should act soon so as to be able to transfer their decision into ordinance form. His thought being that this matter will soon be the subject of petitions and a referendum. Councilman Hentges stated that he felt that Columbia had always been considered to be used as an interim facility for a year. This~ arrangement would accommodate all activities that need space until the construction of a new Community Center was complete as well as the revamping of Murzyn Hall.
