HomeMy WebLinkAboutAug 3, 1981Official Proceedings Columbia Heights City Council Special Meeting August 3, 1981 The meeting was called to order by Mayor Nawrocki at 8:14 pm. Roll Call: Logacz, Heintz, Norberg, Hentges, Nawrocki--present Purpose of the Meeting: Review N.D.H. Inc. contract and arbitration award as relates to 42½ Avenue and 44½ Avenue and alleyway located between Central Avenue and Van Buren, 49th to 50th Avenues. Fred Salsbury, Public Work§ Director, reviewed the breakdown and costs involved with the work done which was included in the arbitration award involving N.D.H. Inc.. The details of the award were discussed with the City Attorney, engineering staff and the Public Works Director. The Mayor felt the de~ision of the arbitrator was very unfair with regards to the concrete work and questioned the City Attorney why the City had no recourse with this decision. The City Attorney advised the Council there are no avenues for appeals of decisions of this nature. Detailed lists of problems on these two streets and the alleyway were reviewed by the Council and the staff. These lists were compiled from personal inspections by staff, telephone complaints and concerns and from those people who appeared at a special assessments public hearing in November 1980. The Mayor and some members of the Council had personally viewed these problem areas. Much discussion followed between Council and staff regarding specific problems with driveways, driveway aprons and cement work. How costs wer~ to be assessed and what criteria was to be used for determining work to be done was discussed by the Council. The Mayor polled the Council members for their individual opinions on these two items. It was the hope of the Mayor that some decision could be reached at this meeting on the assessments and what work would be done. Motion by Hentges, second by Heintz to recommend that the Engineering staff return to the Council with what they determine has to be done on 42½ Avenue and 44½ Avenue after setting the criteria for the basis on making these deci§ions regarding what needs to be done or replaced, these determinations to be returned to the Council as soon as possible~ Roll call: Logacz, Heintz, Norberg, Hentges--aye Nawrocki--nay Motion by !~ei~tz, second by Hentges to adjourn~ the meeting at 9:36 pm.
