HomeMy WebLinkAboutAug 25, 1981Official Proceedings Continued Regular Council Meeting Columbia Heights City Council August 25, 1981 ~The recessed meeting of August 24, 1981 was reconvened by the Mayor at 6:47 pm. 1. Roll Call: Logacz, Heintz,-Hentges, Nawrocki--present Norberg--absent b. New Business (cont) 1. Permission to Seek Bids on Tree Planting Program Motion by Hentges, second by Heintz to authorize the City Manager to seek bids for the City's fall tree planting program with the bid opening to be held on September 22nd at 2 PM. Roll call: All ayes 2. Payment to City of Minneapolis for Preliminary Engineering Work on 37th Avenue Motion by Hentges, second by Heintz to authorize the payment for preliminary engineering to the City of Minneapolis as follows: $25,990.70 from State Aids, $9,O09.30 from the combined sources of special assessments and the General Unallocated Fund balance. Roll call: All ayes Councilman Norberg joined the meeting at 7:06 pm. 3. Joint Law Enforcement Agreement-Anoka County Motion by Heintz, second by Norberg to authorize the Mayor and City Manager to execute thc Anoka Count~ Law Inforcement Joint Powers Agreement. Roll call: All ayes 8. Schools and Conferences Annual Assessor's Conference - Property Appraiser Motion by Heintz, second by Logacz to authorize the attendance of Larry Johansson at the Annual Assessor's Conference, September 22-25, 1981, in St. Cloud, Minnesota and that expenses of $180 be reimbursed. Motion to amend by Hentges, second by Norberg to also authorize the attendance of Mildred Carlson, the City Assessor to the Annual Assessor's Conference. Councilman Heintz felt two people from the same department should not be absent from their offices at the same time. Motion by Heintz to table this matter until the last Council meeting in September. Motion dies for lack of a second. Roll call on amendment:Logacz, Norberg, Nawrocki--aye Heintz, Hentges--nay Passes Roll call on amended motion: Logacz, Nawrocki--ay~ Heintz, Norberg, Hentges--nay Fails The City Manager suggested that a motion could be made to authorize the attendance of one person to attend this conference, and that the person not be named in the motion. He cited the benefits to be gained by attending these conferences and explored with the Council how the work load would be affected in the Assessor's Department if one or two persons were gone at the same time. Motion by Heintz, second by Logacz to authorize the attendance of Larry Johansson at the Annual Assessor's Conference, September 22-25, 1981, in St. Cloud, Minnesota, and that the expenses of $180 be reimbursed. Block Party request was received to hold a block party on Monroe Street between 43rd and 44th enues on Saturday, September 12th. Motion by Hentges, second Norberg to approve the request for a block party to be held on September 12th on Monroe Street between 43rd and 44th'Avenues pending approval by the Police Department. Roll call: All ayes Continued Council Meeting August 25, 1981 page 2 Change Order--Sullivan Lake Park Fred Salsbury, Public Works Director, explained the need for the change order which would result in a deduct ot $1,155. Motion by Heintz, second by Hentges to authorize Change Order # 1 on the Sullivan Lake Park Development with the net deduct of S1,155. Roll call: All ayes c. 42½ and 44½ Avenues The City Manager gave some points of clarification regarding the proposed assessment of 10% on these streets. The proposed assessment does not include the stub-outs. He wanted to clarify the total amount to be assessed. A flat rate is being charged on the stub-outs. Motion by Heintz, second by Hentges to concur with the City Manager that the assessment of 10% be based on S220,875.90. Roll call: Logacz, Heintz, Hentges, Nawrocki--aye Norberg-- nay d. Administration Fees on Bond Sales for the Downtown Development Councilman Hentges had some questions regarding the admininstration fees on the Downtown Development bond sales. The City Manager gave some of the figures on this matter but will get additional information from the Director of the HRA at the board meeting scheduled for August 27th. e. Recognition of Councilman Heintz's Service to the City Councilman Norberg felt it would be appropriate for the City Manager to explore ways in which the Council could show appreciation to Councilman Heintz for the time he has served on the City Council. ~l~o. Appointment to the Housing and Redevelopment Authority uncilman Heintz was reappointed to the Housing and Redevelopment Authority. g. American Cancer Society The Mayor had received a letter from the Anoka County unit of the American Cancer Society. Volunteers are being requested and any interested parties should contact the Mayor. 8. Reports a. City Manager's Report This report was presented in written form and the City Manager spoke to some specific items. They are as follows: 1. Joint budget meeting with the Park Board is scheduled for September 15th at 7:30 pm. It is anticipated that the astro city playground apparatus will be discussed at this me- eting. The Mayor and Public Works Director both spoke to the condition of this equipment at Keyes Park. 2. Monday, September 21st at 7:30 pm was selected as the date to meet with the School Board and Recreation Commission in the Council Chambers to discuss the budget and the community center. 3. Collective Bargaining Workshop The City Manager will be attending a two-day workshop in St. Cloud regarding collective bargaining. 4. Street Lights on 44½ Avenue Mr. Joe Kowal was advised by the City Manager of the costs with regard to the street lights -operty owners had requested for 44½ Avenue. 5. Regularly Scheduled Council Meeting Since the first meeting regularly scheduled for October would fall on a legal holiday, it will be scheduled for the following Tuesday, October 13th~ 5. Columbia Heights Comprehensive Plan The City Manager advised the Council that this point in time the City of Minneapolis and Continued Council Meeting August 25, 1981 page 3 District # 13 School Board have not commented on the City's Plan. ~6. Placement of signs (No Parking) for seal-coating; removal of diseased trees and refuse can covers in the City's parks. Disucssion was had regarding these three items. b. City Attorney's'Report The City Attorney advised the Council that the findings of fact and order regarding the house located a1~1513 37th Avenue be included in the Council minutes for the meeting of August lOth. Motion by Norberg, second by Heintz to reconsider the approval of the minutes for the meeting of August lOth approved earlier in the meeting. Roll call: All ayes Motion by Hentges, second by Norberg to amend the minutes of the meeting of August lOth as revised by the City Attorney. Roll call: All ayes The City Attorney gave some current information on the closings of buildings in the Down- town Development area. 9. Licenses Motion by Norberg, second by Logacz to grant the licenses as listed upon proper payment of fees. Roll call: All ayes lO. Bills Motion by Logacz, second by Heintz to pay the bills, as listed, out of the proper funds.
