Continued Council Meeting
Columbia Heights City Council
September 21, 1981
The meeting was called to order by Mayor Nawrocki at 9:ll pm. This meeting is a con-
tinuation of the recessed Council meeting of September 15, 1981.

New Business
Library Building: Proposals for Consulting Services
Library Roof
A proposal had be~i'~ received from Toltz, King, Duvall, Anderson & Associates (TKD&A)
regarding the replacement or repairing of the library roof. This matter had been dis-
cussed in the past and the City Manager briefly reviewed some of the items of concern.
The City Manager read some of the proposal detailing that TKDA felt should be done to
the roof. Councilman Heintz was of the opinion that monies should not be spent for
someone to tell the Council that the roof should be replaced. He felt this was rather
obvious.
Motion by Norberg, second by Logacz to authorize the Mayor and City Manager to enter
into an extension of the contract with Toltz, King, Duvall, Anderson and Associates
to prepare bids and specifications and other contract documents for the replacement/
repair of the Library Building roof at a cost of services not to exceed $3,000 as
submitted in the proposal dated September 10, 1981. Roll call: Logacz, Norberg, Hentges,

Library Building Modifications
The 'second proposal submitted by TKD&A is to undertake a feasibility study of pro-
posed library modifications and improvements. The City Manager gave the specifics
of this proposal. Much discussion followed regarding the areas of concern in the
Library, particularly meeting the City Fire Code.
Motion by Hentg~s, second by Logacz to table this item until the next regular me-
etin. Roll call: All ayes
Air Cond~itioni~, Ventilation, and Heating System of City Hall
Keith Masuda, Administrative Assistant, gave the information he received from Yale
Mechanicai and Service Contractors who reviewed the system presently functioning in
City Hall. They felt the system was underdesigned and suggested that six to eight
more zones of control be installed. Mr. Masuda also contacted a representative of the
firm who instalied the present system and discussed the present situation. That party
gave opinions of what could be done to improve on the problems. Many options of how
to balance the system were discussed-by the Council. It was felt by Councilman Nor-
berg that if the system were balanced first then what else would need doing would be
more clearly defined. The City Manager was directed to investigate the rebalancing
of the system and to pursue arbitrating with the installer of the system(Bob Dietrich)
a more acceptable solution to the present problems.
Councilman Heintz left the meeting at 10:30 pm.
Ordinance No'.980 being an ordinance amending Ordinance No.853, City Code of 1977,
Pertaining To Salaries
Motion by Hentges, second by Logacz to waive the reading of the ordinance there being
ample copies available to the public. Roll call: All ayes
It was noted that the last time there wss a salary increase for Mayor and Councilmen
was September 24, 1973. Councilman Norberg noted that he is not sympathetic with the
ordinance. The second reading of this ordinance is scheduled for September 28th.

ORDINANCE NO. 980
BEING AN ORDINANCE AMENDING ORDINANCE NO. 853, CITY CODE OF 1977, - PERTAINING TO SALARIES
The City Council Of the City of Columbia Heights does ordain:
Section 1. Section-2.102(1) of Ordinance No.853, City Code of 1977, passed on June 21,
1977, which reads as follows, to wit:
"Pursuant to the provisions of Minnesota Statutes 415.11, the salary
of each Councilman is hereby established at the rate of $350.00 per
month and the salary of Mayor is hereby established at the rate of
$600.00 per month.I' (originally passed September 24, 1973)
is herewith amended to read as follows, to wit:

Pursuant to the provisions of Minnesota Statutes 415.11, effective January 1, 982,
the salary of each Councilman is hereby fixed at $5,400.00 per year, payable at
the rate of $450.00 per month, and the salary of the Mayor is hereby fixed at
$9,000.00 per year, payable at the rate of $750.00 per month. As of January 1, 1983,
the salary of each Councilman shall be $6000.00 per year, payable at the rate of
$500.00 per month, and the salary of the Mayor shall be $10,200.00 per year, payable
at the rate of $850.00 per month.

Each Councilman and the Mayor shall have such option as is allowed by
State law to become members of and participate in the Public Employees
Retirement Association (PERA)~. Upon a Councilman or Mayor exercising
such option to-become a member, the City shall pay the employer's
share as required by law, and the Councilman or Mayor so electing mem-
bership shall have deducted from his salary the employee's share as is
provided by law. Upon becoming eligible to do so under State law, each
Councilman or the Mayor shall have the option to purchase such prior
service credit as is allowable by statute by paying the employee's
share as provided by State law. Upon such payment to purchase prior
service credit by a Councilman or Mayor, the City shall pay to the Asso-

ciation a matching amount as provided by State law.
Section 2: This Ordinance shall be in full force and effect from and after January 1, 1982.

~bbish Service Removal Contract
a previous meeting the City Manager had been authorized to negotiate with the current
rubbish hauler fo~ the City. He gave the specifics of those negotiations. The present
contract with MCS expires November 28, 1981.
Motion by Hentges, second by Norberg to authorize the Mayor and City Manager to enter into an
agreement to extend the present contract with MCS for refuse collection and removal in the
City of Columbia Heights for an additional year with an increase in the residential rate,
senior citizen rate and a 20% increase on the vat rate. Roll call: All ayes
Columbia Junior High School-- Feasibility Study
A joint meeting with the School Board to discuss this matter was scheduled for Saturday,
October 3rd at 9:00 am in the City Council Chambers.
Work Sessions for the Budget and Commission Interviews
Tuesday, September 22nd and Thursday, September 24th were the dates scheduled for the
budget work sessions and interviews for appointments to commissions and boards.
