The meeting was called to order by Mayor Nawrocki at 8:07 pm.
1. Roll Call: Logacz, Heintz, Norberg, Hentges, Nawrocki--present
2. Invocation The Invocation was offered by Councilman Norberg.
3. Minutes of Previous Meetings Motion by Heintz, second by Logacz to approve the minutes of
the October 5th Continued Budget Hearing & Council Meeting of September 29th; and the October
13th Regular Council Meeting, as presented in writing, and that the reading be dispensed with.
Roll call: All ayes
4. Oral Petitions There were no oral petitions.
5. Ordinances and Resolutions
a. Resolution 81-56 Canvassing Municipal Primary Election Returns
Motion by Heintz, second by Norberg to waive the reading of the resolution there being ample
copies available to the public. Roll call: All ayes
RESOLUTION #81-~
CANVASSING MUNICIPAL PRIMARY ELECTION RETURNS
WHEREAS, the City of Columbia Heights, did on the 13th day of
October, 1581 conduct and hold a Primary Municipal Election for
the purpose of nominating candidates for office of Council to be
voted on at a General Municipal Election November 3, '1581, and
WHEREAS, the City Council of the City of Columbia Helghts at a
meeting of said Council held on the 26th day of October, 1581 did
canvass the returns and results of said Primary Municlpal Election;
and
WHEREAS, the following results were determined by said canvass of
said Primary Municipal Election, to wit:

and John J. Rak are hereby declared to be the candidates for Council
at the General Municipal Election to be held November 3, )981.

advised it did.

BEING A RESOLUTION ESTABLISHING AMOUNT OF
CITY SHARE AND AMOUNT OF SPECIAL ASSESSMENT
ON PROdECTS TO BE LEVIED
WHEREAS, the City Council of the City of Columbia Heights by motion on
the 13th day of October, 198l, ordered a special assessment hearing to
levy the cost of improvements and
WHEREAS, the following projects will be specially assessed on November 24,
)98l, and a portion of the costs may be borne by the City,
NOW, THEREFORE, BE IT HEREBY RESOLVED, pursuant to Minnesota Statutes 429.061

c. Resolution 81-58 Establishing 1981 and 1982 Arcade License Fee
Motion by Heintz, second by Norberg to waive the reading of the resolution there being ample
copies available to the public. Roll call: All ayes
The City Attorney advised the Council as to how the $500 figure was arrived at. The Mayor
questioned if this amount would prove to be adequate considering how much policing this
type of operation would require and how much time is needed to do the background search.
Councilman Heintz felt that this figure should be pro-rated.
RESOLUTION 81-58
ESTABLISHING 1981 & 1982 ARCADE LICENSE FEE
WHEREAS, the City Council adopted Ordinance No. 963 on Septem-
ber 15, 1981 whereby it amended City Ordinance No. 853, City Code of
1977, pertaining to Arcades, and
WHEREAS, at the time of its adoption no license fee amount was
set, and
WHEREAS, the Ordinance No. 963 took effect on October 15, 1981,
NOW, THEREFORE, BE IT
RESOLVED, that the City Council of the City of Columbia Heights
hereby adopt the following fee for Arcade Licenses to be effective
upon its adoption.

d. Resolution 81-59 Being a Resolution Re-establishing Legislative Districts
Motion by Heintz, second by Logacz to waive the reading of the resoluti, on there being ample
copies available to the public. Roll call: All ayes
It was the consensus of the Council that they would prefer a district that would be suburban
in nature and include the whole school district.
RESOLUTION 81-59
RESOLUTION REGARDING THE ESTABLISHMENT OF REVISED
LEGISLATIVE DISTRICT BOUNDARIES
BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights
that the State Legislature be given notice of the City's preference to be
included in a legislative district which would combine the City of
Columbia Heights with other suburban communities, preferably one which
contains all of School District # 13.
BE IT FURTHER RESOLVED that its preferences be known that the City of
Columbia Heights not be split into more than one legislative district.

First Reading of Ordinance # 982, as Amended, Being an Ordinance Amending Ordinance
No.853, City Code of 1977, Pertaining to Cable Communications
Motion by Heintz, second by Logacz to waive the reading of the ordinance, as amended, there
being ample copies available to the public. Roll call: All ayes
This ordinance represents the final revision to previous draft ordinances which have been
reviewed by the Cable Communications Commission and the City Council. The chairman of the
Cable Communications Commission reviewed the recommendations of the City Attorney's office,
as stated in the memo from Bill Moore of the City Attorney's office dated October 23rd.
Another change spoken to by the City Attorney dealt with the time this ordinance will be
in full force and effect. On page 45 of the ordinance in section ll.ll8(3),second line,
the number thirty-two (32) should be changed to read thirty-one (31). These changes were
accepted as part of the reading. The City Attorney advised the Council that this ordinance
would require another first reading in that the aforementioned changes were of a substantive
nature. The second reading is to be on November 9th. To satisfy publication requirements
this ordinance will be available for observation in seventeen public places in the City of
Columbia Heights and in the City Clerk's office in the City Hall.
6. Communications
a. Letter from School Board Regarding Columbia Junior High and Community Center Proposal
A letter from the school board was received by the City Manager inquiring about a number of
items concerning the proposed community center. The City Manager was requesting the City
Council to direct him in answering the inquiries. Considerable discussion followed on two
~i~ems, demolition of Silver Lake School and space required for lease for programs of the
~Whool board. Councilmen Hentges and Logacz felt another joint meeting with the school board
would be advisable. Mayor Nawrocki felt a positive response to the letter's inquiries could
be made based on previous joint meetings.
Motion by Heintz to deny the requests for clarification. Motion dies for lack of a second.
Motion by Hentges, second by Logacz that the City Council and the School Board establish a
date for a joint meeting to discuss the pros and cons and what direction on the community
center should be taken.

b. Letter/Resolution received from the Recreation and Community Services Commission
The Commission had forwarded a letter to the Council expressing its concern with regard
to a Community Center. This was an informational item.
c. League of Minnesota Cities
Two Action Alert memos were received from the LMC. One memo spoke to General Revenue
Sharing Industrial Bonds and the other addressed State Small Cities Community Deve-
lopment Block Grants. These were informational items.
7. Old and New Business
a. Old Business
1. Purchase of Postage Machine
Motion by Heintz, second by Hentges to authorize the City Manager to purchase Model 5600
Pitney-Bowes in the amount of $2,651; and to enter into an annual maintenance agreement

2. Appeal of Mid-Block Lighting
James Ring, 3831 Polk St. is appealing his mid-block lighting assessment. He stated he

feels this light is a duplication and he does not benefit from it. He was advised that he
:ould contact his neighbors and have this light removed if a majority felt the same as he.
Motion by Hentges, second by Heintz to deny the appeal. Roll call: All ayes
3. Cargill Property Agreement
The Council received two agreements regarding the changes at Cargill's plant; one from
a~attorney representing Cargill and one from the City Attorney. These agreements dif-
fer in a significant number of items. Much discussion followed concerning tree planters
and blacktopping. The Cargill representative in attendance stated that he was not in a
position to make a firm commitment for £argill at this time. Councilman Heintz felt that
Cargill should have sent a representative who could have been prepared to negotiate an
agreement and had the authority to sign such an agreement.
Motion by Hentges, second by Heintz to defer further consideration of this matter until
Wednesday, October 28th when, if needed, a special meeting will be called for 7;00 pm~

4. Citizens Committee for Reviewing Proposed Changes in Liquor Licensing Practices
The Mayor haS appointed a committee of five to review the proposed changes in the liquor
licensing practices in the City of Columbia Heights. The chairman of this committee ~s
Malcoln~ Watson. ·

I. Performance Adjustments for Recreation Dept. Secretary and Assistant Recreation Director
Motion by Logacz, second by Hentges to concur with the recommendation of the Recreation and
Community Services Commission to grant approval of a 3% merit adjustment for Judy Guindon
and a 4~ merit adjustment for John Tiggas.
Roll call: Logacz, Nawrocki--aye Heintz, Hentges, Norberg--nay' Motion fails.
Motion by Hentges to grant approval of a 3% merit adjustment for Judy Guindon and a 2%
merit adjustment for John Tiggas. Motion dies for lack of a second.
