Continued Council Meeting
October 27, 1981
The meeting was called to order by Council President Heintz at 9:15 pm pursuant to the
official notice sent to the Mayor and Council members notifying them of same and indi-
cating the time and place. This meeting is the continuation of the regular council me-
ting of October 26, 1981
1. Roll Call: Norberg, Hentges, Heintz--present Logacz, Nawrocki--absent It was noted
that Mayor Nawrocki and Councilman Logacz were at another meeting.
2. New Business
a. Title Change: Assistant Director for Community Services
It was recommended by the Recreation & Community Services Commission that the position
of Community Education Coordinator undergo a title change to Assistant Director for
Community Education. This title change request generated much discussion and some of
the areas of council concern are: areas of responsibility subject to change, potential
for increase in salary for some one new to the position, and impact on possible ap-
plicants' expectations of the job responsibilities. Linda Hansen, Recreation Director,
reassured the council that this title change would have no impact on the job responsi-
bilities or its salary. She cited numerous examples of. how this change was only 'cosmetic'
She reiterated, as previously stated in her memo regarding this change, that the position
title will be a positive image change without changing any other aspect of the position
(i.e. salary range, position classification, etc.).
Councilman Logacz arrived at the council meeting at 9:50 pm.
Motion by Hentges to table this item for further information until the next regular council
meeting. Motion dies for lack of a second.
Motion by Logacz to accept the recommendation of the Recreation & Community Services Com-
mission to change the title. Motion dies for lack of a second.
Mayor Nawrocki joined the meeting at 9:56 pm. The Mayor addressed the questionable fashion
in which this meeting was called.and is attending under protest.
Motion by Norberg, second by Hentges to refer this matter back to the Recreation & Com-
munity Services Commission for a review of the entire structure of titles and job des-
criptions. Roll call: Heintz, Norberg, Hentges--aye Logacz, Nawrocki--nay Motion passes
b. 1981 Employee Christmas Party
Motion by Heintz, second by Logacz to authorize the expenditure of up to $900 to assist
in expenditures incurred for the 1981 Employee Party. Roll call: All ayes
c. Authorization to Seek Bids for Legal Publications--1982
Motion by Heintz, second by Hentges to authorize the City Manager to seek bids for pub-
lishing legal notices in area newspaper publications. Roll call: All ayes
d. Authorize the City Manager to Seek Bids for Materials and to Proceed with Repairs of
Retaining Wall at Jackson Pond
Various sections of the retaining wall at Jackson Pond need repairing or replacement. Most
of the work will be done by City crews this fall and winter. The total expense for mater-
ials and labor should be approximately $19,000.
Motion by Heintz, second by Hentges to authorize the City Manager to seek bids for materials;
and, to proceed with necessary repairs of the retaining wall at Jackson Pond. Roll call:

e. Final Payment on Concrete
Motion by Hentges, second by Norberg to authorize the final payment on Project 8116
to Area Cement Company in the amount of S4,130. Roll call: All ayes

f. Final Payment on Asphalt Paving
Motion by Hentges, second by Norberg to authorize the final payment on Projects 7900
and 8120 for asphalt paving to Plehal Blacktopping, Inc. in the amount of $2,641.50.
Roll call: All ayes
3. Conferences and Schools
Arbitration Conference
Motion by Norberg, second by Hentges to authorize the City Manager, Robert Bocwinski, to
attend Arbitration--Preparing and Presenting Your Case, on December 14-16, 1981, in St.
Paul; and furthermore, that registration fee of $255 be paid. Roll call: All ayes
4. 75th Anniversary Parade
Motion by Logacz, second by Hentges to authorize a parade to be conducted by the Col-
umbia Heights' Fire Department on September 18, 1982; and furthermore, that the parade
route be as follows: begin at 45th and Central, then south on Central to 40th; west on
40th to 5th; south on 5th to 39th to Huset Park. In addition, the Fire Department is to
coordinate its activities with the Police and Public Works Departments. Roll call: All
ayes
5. Establish Date for Public Hearing Regarding Hazardous and Substandard Building at
4342 Sixth Street.
Motion by Norberg, second by Logacz to establish the Public Hearing for 8 pm on November
9, 1981, in the City Council Chambers to determine whether the building located at 4342
6th Street is considered to be hazardous and/or substandard. Roll call: All ayes
6. Establish Date for Work Session
A work session was established for Monday, November 2, 1981 for the City Council.
7. Baseball Field Backstop
Motion by Hentges, second by Norberg that the Baseball Field Backstop at Huset Ball-
field # 1 be awarded to Midwest Fence and Mfg. Co. of So. St. Paul for an amount
of $3,575, based upon informal quotation. Roll call: All ayes
8. Sullivan Lake Change Order
Motion by Hentges, second by Norberg to authorize the City Manager to execute change
orders # 3 and # 4 (Sullivan Lake Park, Project 8028) with Minnesota Valley Land-
scape, Inc.. Roll call: All ayes
9. Other New Business
a. Reroofing of the Library Building
Bids were received October 26th for the reroofing of the library building.
Motion by Norberg, second by Hentges to authorize the awarding of the contract for the
reroofing of the library building to Central Roofing, based on low, competitive bids,
in the amount of $31,672, and the Mayor and City Manager be authorized to enter into
same; and, that $26,672 of the total monies to come from Unappropriated Revenue Shar-
ing Fund. Roll call: All ayes
b. Bids for Patrol Cars
Motion by ttentges, second by Norberg to authorize the City's participation with the State
of Minnesota for the purchase of police cars in conjunction with the Minnesota Highway
Patrol bid for same. Roll call: All ayes
c. Letter Regarding Insurance Committee Appointment
A letter was received requesting that Pete Hassel be appointed to the Insurance Committee~

The present commission is below the authorized number of members. This was an infor-
mational item.
d. Joint Meeting--School Board and City Council
The City Manager had attended the last school board meeting and reported on the items dis-
cussed regarding the proposed community center. Five dates were discussed for consideration
to meet with the school board. November 7th and November llth should be checked by the
City Manager with the school board.
10. Report of the City Manager
The City Manager advised the Council of a petition received regarding the repeal of an
ordinance that dealt with the recently-moved 17 unit apartment in the downtown development
area.
The City Manager also reviewed other items on his written report.
ll. Report of the City Attorney
The City Attorney updated the Council on the present state of affairs with the ventilating
system in City Hall and the company that installed it. He also advised the Council that the
Doschadis case is scheduled on the court calendar next week. He suggested that a further
delay on this matter should be expected in that the attorney for Ms. Doschadis was recently
suspended from the practice of law.
12. Licenses
Motion by Norberg, second by Hentges to approve the licenses, as listed, upon proper
payment of fees. Roll call: All ayes
13. Payment of Bills
Motion by Logacz, second by Norberg to pay the bills, as listed, out of the proper funds.
