Columbia Heights City Council
Public Improvement Hearing
November 16, 1981
The meeting was called to order by Mayor Nawrocki at 7:02 pm.
1. Roll Call: Logacz, Heintz, Hentges, Nawrocki--present Norberg--absent
2. Purpose of the Meeting: Special assessments regarding several projects dealing with
water main installation, curb and gutter, roadway improvements, sidewalk improvements,
alley way improvements, and mid-block lighting. Councilman Norberg joined the meeting
at 7:10 pm.
3. Presentation of Assessment Proiects by the City Manager
a. Construction improvements on the alley located between 49th Avenue to 50th Avenue
and Jefferson Street to Madison Street. This improvement was the result of a petition
received from the residents in this area. The Public Works Director explained the
problem that exists with this alley and the proposed improvements. Some of the resi-
dents felt strongly that the proposed improvements would not solve the problem. The
residents and the City Engineer gathered in another meeting room in City Hall to dis-
cuss possible solutions. Upon returning from the meeting it was felt there were still
some questions to be answered before this improvement was approved. It was decided that
the Public Works Director would meet with interested citizens in this area on Tuesday,
November 17th at 1:30 to pursue further solutions.
Motion by Norberg, second by Hentges to continue this hearing until December 28, 1981
at 8:00 pm. Roll call: All ayes
b. Construction improvements on Fifth Street from 40th Avenue to 44th Avenue
Two plans for this proposed improvement were presented by the City Manager. The signi-
ficant difference between the two was the inclusion of sidewalk and curb repair or re-
placement. Much discussion followed with the affected residents in the area regarding.
specifics of the proposed improvements. It was noted~by the Mayor that the traditional
interest of 8% may be higher if borrowing rates were found to be higher for the City.
It was also noted that if the bids for this project come in 10% higher than the esti-
mates the hearing would be reopened. The water main on this street was installed in
1896 and is badly in need of work. The project is scheduled to start in the summer of
1982.
Motion by Heintz, second by Norber~ to ~uth~ize the City Manager to proceed with the

c. Construction Improvements on Jackson Street from 40th Avenue to 41st Avenue
The City Manager gave the background on this project and the cost estimates. A lengthy
discussion folloWed between the Cour~cil and the peop!e who are affected by this assess-
ment project. Many methods for paying for this project were explored. The Pastor of
Immaculate Conception Church, Father Walter Sochacki~ stated that the ChurchWould def-
initely need more time to pay for this project than the usual number of years. He was
advised that the City Council determines the length of the pay back period and an
extension could be considered in light of the high numbers of this project. Pastor
Sochacki feels that the street is in desperate n~ed of repair. The Mayor requested that
the 15% administration costs for this project should be reviewed as they appear to be
much too high.
Motion by Heintz, second by Norber~ to authorize the City Manager to proceed with the

d. Installation of mid-block lighting on 44½ Avenue
The installation of these lights is at the request of residents in this neighborhood.
who presented a petition to the Council stating their desires. Their concern is one
of safety as the street is rather dark with just the existing lighting. The City Manager
gave the cost breakdown for each resident and stated that these lights will be installed
on existing poles. He presented many options and residents in attendance discussed their

preferences. It was noted that once this improvement is approved the lights should be
installed in about six to eight weeks.
Motion by Heintz, second by Norberg that the City Manager proceed with the project. Roll
call: All ayes
4. Consideration of Resolutions Authorizing Projects
a. Resolution 81-62 being a resolution ordering improvements--Fifth Street from 40th
Avenue to 44th Avenue; watermain and water services, curb and gutter, base and bitu-
minous surfacing and sidewalk repairs.
Motion by Heintz, second by Hentges to waive the reading of the resolution there being
ample copies available to the public. Roll call: All ayes

BEING A RESOLUTION ORDERING IMPROVEMENTS
BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights.
WHEREAS, the City Council of the City of Columbia Heights by Motion on
the 13th day of April, )981 ordered notice of a hearing to be given to
property owners, and
WHEREAS, pursuant to a notice of hearing certain residents appeared at a
Council Meeting on the 16th day of November, 1981, and
WHEREAS, the Council determines to proceed with this local improvement,
a portion of the cost being defrayed by special assessments under
Charter provisions.
NOW, THEREFORE, IT IS HEREBY RESOLVED:
1. That the location and extent of such improvements is as follows:
5th Street, 40th to 44th Avenue.
Watermain and water services, curb and gutter, base and
bituminous surfacing and sidewalk repairs.
2. That the.materials to be used are as follows:
Concrete, asphalt paving and base material, 8" ductile iron water-
main and 1" copper water services and various appurtenance, and
backfill and sod.
That a careful estimate of the cost of the improvements has been made
by the City Manager and the several lots and parcels of land fronting
upon and adjacent to such proposed improvements, which be deemed
benefited thereby, were properly notified of said hearings, and
4. That the City Manager shall also list the names and owners of the
several parcels so improved as nearly as can be ascertained.
5. These improvements shall also be known as Project No. 756.

concrete pipe and catch basin for storm sewer, backfill and sod,
and various appurtenance.
That a careful estimate of the cost of the improvements has been made
by the City Manager and the several lots and parcels of land fronting
upon and adjacent to such proposed improvements, which be deemed
benefited thereby, were properly notified of said hearings, and
4. That the City Manager shall also list the names and owners of the
several parcels so improved as nearly as can be ascertained.

a Council meeting on the 16th day of November, 1981, and
WHEREAS, the Council determines to proceed with this local improvement,
a portion of the cost being defrayed by special assessments under Charter
provisions.
NOW, THEREFORE, IT IS HEREBY RESOLVED:
1. That the location and extent of such improvements is as follows:
Street lighting on 44½ Avenue.
2. That the materials to be used are as follows:
N.S.P. poles, electrical illumlnairs, and miscellaneous materials.
3. That a careful estimate of the cost of the improvements has been made
by the City Manager and the several lots and parcels of land fronting
upon and adjacent to such proposed improvementS; wh'ich'be deemed benefited
thereby, were properly notified of said hearings, and
4. That the City Manager shall also list the names and owners of the several
parcels so improved as nearly as can ascertained.
5. These improvements shall also be known as Project No. 677.

5. Proclamations by the Mayor
Mayor Nawrocki advised that Friday, November 13, 1981 had been proclaimed Sebe Heintz
Day in the City of Columbia Heights.
In recognition of National Education Week ( November 15th through November 21st )
the Mayor proclaimed Thursday, November 19th as Teacher's Day in the City of Columbia
Heights.
