HomeMy WebLinkAboutJan 15, 1980OFFICIAL PROCEEDINGS RECESSED MEETING OF THE CITY COUNCIL CiTY OF COLUMBIA HEIGHTS, MINNESOTA JANUARY 15, 1980 The meeting was reconvened at 8:15 p.m. Roll Call: Norberg, Hentges, Nawrocki - Present Councilman Logacz was attending a Recreation Commission meeting. SEAL COATING POLICY The seal coating program would begin this summer and be an ongoing program. It is felt that this would be good preventive maintenance. Councilman Logacz joined the meeting at 8:20 p.m. Discussion followed on the proposed resolution. Mayor Nawrocki suggested that the City Manager continue the policy of coming to the Council with specific proposals and bids for an area at the time it is to be seal coated. Discussion continued on the proposed cost of the program. Councilman Logacz thought that the money should come from a general fund as suggested by the City Manager because the program would benefit all the citizens and not just the property owners who live on the particular street. RESOLUTION SEAL COATING POLICY BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights that the Seal Coating Policy shall consist of the following: It is the intent of the City of Columbia Heights to maintain an ongoing seal coating program. The purpose is to provide preventative maintenance to forestall the need to reconstruct or overlay streets as long as possible. It is further intended to seal coat each bituminous surface street every sixth year or as the need may dictate. The street system is to be reviewed by the Public Works Department each year and the year's program submitted to the City Council. It is further intended to assess the cost of the seal coating program to the benefitted properties, using the adopted City Assessment Program. Every street seal coated shall be assessed to benefitted properties, with the exception of state aid streets for which state aid funds would be used to cover costs in keeping with the past City policy. January 15, 1980 Page 2 Mayor Nawrocki suggested the City Manager find out when the seal coating was done last and which streets were done and come back to the Council with this information. RESOLUTION SUPPORTING STATE ASSISTANCE TO PHASE OUT LOCAL POLICE AND FULL TIME FIREFIGHTER RELIEF ASSOCIATIONS Mayor Nawrocki asked the impact of this resolution on Columbia Heights. The City Manager answered that if this bill is adopted by the State, the City would receive: state aid funds to help reduce its unfunded liability in the existing Relief Association. RESOLUTION SUPPORTING STATE ASSISTANCE TO PHASE OUT LOCAL POLICE AND FULL TIME FIREFIg, HTER RELIEF ASSOCIATIONS WHEREAS., the local police and fire relief associations as a mechanism for providing retirement and disability benefits to City employees have proved to be an inordinate burden upon the taxpayers of the cities in which they function, and WHEREAS, the PERA police and fire fund provides adequate benefits at reasonable cost and is approaching full funded status, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS, Minnesota: 1. The Council supports the position of the League of Minnesota Cities Board of Directors, adopted December 14, 1979, a copy of which is attached. 2. The Manager is directed to provide a copy of this resolution to the appropriate legislators, the governor, and to the League of Minnesota Cities. RESOLUTION REGARDING METRONET Hetronet is a library system to give public libraries access to private libraries such as the U of M. The resolution wit1 show community support for the planning phases of Metronet and there is no cost involved for the City. Notion by Norberg, seconded by Logacz, to waive the reading as sufficient copies were available for the public. Roll Call: All Ayes January 15, 1980 Page 3 RESOLUTION 80-4 ORGANIZATIONAL AGREEMENT FOR THE PLANNING PERIOD FOR METRONET WHEREAS, Minnesota Statutes, Section 134.351 reads "Multi-county, multi-type library systems: Subdivision 1. Establishment. The State Board of Education upon the advice of the advisory council to the Office of Public Libraries and Inter-library Cooperation, may approve the establishment of multi-county, multi- type library systems and the geographic boundaries of those system. Subd. Services. Each multi-county, multi-type library system is encouraged to develop services including, but not limited to the following: referral of users, intra- system reciprocal borrowing, cooperative collection development, cooperative reference services, staff development, research and development, cooperative storage facilities, publicity and community relations. Subd. 3. Agreement. In order for a multi-county, multi-type library system to qualify for a planning development or operating grant pursuant to sections 10 and 11 of this article, each participating library in the system shall adopt an organizational agreement prov ding the following: Sharing of resources among all participating libraries; Long-range planning for cooperative programs; The development of a delivery system for services and programs; The development of a bibliographic data base; and A communication system among all cooperating libraries. WHEREAS, it is the desire of this organization to improve and extend library services to its constituencies by assisting in planning for Metronet. THEREFORE BE IT RESOLVED that we, the undersigned, wish to participate in the planning for Metronet and agree to plan for: a) Sharing of resources among all participating libraries; b) Long-range planning for cooperative programs; c) The development of a delivery system for services and programs; d) The development of a bibliographic data base; and e) A communication system among all cooperating libraries. This agreement will remain in effect until the planning grant report is filed, and in no case beyond November 15, 1981. This agreement shall not be construed as authorization or acceptance by any participant for any expenditure not specifically stated herein, nor shall the term "participate" be understood as an acceptance of any financial obligation. Offered by: Norberg Seconded by: Logacz Roll Call: All Ayes January ]5, ]980 Page 4 RESOLUTION REGARDING LOCAL 49 CONTRACT This is a resolution to establish wages and working conditions for local 49 employees. The City Manager stated his concern with the number of holidays being proposed. Discussion was held or, various portions of the contract being proposed. Local items may be negotiated after the master contract is accepted. Motion by Logacz, seconded by' Hentges, to waive the reading as sufficient copies were availab]e for the public. Discussion continued on what the City was asking for in the negotiat ons, and what the MAMA bargaining group was asking. Roll Call: All Ayes RESOLUTION 80-5 SETTING WAGE TERMS AND WORKING CONDITIONS FOR MEMBERS OF THE PUBLIC WORKS DEPARTMENT FOR 1980 AND 1981 BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA HE GHTS, that WHEREAS, negotiations have proceeded between Local 49 Operating Engineers representing members of the Pub]lc Works Department, and the City Council's labor consultant and Management Bargaining Team and said negotiations have resulted in mutually acceptable contracts, NOW, THEREFORE, BE IT RESOLVED that the contract agreements as negotiated be and are hereby established as the wages, terms and working conditions for 1980 and 1981 for members of the Columbia Heights Public Works Department, upon signing by both the union, and Mayor and City Manager. BE IT FURTHER RESOLVED, that the City Manager be, and he is hereby, authorized to proceed with the instituting of the changes in accordance with the contract agreements effective January 1, 1980 upon receipt of said signed contract. Offered by: Logacz Seconded by: Hentges Roll Call: All Ayes TRAFFIC COMMISSION RECOMMENDATIONS Motion by Hentges, seconded by Logacz, to concur with the Traffic Commission recommendation of a ten minute parking zone on the south side of 40th Ave. from Jackson St. to the alley east of Jackson St. Motion by Norberg, seconded by Logacz, to amend to include approval of a sign For deaf child at 2020 Fairway Drive, two hour parking signs from Summit St. north to QOth Ave. on the east side of 5th St., a Handicapped parking sign in front of 5216 5th St., signs to distinguish the location where 49th Ave. meets Fairway Dr., and all way stop signs on a permanent basis at Tyler St. and 4~ Ave. JaNuary 15, 1980 Page 5 Roll Call on motion to amend: All Ayes Councilman Hentges explained the Traffic Commission's intention for signing on 49th and Fairway Drive. Roll Call on amended motion: AlT Ayes PAYMENT TO WHITE CONSTRUCTION This is not a final payment as additional corrective work remains to be completed. It is recommended that $500 be withheld until the work is finished. Motion by Norberg, seconded by Hentges, to authorize the payment to White Construction in the amount of $2,583 and $500 be withheld until such time as the corrective work is completed. Roll Call: All Ayes SALE OF SURPLUS EQUIPMENT Discussion was held on several of the items and whether or not they should be sold. Motion by Logacz, seconded by Norberg, to authorize the sale of the surplus vehicles, equipment and materials as listed in Fred Salsbury's memo dated December 24, 1979 with the exception of the following: #PD2, 1974 Dodge; #17, 1964 GMC boom truck; #337 Onan 200 amp portable gas driven welder; #29, 1968 Ford Bronco; aluminum boat; and parking meters. Roll Call: All Ayes 1979 BAD CHECK WRITE OFF LIQUOR Motion by Logacz, seconded by Norberg, to write off as uncollectable thirty-seven checks, totalling $891.O3, which were written to the Cityls municipal liquor operation in 1979. Councilman Norberg stated that he wasn't happy about this and he doesn't think that the City is doing what it should to stop bad checks. The City Manager read the City's check cashing policy. Roll Call: All Ayes REQUEST TO ATTEND 1980 MFOA CONFERENCE Motion by Hentges, seconded by Logacz, to authorize John Schedler's attendance at the 1980 MFOA Conference in Phoenix, Arizona from May 11 through 15 and payment of all expenses connected therewith. Roll Call: Logacz, Hentges, Nawrocki - Aye Norberg - Abstain January 15, 1980 Page 6 REQUEST TO PURCHASE RECREATION SUPPLIES Motion by Hentges, seconded by Logacz, to award the bid on program t-shirts to gopher Athletic Supply in the amount of $2,~36 based on low, informal quotation. Mayor Nawrocki asked to see the other bids which were received. Linda Hansen, Recreation Director, presented the backup material. The Mayor also asked why the local athletic shop wasn't asked to bid. Ms. Hansen asnwered that in the past this shop has not performed up to the bid specs. The Mayor stated he won't support the motion on the basis that he believes local taxpayers should be given an opportunity to bid on City contracts. Roll Call: Logacz, Norberg, Hentges - Aye Nawrocki - Nay Motion by Hentges, seconded by Logacz, to award the bid on participant patches and chevrons to A & B Sporting goods in the amount of $1,665.30 based on infor~aal quotation. Roll Call: Logacz, Norberg, Hentges - Aye Nawrocki - Nay RECOMMENDED MERIT ADJUSTHENTS Councilman Norberg asked for the supporting information for the proposed increase of the appraisor to the end of Step E. He added he doesn't be]ieve the City Manager has accepted the Council's direction in the matter of providing this material which has been requested several times. Motion by Norberg, seconded by Hentges, that in view of the fact that the requisite justification has not been presented by the City Manager that Steve Kuha's adjustment be suspended for the stated reason. Ro11 Call: Norberg, Hentges - Aye Logacz, Nawrocki - Nay Motion fails. The recommended salary adjustments for the City Appraisor, City Accountant, and Librarian will be handled administratively. ANIMAL CONTROL CONTRACT Motion by Logacz, seconded by Hentges, to authorize a one year extension of the contract with Blain Midway All Pets, Inc. for animal control in the City of Columbia Heights, with the roi]owing changes in rates: from S]O to S]3 per hour for ca]] outs, and from $2.50 to $3.~0 per day for boarding rate. Roll Call: Logacz, Hentges, Nawrocki - Aye Norberg - Nay Councilman Norberg stated he thought the City should go out ~or bids. January ]5, 1980 Page 7 REPORT OF THE CITY MANAGER Councilman Norberg asked what happened to the cost reduction which was supposed to be initiated. The City Manager answered that it is being discussed by himself and the department heads and 9oa]s are bein9 set. Councilman Norber9 stated that plans should also include methods for implementing the ideas. George Brown, City Engineer, was notified that beginning November 1, 1979 he would not continue to accrue any earned vacation and that as of November 1, 1979 he had earned 60.45 days, this included six days per year for three years of sick leave beyond the 120 maximum and not used. Mr. Brown stated he could not possible take the time off for various reasons and requested special consideration. Motion by Hentges, seconded by Norberg, to refer the matter to the City Manager for follow up and report back. Roll Call: All Ayes Motion by Logacz, seconded by Hentges, to reappoint Councilman Heintz as Council President. Roll Call: All Ayes Motion by Hentges, seconded by Logacz, to reappoint the following Council representatives to the Commissions and Boards: Heintz - Planning and Zoning and Cable TV; Hentges - Traffic Commission; Logacz - Recreation Commission; Norberg - Library Board, Human 9~rvices Commission, Energy Awareness Committee, and HUSH. Roll Call: Logacz, Hentges, Nawrocki - Aye Norberg - Abstain Discussion was held on how the 2 a.m. to 6 a.m. parking ban affected the recent snow removal. Motion by Logacz, seconded by Hentges, to authorize the attendance and expenses for councilmembers to attend the National League of Cities Conference in Washington D.C. Roll Call: Logacz, Hentges, Nawrocki Norberg Abstain Aye The Mayor asked for authorization to attend all Small Cities Advisory meetings as he was reappointed to this national committee for the coming year. Motion by Logacz, seconded by Hentges, to authorize attendance and expenses estimated at approximately $1,000 for Mayor Nawrocki to attend Small Cities Advisory Committee meetings. Roll Call: All Ayes January' ]5, ]980 Page 8 Notion by Hentges, seconded by Logacz, to change the public hearing for the second reading of ordinances 909 and 911 from January 28 to February ]l, the first regular meeting of the month. Roll Call: Logacz, Hentges, Nawrocki Norberg Nay Aye Councilman Norberg stated he believes the publ ic hearing should be held on a separate night from a regular Council meeting.
