HomeMy WebLinkAboutMar 31, 1980OFFICIAL PROCEEDINGS SPECIAL MEETING OF THE CITY COUNCIL CITY OF COLUMBIA HEIGHTS, MINNESOTA MARCh 31, 1950 The meeting was called to order at 7:30 p.m. Roll Call: Logacz, Keintz, Norberg, ~entges, Nawrocki -- present Motion by Heintz, Seconded by Norberg to appoint Ronald S. ,(alina as secretary pro-rem for this meeting. Roll Call: All Ayes PURPOSE OF MEETING The purpose of this meeting is to conduct a public hearing on the proposed seal coat project for 1380. FRESENTATION OF INFORMA'[IGN The information regarding the proposed seal coat project was made by City staff. DISCUSSION There was a question from one of the residents who was present concernin9 wi~y corner lots must pay more for chis project. City Hanager Bocwinski ex-I plained the assessment policy regarding corner lots. Mayor Nawrocki noted that this particular policy of assessing was adopted several years ago by the City, and has been used ever since. He went on to say that no policy is ever completely equitable, but that this is the policy which has consis- tently been used by the City. Mr. Ken Bonath of 50th and Madison Street stated 'chat he felt tt~at corner lots should not pay more than people who live in the middle of the street. Mr. Tennis of 50th and Honroe Street also stated that he felt corner lots should not be assessed more. Nay'or Na'wrocki aF, G Councilman l-ieintz res- ponded to these concerns. Mr. Bonath stated that he would not l~ave purchased a house on a corner lot if he had known that he would end up paying larger assessments 'for being located on a corner. Mayor Nawrocki stated that people in real estate claim that corner lots are worth more and are more desirable. Mayor Nawrocki noted the letter which had been received from Mr. Richard Ryan of 4956 Monroe Street, stating Nr. P, yan's cor, cerns regarding this assessment. Mayor Nawrocki asked that 'this letter be placed on f:ile. The resident at 4514 Monroe Street questione~ whether he would De assessed for this project. The City Nanager explained that he would be. March 31, 1980 page two Ms. Clara Furseth of 819 50th Avenue stated that she did not object to the project, but felt that the street would be messy for the following reason. The people on her block are having problems with mud, sand, and silt in the street; the residents feel that the problem is being caused by Patti Homes, the mobile home dealer located in this neighborhood. Mayor Nawrocki asked the City Manager to investigate this situation and report back to Ms. Furseth and the City Council regarding his findings. Motion by Norberg, Seconded by Heintz to approve the seal coat project. Roll [;all: All Ayes RESOLUTION 80-16 BEING A RESOLUTION ORDERING IMPROVEMENTS BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights: WHEREAS, the City Council of the City of Columbia Heights, by motion on the llth day of Febr~Jary, 1980, ordered notice of a hearing to be given to the property owners, and WHEREAS, pursuant to a notice of hearing, certain residents appeared at a Council meeting on the 31st day of March, 1980, and WHEREAS, the Council determines to proceed with this local improvement, a portion of the cost being defrayed by special assessments under Charter pro- visions. NOW, THEREFORE, IT IS HREBY RESOLVED: 1. That the location and extent of such improvements is as follows: SEAL COATING of the following streets and avenues: University Service Road, 45th Avenue to 53rd Avenue 4th Street~ 45th Avenue to 53rd Avenue 5th Street~ 45th Avenue to 53rd Avenue 6th Street~ 45th Avenue to 53rd Avenue 7th Street~ 45th Avenue to 53rd Avenue Washington Street, 45th Avenue to 47th Avenue and 48th Avenue to 53rd Avenue Madison Street, 45th Avenue to 47th Avenue and 48th Avenue to 53rd Avenue Monroe Street, 49th Avenue to 51st Avenue Jackson Street, 49th Avenue to 51st Avenue 52nd Avenue, University Avenue to 7th Street Sullivan Drive, 7th Street to Washington Street 50½ Avenue, Monroe Street to Jackson Street 50th Avenue, University Avenue to Central Avenue 49~ Avenue, Monroe Street to Jackson Street March 31, 1980 page three 48th Avenue, University Avenue to Washington Street 48th Avenue, Jefferson Street to Monroe Street 47½ Avenue, Jefferson Street to Monroe Street 47th Avenue, University Avenue to Monroe Street 46½ Avenue, Jefferson Street to Monroe Street 46th Avenue, University Avenue to Jefferson Street 45th Avenue, University Avenue to Monroe Street 2. That the materials to be used are as follows: Seal coat oil, asphalt, aggregate and possibly concrete for curb repair. That a careful estimate of the cost of the improvements has been made by the City Manager and the several lots and parcels of land fronting upon and adjacent to such proposed improvement, which he deemed bene- fitted thereby, were properly notified of said hearings, and 4. That the City Manager shall also list the names and owners of the sev- eral parcels so improved as nearly as can be ascertained. 5. These improvements shall also be known as Project No. 755. Passed this 31st day of March, 1980. Offered by: Hentges Seconded by: Logacz Roll Call: All Ayes A discussion was held regarding the possibility of requesting the City of Fridley to pay for the cost of seal coating the west half of the University Avenue service road from 45th Avenue to 53rd Avenue. Motion by Heintz, Seconded by Norberg to instruct the City Manager to write to the City of Fridley, requesting payment for the assessment due for seal coating the west half of University Avenue service road from 45th Avenue to 53rd Avenue. Roll Call: All Ayes Ms. Lee Foster wanted to know when the Sullivan Lake project would be com- pleted. Mayor Nawrocki explained that the City never did make a specific commitment to improve this park. He then reported on the status of the City's dredging at this location, and Midland Coop's commitments to develop the area.
