CONTINUED MEETING OF THE CITY COUNCIL
CITY OF COLUMBIA HEIGHTS, MINNESOTA
APRIL 29, 1980
The meeting was called to order at 8:00 p.m. by Council President
Heintz.
Roll Call: Log~cz, Heintz, Norberg, Hentges -- Present
Newrocki -- absent
It was noted that the purpose of this meeting was to finish the agenda
items not cevered at the April 28 regular meetin9.
1980 Public Works Department Capital Improvement Program (Engineering Dept.)
The proposed Public Works Department Capital Improvement Program (for the
Engineering Department only) as outlined in the Public Works Director's
memo of April 25 (a copy of which is made a part hereof) was discussed at
lerlgth.
Mayor Nawrocki jeined the meeting during the course of this discussion.
Motion by Logacz, Seconded by Norberg to adopt the projects as listed and
authorize staff to proceed with implementing the projects outlined in the
Public Works g. irector's memo of April 25 for purposes of pre!ir.~inary eh9i-
neerin9 and design. Roll Call: All Ayes
Amending Engineering Contract with the City of ~inneapolis regarding 37th
Avenue
In October of 1978, a pre]imizary engineering agree~ent was signed by the
City of Columbia Heights ane the City of Minne~po];s. to plan the construc-
tion of 37th Avenue N.E. between Central Avenue and Main Street. The City
of Minneapolis was to perform the engineering services, with the ccst of
these services to be shared on a 50/50 basis. The estimated cost to each
City was to be $!9,000. The City of Minneapolis recently notified george
Brown, Columbia Eeights City Engineer, that they now estimete the cost of
engineering services to be ~26,000 to each City.
In addition, the estimated cost of construction had been $500,000, also to
be shared on ~ 50/5~ basis. This estimate is now $650,OO0~
There was discussion on staff's recommendation to approve the amendment of
estimated preliminary engineering costs.
Motion by Norber9, Seconded by Hentges to table tt~is item for aclditior, al

Publication of Salaries and Employee Names
In the past, it has been the practice to publish a City employee's name
when salary adjustments are approved. The City Manager was recommending
that, in the future, the position title, department, and salary be pub-
lished; with no mention of the employee's name.

The City Attorney had noted that the Council would have to adopt a motion
to allow such a change in practice.
Motion by Hentges, Seconded by togacz that future publications dealing
with employee salaries indicate the approved salary, the position title
and the department.
Motion by Norberg, Seconded by Heintz to table this item. Roll Call:
Heintz, Norberg, Nawrocki -- aye Logacz, Hentges -- nay
Motion to table carries.
Discussion on Parking Ordinance
Mayor Nawrocki noted that he had received a letter from Mrs. Betty Soren-
son of 5124 Fourth Street protesting the overnight parking ordinance.
Copies were distributed to the Council for their information,
There was discussion on the number of people who are not in favor of this
ordinance, and the people who are inconvenienced by it. It was suggested
that the Council temporarily lift this ordinance, effective immediately,
but no decision was made on this item.
1980 League of Minnesota Cities Conference
Motion by Hentges, Seconded by Logacz that the Council and six staff mem-
bers be authorized to attend the League of Minnesota Cities Conference,
to be held in Duluth, June 10 through 13. Roll Call: Atl Ayes
Other Miscellaneous Business
Councilman Norberg challenged Mayor Nawrocki to a "Fat Man's Contest."
After an initial weigh-in, both men would diet until the final weigh-in
on July 4, at which time a winner would be declared. The Mayor accepted
Councilman Norberg's challenge.
Motion by Hentges, Seconded by Heintz to direct staff to apply for the
LAWCON grant currently available for purposes of developing Sullivan Lake
Park. Roll Call: All Ayes
Councilman Hentges noted several items that he felt shou]d be taken care
of; including the purchase of a clock for the Council Chambers, and the
distribution of Council Office keys to Counci] members. He a]so reminded
the City Manager about the Employee/Commission and Board Recognition
Program.

Councilman Norberg talked about the number of copies which are being
made on the City's Kodak copy machine. He felt that this number was
excessive and should be cut down.
There was a discussion on how the machine is used and why so many
copies are made. Mayor Nawrocki commented that there is much infor-
mation to be disseminated, and noted the fact that he reads all of
the information that is provided to him.
Councilman Norberg suggested that the City Manager look at ways of
cutting down on the number of copies that are made and report back
to the Council on this item.
Motion by Heintz, Seconded by Logacz to adjourn the meeting at ll:O0 p.m.
