SPECIAL MEETING OF THE CITY COUNCIL

BOARD OF REVIEW MEETING
The Meeting was called to order at 7:47 p.m. by Councilman Norberg.
Roll Call: Logacz, Hentges, Norberg -- present
Heintz, Nawrocki -- absent
Motion by Hentges, Seconded by Logacz to appoint Ronald S. Kalina as
Secretary Pro-tom for this meeting. Roll Cai1: All Ayes
STATEMENT OF PURPOSE OF MEETING
City Mepager Robert Bocwinski stated that the purpose of this meeting was
for property owners to question or protest the values on their properties.
INTRODUCTION OF STAFF
Present were: Mildred Carlson, City Assessor; Steve Kuha, Property App-
raiser; and Gordon Starkey of the County Assessor's Office.
Mayor Nawrocki and Councilman Heintz joined the meeting at this time.
PRESENTATION OF INFORMATION
General information on the purpose of the meeting and the Assessing Depart-
ment's process of valuing properties was given by Mr. Kuha.
QUESTIONS FROM AUDIENCE
Ronald Cadieux of 667 45th Avenue questioned the greater high end assessed
ratio. Mrs. Carlson responded that this is set by the Legislature. Mr.
Cadieu then stated that he felt his property was over-valued. Mayor Nawrocki
told Mr. Cadieu that the Assessing Department would make a note of this and
take a look at his property, if he will make an appointment.
Robert Herzog of 4440 Monroe Street had a question which was referred to Mr.
Kuha.
Mike Reichenberger of 1208 43rd Avenue questioned his valuation. Staff res-
ponded to his questions.
John Behun of 1129 43rd Avenue had questions about his property (plat 34416
parcel 2080) and the property owned by his daughter, Joyce Keith (plat 344]6
parcel 2166). He felt the values were too high. Mrs. Carlson explained that
inflation has made the value of land very high.

George Knoll of 1923 40th Avenue felt his value was too high. Mrs.
Carlson reiterated that the value of propert,~ is high, and since this
gentleman has a nice house, it is worth a lot of money.
Helen Gallus of 4025 Stinson Boulevard felt that her 108 foot Silver
Lake lakeshore lot is overvalued because she is next to a property which
is not kept up and has two houses on it.
John and Elaine Krysinski of 4072 Stinson Boulevard were present ques-
tioning how their value could go up 36.98% in one year.
Michael grigori, owner of 4150 Central, stated that his property should
be classified as a residential homestead. Mrs. Carlson said she would
go ow~r this with him after the meeting.
Mr. Turchiniak of 521 Mill Street felt that his property was overvalued
because of the smell and the nuisance of the property across the alley
from him.
Charles Hayoz of 1827 41st Avenue was concerned that his property value
had doubled in the last two years.
Mrs. Myron Getter of 4000 Sixth Street felt he~ property (the root beer
stand) was valued too high.
Mildred (Jensen) Hansen of 3733 Reservoir Boulevard questioned her prop-
erty value. The Assessinq Department will be taking a look at this
durinq the cominq week.
Casmir Hutera of 3904 Hayes Street had an arbitrary assessment because
the Assessing Department was unable to qain entrance. The Assessinq Depart-
ment will continue to contact him for an appointment to view the property.
Merlin Arney of 3911 Hayes Street felt the rear part of his property was
valued too highly. This is another property the Assessing Department
will be checking on.
Malcolm Watson was present representing Vernon Olson regarding 910 4Oth
Avenue. Mr. Watson was hired to appraise this property. His appraisal
was 534,500. Mr. Olson paid 530,000 for the property in January, and
felt that the value of $39,100 was too high. The Assessing Department
will be checking into this case.
Helen Kocur of 1213 42nd Avenue admitted that her property value was
correct, but felt that the percentage increase was too much for one year.
She then began to complain about Mrs. Carlson and the Assessing Department.
Mayor Nawrocki stated that his only possible criticism of Mrs. Carlson
would be that she is doing too good of a job.

Mrs. Carlson noted, for the record, that Mr. Carpenter of the Union Oil
Station at 5257 University Avenue had called to protest the value of
his building.
Mayor Nawrocki recessed this meeting at 11:15 p.m. to Monday, May 12,
1980 at 7:30 p.m. at which time all the properties which were to be
re-checked would be reported on.
