SPECIAL MEETING OF THE CITY COUNCIL
CITY OF COLUMBIA HEIGHTS, MN
MAY 19, 1980
The meeting was called to order at 7:30 p.m.
Roll Call: Logacz, Heintz, Hentges, Norberg, Nawrocki -- present.
Motion by Norberg, seconded by Heintz to appoint Roger Jensen as Secretary
pro-tem for this meeting. Roll Call: All Ayes.
PURPOSE OF MEETING
The purpose of this meeting was to conduct a Public Hearing to have the City Council
consider a Resolution that would authorize the Housing & Redevelopment Authority
to prepare and submit an application for Year III Community Development Block
Grant funds.
RESOLUTION 80-24
AUTHORIZING THE PREPARATION AND SUBMISSION OF AN APPLICATION FOR YEAR THREE
OF THE CITY'S THREE-YEAR SMALL CITIES COMMUNITY DEVELOPMENT BLOCK GRANT.
WHEREAS, the City of Columbia Heights was awarded a three-year Small Cities
Community Development Block Grant in 1978 which specified maximum dollar amounts
for each of the subsequent three years, and
WHEREAS, the Department of Housing & Urban Development requires that each
year public hearings be held to obtain citizen input into the selection of
that year's activities utilizing these funds, and
WHEREAS, two public hearings were held on May 19, 1980, in order to obtain
citizen input as to the selection of these activities.
NOW THEREFORE BE IT RESOLVED, by the City of Columbia Heights, MN that:
The application for Year III CDBG funds be prepared and submitted identifying
the following activities as those to be undertaken in the third year of
this grant:
A) Home Improvement Loans
B) Home Improvement Grants
C) Home Rehabilitation Rental Loans
D) Commercial Loans
E) Contingency & Administration
2) That the Housing & Redevelopment Authority be authorized to administer
these activities funded by this grant.

Norberg inquired as to the Rehabilitation Loans for rental property. Mr. Jensen
~stated this program has not been implemented. It is targetet towards providing
Home Improvement loans to people that own rental property in census tract
515.01 (our neighborhood strategy area). The Housing Authority would make
a loan to the owner of the rental property under the condition that they
agree to make their units available for a "yet to be determined" amount
of time to Section 8 persons. Mr. Jensen stated the terms of the loan have
not yet been identified.
Norberg inquired as to whether the units would have to remain available to
Section 8 persons only until the amount of the loan was paid or for a "yet
to be determined" number of years. Mr. Jensen stated it would be for a
"yet to be determined number of years".
