The meeting was called to order by the Mayor at ll:O0 P.M.
Roll Call: Logacz, Heintz, Hentges, Nawrocki--present
Norberg--absent
PURPOSE OF THE MEETING
Consideration of Grant Application for Energy Maxi-Audit.
The City Manager explained that a Mini-Audit had been completed
by a contractor whose recommendation was that four buildings be
submitted for funding in the Maxi-Audit to the state for approval.
The four buildings being recommended are Murzyn Hall, the Library,
the.City Hall and the Municipal Service Center. If the funding is
not sufficient for all four of these buildings the City has been
told it could advise the state which of these four buildings it
wishes to proceed further on.
The City is applying for a grant of $9740.00 which is the total
cost involved. Fifty percent of the grant comes from the state and
fifty percent comes from the federal government. No local funds
are involved. When the grant is approved the City Manager then
would come back to the Council for authorization to undertake an
energy maxi-audit.
Deadline for submitting the grant application is July 9, 1980.
Motion by Heintz, seconded by Hentges to authorize a grant application
to be submitted for an energy maxi-audit.

OTHER BUSINESS
The City Manager referred to previous discussions with the Mayor
and members of the Council as to establishing the salary range for
the Administrative Assistant position. He said there were no changes
in the job description and the duties would remain the same.
Motion by Heintz, seconded by Logacz to establish the starting salary
of the Administrative Assistant to the City Manager at $17,292.O0.

The Mayor explained that he had trouble with this position in that
the City Manager appeared to be trying to make a higher qualified
position out of it than the City Council had intended. He questioned
the wisdom of reducing the salary and leaving the requirements the
same and wondered if a person with all of these qualifications will
stay or merely use this experience in seeking other employment.
~MFORMATIONAL ITEM
The City Manager told the Council included in the materials they
received for this meeting was a memo from him about the mediation
session held on June 26, 1980 on contract negotiations between
Local 49 and the City Of Columbia Heights.
