SEPTEMBER 30, 1980
The meeting was called to order at 7:22 PM by Mayor Nawrocki.
Roll Call: Heintz, Norberg, Hentges, Nawrocki -- Present
Logacz -- Absent
NAMING OF SECRETARY
Motion by Hentges, seconded by Heintz to appoint Bonnie Jewett as secretary
pro-tem for this special meeting.
BUSINESS
l. Authorization to Repair Fire Pumper #3783
Motion by Hentges, seconded by Heintz to authorize the City Manager to
expend funds necessary for repair of the Fire Pumper #3783; with the
understanding that the City Manager will pursue the route of having the
work done under the warranty if possible, but recognizing the the Fire
Pumper #3783 needs repairing regardless of the funding. Roll Call:

Setting a Special Hearing to Establish Special Assessments
Motion by Heintz, seconded by Hentges to establish a Special Meeting of
the City Council on November 25, 7:30 PM, for purposes of considering
special assessments for public improvement projects. Roll Call: All
Ayes
The 42½ and 44½ improvements are completed. City staff questioned
whether these should be included on November 25. The )O% retainer
is presently being held by the City. The project was estimated at
$263,176; if NDH should get everything they are asking for at
arbitration, the amount would be about $355,600. It was asked whether
or not we were to include any extra awards that NDH might receive through
the arbitration process. It was indicated by the majority of the City
Council that it would not be inc)uded in the assessment, and that we
would assess no more than the original estimated portion of the cost.
The official policy direction of the City Counci) is to establish November
25, 1980, 7:30 PM, for purposes of also considering special assessments of
42½ and 44½ improvements.
3. Establishing Resolutions Regarding Tax Levies
Certification of Delinquent Utility Charges
The charges are delinquent from July 30, 1980, or before. All de-
linquent utility users have been sent a pink card reminder that
their bill was delinquent and were further notified by letter from
the City Clerk that all unpaid delinquent bills as of August 30,
would be certified to the County Auditor to be included on the 1981
tax statements.

This needs to be certified by the 10th, however, anyone paying their
charges before November 15 would then be deleted from the listing
to be added to the tax roles.
Motion by Heintz, seconded by Hentges to waive the reading of the
resolution there being ample copies available to the public. Roll

RESOLUTION 80-58
CERTIFICATION OF DELINQUENT UTILITY CHARGES
BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA
HEIGHTS, that
WHEREAS, a]l delinquent utility users have been sent a pink card
reminder that their bii] was delinquent, and
WHEREAS, all sa;d users were further notified by letter from the
City Clerk that all unpaid delinquent utility bills as of
August 30, 198~ would be certified to the County Auditor to be
included on the 19~1 tax statements.
BE IT HEREBY RESOLVED by the City Council of the City of Columbia
Heights, that the County Auditor be, and he is hereby directed, to levy
the delinquent utility charges on the properties in the City of Columbia
Heights as submTtted on the attached sheets, totaling $ 7,002.68
persuant to Minnesota State Statue 444.075 Subd. 3.
BE IT FURTHER RESOLVED that the foregoing amounts shall be included
in the individual real estate tax statements and identified thereon
as "Delinquent Utility Charges."
SAID LEVIES shall be enforced and collected in the manner provided for
the enforcement and collection of state and county taxes under and in
accordance with the provisions of the general laws of the State. All
assessments with penalites and interest as indicated thereon paid to
the County Treasurer shall belong to the City of Columbia Heights and
shall be turned over to the City Treasurer in the manner provided by
the City Charter and Ordinances.

resolution on the basis that ample copies were available to the
public. Roll Call: All Ayes
These delinquencies are for one year only. This resolution needs
to be certified by October 10; and again any monies paid before
November 15 would not be added to the tax roles.

RESOLUTION 80-59
CERTIFICATION OF DELINQUENT SPECIAL ASSESSMENTS
BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA
HEIGHTS, that
THE County Auditor be, and he is hereby directed, to levy the
delinquent special assessments on the properties In the City of
Columbia Heights as submitted on the attached sheets and flled In
the Assessment Book for 1980, totaling $66,080.19.
BE IT FURTHER RESOLVED that the foregoing amounts shall be Included
in the individual rea] estate tax statements for the current year
and identified thereon as "Special Assessments",
SAID LEVIES shall be enforced and collected In the manner provided
for the enforcement and collection of State and County taxes under
and in accordance with the provisions of the general laws of the
State. All assessments with penalties and interest as Indicated
thereon paid to the County Treasurer shall belong to the City of
Columbia Heights and shall be turned over to the City Treasurer In
the manner provided by the City Charter and Ordinances,
THE CITY OF COLUMBIA HEIGHTS shall accept payments on these levles
until November ]5, 1980, Upon receipt of said payments the County
will be notified to remove this levy from the tax rolls,

Motion by Heintz, seconded by Hentges to waive the reading of the
resolution on the basis that ample copies were available to the

RESOLUTION 80-60
CONFIRMING THE TAX LEVY BY THE HOUSING AND REDEVELOPMENT AUTHORITY
FOR 1981
BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA
HEIGHTS, that
WHEREAS, the Housing and Redevelopment Authority of Columbia Heights,
Minnesota has adopted a budget as shown on their attached resolution,
and
WHEREAS, said Authority has also resolved that a special tax to be
levied of $28,826 upon all taxable property, both real and personal,
in the City of Columbia Heights, and

WHEREAS, Section 462.545, Subdivision 6, of the Minnesota Statutes
requires approval by the governing body of the municipality in and
for which said Authority was created.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Columbia Heights approves and consents to the levy of $28,826 upon
all taxable property, both real and personal, in the City of Columbia
Heights, by said Authority, as special taxing district, for use for
the purpose of the redevelopment provisions of Section 462 711 of the
Minnesota Statutes. '

Motion by Heintz, seconded by Norberg to waive the reading of the
resolution there being ample copies available to the public.
Motion by Heintz, seconded by Nawrocki to approve this resolution
as presented.

This, of course, changed the back up material figures.
There was motion by Norberg to reduce expenditures by 4½~ across the
board. Mayor Nawrocki indicated that he would be interested in
seconding this motion, but that he was not sure that every line item
could be reduced by 4½%. Motion dies for lack of second.
Mayor Nawrocki stated that it should be understood by everyone that
the adopted budget does not necessarily lock in every expenditure
that is committed to in the budget and that the budget is always
subject to review and the individual expenditures, in particular, are
always subject to review, and individual expenditures as proposed are
always subject to review by the City Council
Councilman Norberg stated that he would be willing to consider a more
selective reduction in that amount in one or more line items and even
to consider the committment of the Council to direct the City Manager
by formal action to reduce proDes~~ :xDenditurec by 4½~ of the General
Fund. ~"

RESOLUTION 80-61
ADOPTING A BUDGET FOR THE YEAR 1981 AND LEVYING TAXES
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS as
follows:
Section A. The General Fund budget for the City of Columbia Heights
for the year 1981 is hereby approved and adopted with appropriations
for each of the departments as follows:

from all sources, including general ad valorem tax levies as hereinafter
set forth for the year 1981, the same being more fully detailed in the
City Manager's official copy of the 1981 budget, are hereby found and
determined to be as follows:

Section C. There is hereby levied upon all taxable property in the
City of Columbia Heights a direct ad valorem tax in the year 1980
payable in 1981 for the following purposes and in the following

Provision has been made in the Genera] Fund for payment of the City's
contributory share to Public Employees' Retirement Association.
