Councilman questioned whether any more a~tion had been taken
by Hilltop toward ,obtaining easements for the street
construction on Monroe, 45th to 46th. City Eng. stated that
a meeting is being set up for this purpose.

Councilman Norberg asked that something be done to blazing light
from shopping center in Hi']ltop.
Res. #75-16 authorizing a joint powers agreement with the City
of Hilltop for efficient utilization of C.E.T.A. funds was adopted.
Mr. Watson reported that.he has written a letter to the Hilltop Council
urging them to respond to his previous correspondance-relatlve
to their cooperation in the work to be done on Monroe, 45th to
46th, between the Cities.
Assistant City Engineer, reported on What the Hilltop'City CounCil
had decided in relation to the watermain and street construction
on Monroe St.,.45th to 46th Ave.,between Hilltop and Columbia Heights.
He stated that the Hilltop Council had agreed to the watermain
construction along the lines, but that the street construction
was still under consideration.
Motion to authorize the City Manager to advertise for"bids for the
watermain extension on Monroe Street, 45th to 46th, with a report
to the following regul~;r~meeting.of the City Council was adopted.

Motion by Hentges, Seconded by Logacz to authorize the City Mahager
to proceed with the curb, gutter, and street construction and water
maln.installatlon on Monroe Street from 45th-46th Streets. '~olI Call:

Resolution #76-35 authorizing agreement with Hilltop on
Monroe Street construction was adopted.
Mr. Watson noted that Hilltop was notified by Northern States
Power that a light should be erected in the Vi]lage of Hilltop
because the school light cannot be used to handle norma]
lighting needs on 49th Avenue. He further noted that Hilltop
would finance this light, but no formal action had as yet been
taken.

Councilman Norberg stated that he would like to express gratitude to
the City of Hilltop for agreeing to place a street light on
49th and Monroe.
Motion by Logacz, Seconded by Hentges to authorize the Mayor
and City Manager to re-negotiate a contract w~th Hilltop
for Police protection
Motion by Heintz, seconded by Logacz, to authorize the Mayor and City
Manager to enter into contract agreement for police services with
Hilltop.
The City Manager presented a blueprint which showed a proposed fence north
of 46th and Monroe Street. He stated it was his understanding that some
time ago the Council agreed to the plan for a fence along the boundary line
between Hilltop and Columbia Heights. Hilltop is now asking for some
action. The City Manager stated he would research the matter further.
Motion by Hentges, seconded by Logacz, to defer further consideration of
this matter pending its discussion by the Hilltop Council on the 50/50
cost sharing proposal. (street lighting)
Motion by Hentges, seconded by Logacz, to table the discussion until the
City can meet with Hilltop and can agree on cost sharing for the fence.
Mayor Nawrocki stated that the City of Hilltop is not interested in installin
a street light at 46th and Monroe and that the matter of the fence was
considered by them to be a private one.
Motion by Logacz, seconded by Norberg, to authorize the City Attorney to
draw up a joint powers agreement with the City of Hilltop including what he
considers necessary to present to the Council.
Motion by Hentges, seconded by Norberg, to concur and pay a 50/50 share with
the City of Hilltop for the cost of erecting a fence and street light on the
south side of the walkway running between 46½ and Monroe, monies to come from
the general una-located fund.
Motion by Hentges, seconded by Norberg, to authorize the City Manager to
expend monies for a fence to be located between Columbia Heights and HilltoP
on Monroe St., between 46th and 46½ and award the bid to Midwest Fence
Company ~n the amount of $995 based on low competitive bid.
Motion by Logacz, seconded by Hentges, that the City Manager be authorized to
increase the order for fencing with Midwest Fence Company (the company that
is providing the fence which was approved to be located between Hilltop and
Columb'ia Heights) based on prices as previously submitted, monies to come
from the revenue sharing fund.
