SPECIAL HEETING OF THE CITY COUNCIL
CITY OF COLUHBIA HEIGHTS, HINNESOTA
NAY 7, ]979
The meeting was called to order at 7:05 p.m.
Roll Call: Logacz, Heintz, Norberg, Nawrocki - Present:
Mayor Nawrocki noted that Councilman Hentges was representing the Council at a
Traffic Commission meeting.
INTRODUCTIONS
Mayor Nawrocki introduced Hillie Carlson, City Assessor, and Lou Johnson, County
Assessor who would be available to answer questions.
S'rATEMENT OF PURPOSE
The Mayor stated the purpose of the meeting is to answer questions and hear comments
that residents may want to make concerning the valuations against their property.
QIJESTIONS AND ANSWERS
Mr. Dick Stranik, owner of Midas Muffler at 44]5 Central Avenue, questioned the
estimated market value placed on his business. Millie Carlson presented to the
Council a list of other properties on the block with their values and stated she
thought Mr. Stranil¢'s property was valued fairly.
Mr. Hanley Wiig, 4323 Monroe St., didn't think his property was valued fairly and
wanted the assessor to take a personal look at the property. This hasn't been done
since 1972 because the assessor couldn't get into the home. An appointment was set
up with him for later this week.
Mr. Robert Herzog, 4440 Monroe St., stated he thought the estimated market value on
his home was ridiculous. A discrepancy was discovered between the assessor's book
and the computer readout Mr. Herzog had received. A noted change was made on the
owner's copy and a letter of correction will be sent to him from the county.
Mr. Charles Hayoz, 1827 41st Avenue, also questioned the value placed on his
property and the resulting increase in tax. Mrs. Carlson explained to Mr. Hayoz
that his property was not homesteaded for six months of the year and this resulted
in the difference in his total tax.
P.s. Evelyn Portlance,4337 5th $'t., stated her estimated market value had gone up
153¥ and she thought the limit was 10% The Mayor explained that the 10% limit was
on limited market value only and not on the estimated market value.
Pis. Mary Tkach, 4053 VanBuren St., asked why her estimated market value was raised
so much in 1979. The Mayor explained the law on estimated market value and limited
market value. Discussion was held on the circuit breaker provision of the property
tax law.

Ms. Helen Kocur, 1213 a2nd Avenue, asked that her questions be discussed in
private. She and the property a~praiser left to discuss her questions to possibly
return later in the meeting.
Hr. Hodynsky, a407 2} St., asked how the estimated market value of his property
was arrived at. Hrs. Carlson explained to him that of the 120 front feet of
property he owns, beside the property on which the house sits, there is another
lot that: is considered to be bui]dable and this adds to the market value.
Councilman Hentges joined the meeting at 8:L~o p.m.
Hayor Nawrocki explained to Mr. Hodynsky what would happen if the lot would be
judged not buildable and what the difference in the taxes could amount to. The
Assessing Department will check out whether the lot is buildable or not and report
back at the continued meeting.
RECESS at 8:45 p.m.
RECONVENE at ~:10 p.m.
Ms. Kocur returned and stated that there were two lots of the same size on her block
but they were valued differently and asked why. Mrs. Carlson explained that one lot
had another buildable lot alongside the house, the other did not, and this affected
the value of the property. Lengthy discuss[on fol]owed on the state law which
governs est[mated and limited market values.
The Mayor noted that there were some specific instances brought up on which the
assessor had to check and report back to thc: Council. Mrs. Carlson stated she will
do the required checking this week.
Hotion by Norberg, seconded by Heintz, that the meeting of the Board of Review be
continued until 7:30 p.m., Honday, May ]4.
Roll Call: All Ayes
The meeting was recessed at 10:00 p.m.
The following people signed in, but spoke with the appraiser, and did not speak at
