SPECIAL MEETING OF THE CITY COUNCIL
CITY OF COLUMBIA HEIGHTS, MINNESOTA
JUNE 25, ]979
The meeting was called to order at 7:10 p.m.
Roll Call: Logacz, Heintz, Norberg, Hentges, Nawrocki - Present
PURPOSE OF MEETING
Mayor Nawrocki stated that this was a special meeting of the City Council for
the purpose of conducting a public hearing on the consideration of an extension
of the alley north of 39th and east of Polk Street.
PRESENTATION OF INFORMATION
The City Manager gave a summary of the location of the proposed alley project,
various proposals for the alley, and the estimated costs of the alternatives.
DISCUSSION
Mr. Ballingrud, 3940 Johnson St., read a copy of the letter he had written to
the Council stating his objections to the alley going through to Johnson St.
A petition had been submitted with 27 signatures of neighbors against the
alley going all the way through to Johnson St.
Motion by Norberg, seconded by Hentges, that the petition be placed on file.
Roll Call: All Ayes
Motion by Hentges, seconded by Logacz, that the Council concur with the City
Manager's recommendation to construct a partial alley with storm sewer and
blacktop.
Councilman Heintz stated he will go along with the storm sewer but not with the
stub alley because there is no room for the street department to plow or turn
around. Don Jolly, Acting Public Works Director, stated that the street depart-
ment now has some equipment that will enable them to plow this type of alley.
The Mayor stated that the best solution would be for the alley to go all the way
through, but this is not a normal situation and it would cause some inconveniences
to the residents in the area and these circumstances should be weighed. He stated
he doesn't see that a stub alley would cause any major problems to residents and
he supports the motion.

The City Manager suggested that this project be let out for bids in the spring.
Mayor Nawrocki noted that the costs would be greater then and the hearing would
probably have to be reopened at that time.
Motion, by Norberg, seconded by Heintz, to amend to indicate that the work will be
done in 1979.

RESOLUTION 79-25
BEING A RESOLUTION ORDERING IMPROVEMENTS
BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights.
WHEREAS, the City Council of the City of Columbia Heights by motion on the 29th
day of May, 1979 ordered notice of a hearing to be given to property owners, and
WHEREAS, pursuant to a notice of hearing certain residents appeared at a Council
meeting on the 25th day of June, 1979, and
WHEREAS, the Council determines to proceed with this local improvement, a
portion of the cost being defrayed by special assessments under Charter provisions.
NOW, THEREFORE, IT IS HEREBY RESOLVED:
1. That the location and extent of such improvements is as follows:
Alley opening and bituminous surfacing from 3931 Polk through 3943 Polk and
3928 and 3930 Johnson, also storm drain from 3931 to 3947 on Polk and
3928 to 3940 on Johnson St.
2. That the materials to be used are as follows:
lO" P.V.C. storm pipe including appurtenances
12' bituminous surfacing and base
That a careful estimate of the cost of the improvements has been made by
the City Manager and the several lots and parcels of land fronting upon
and adjacent to such proposed improvements, which be deemed benefited
thereby, were properly notified of said hearings, and
That the City Manager shall also list the names and owners of the several
parcels so improved as nearly as can be ascertained.
5. These improveraents shall also be known as project No. 750.
6. Project be completed in 1979.
