SPECIAL MEETING OF THE CITY COUNCIL
CITY OF COLUMBIA HEIGHTS, MINNESOTA
JULY 9, 1979
The meeting was called to order at 7:40 p.m.
Roll Call: Logacz, tteintz, Norberg, Hentges, Hawrocki -- present.
Motion by Norberg, Seconded by Hentges to appoint Karen Kolb secretary
pro-tem for the meeting. Roll Call: All Ayes
Statement of Purpose of Meeting
Mayor Nawrocki noted that the purpose of this meeting was to conduct a
public hearing to consider amending the boundaries of the Downtown Rede-
velopment ~istrict.
Presentation of Information
Roger Jensen, Director of the Housing and Redevelopment Authority, began
by sta'cing that there were two tilings he would like the Council to consi--
der at this meeting. The first was to consider ame:~ding the boundar'~es
of the Downtown 2edevelopment District. A small piece of property which
is included in the 'legal description of LaBel'ie Park is required 'For the
proposed downtown redevelopment project. Mr. Jens-cn sta-~ed tha-c on .qay
22, the ,iRA Board una,qimously approved inclusion of t;~is property into
the redevelopment district. The Park Board (May 23) and Planning and
Zoning Commission (June 5) also approved the inclusion of the property.
He noted that the property is 13,819 square feet in size.
There was some discussion on ti~e recreation area tha'c was proposed to be
included in the downtown redevelopment project.
Motion by Heintz, Seconded by Logacz to waive the reading of the reso-

Plan and Redevelopment Project Ar~a 'For a Commercial Business District
Revitalization Frogram in Columbia iteig~,ts, MN, Entitl¢,t "gowntown
Revitaliza'cion Plan," Dated March 2, 1977
WHEREAS, on June 27, 1977, the Housing and Redevelopment Authority of
Columbia Heights, MN, a~op-ced a redevelopment plan and redeveloplnent
project area entitled 'Downtown CBD Revitalization Plan' ~ated March 2,
1977, which was reco~nmeF, c~e~ for ap'~roval by the Down'~o~n ~ev~_'l~pm£nt
Council on June 'IS, 1977, fouF, a consiste,~t wi'ch the la~ use an~ related
planning objectives of t'F,e City by the Planning and ZoF, ing Commission
June 28, 1977 and subsequently adopted as the City's official redevelop-
ment plan for the downtown Central Business District by the City Council
on August 3, 1977, and,
WHEREAS, pursuant to MN Statutes 462.411 the redevelopment district
outlined in the plan set forth the boundaries of the downtown project
area in which the financial tool of tax increment financing can be
utilized, and
WHEREAS, the Columbia Heights Development Consortium, herein known as
the developer, provided in a letter dated April 30, 1979 a redevelop--
merit project for the downtown area and their intention to proceed with
negotiations required to reach a total development agreement with the
City/HRA of Columbia Heights, ~N, and,
WHEREAS, the land required by the developer for this proposed project
as described in this letter included a section of Block 5, Lot 12,
Reservoir Hills Addition included in the legal description of LaBelle
Park, and,
WHEREAS, the Park Board of Columbia Heights, t1N, at a special meeting
held ,on May 23, 1979, moved that the portion of LaBelle Park required
for the downtown redevelopment project as indicated on the attached map,
be taken from park land and included on the redevelopment district, and,
WHEREAS, the Housing and Redevelopment Authority on May 22, 1979, by
Resolution 79-9, resolved that this property be included in the Deve.-
lopment District as presented in the "Downtown CBD Revitalization
Plan'~ dated March 2, 1977, contingent upon a determination by the
Planning and Zoning Commission of Columbia Heights, MN, that this amend-
ment 'is consistent with the comprehensive land use olan for the City
and that the plan modification be apDroved by the C~ty Council~ and,
WHEREAS, the Planning and Zoning Commission on June 5, 1979, found the
proposed amendment to the redevelopment district to be consistent with
the goals and objectives of the City's Comprehensive Land Use Plan and
made the recommendation to the City Council that this parcel of land be
included in the redevelopment district, and,
WHEREAS~ the City Council has considered all information and input
associated with this amendment and does find this action to be consis-
tent with the adopted revitalization plan for the downtown CBD and in the
best interest of the community.
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Columbia
Heights, Mil, that the redevelopment district map as presented in the
I'Downtown CBD Rev italization Plan" dated March 2, 1977 be amended to
include the property legally described as follows:
Reservoir Hills, Columbia Heights, Anoka County, Minnesota.
That part of Lot 12 lying north of the following line:
beginning at a point 135 feet south of the northeast corner
of Lot 12, thence southwesterly to a point on the west line
of Lot 12 being 238.5 feet south of the north line of Lot 12,
Block 5, Reservoir Hills.

The second item Mr. Jensen discussed with the Council was a request
for authorization to obtain the necessary initial appraisals of two
single family homes and a law office on 41st Avenue behind Home
Savings. There is a proposal to construct a 12,000 square foot office
building on this site as a part of the downtown project. He explained
that monies for these appraisals would come from the Development II
Savings Account. Mayor Nawrocki asked for an estimate of the cost of
these appraisals. It was noted that the total cost should not exceed
$750.
Motion by Heintz, Seconded by Hentges to authorize appraisals for the
properties described as the first three parcels north of Home Savings
on 41st Avenue, funds to come from the Development II Savings Account.
Roll Call: Logacz, Heintz, Hentges, Nawrocki -- aye. Norberg -- nay.
Councilman Norberg stated that he believes that appraisals are expenses,
not capital expenditures, and should not be paid from this fund.
Motion by Heintz, Seconded by Norberg to adjourn the meeting at 7:50 p.m.
