HomeMy WebLinkAboutJul 23, 1979 (2)OFFICIAL PROCEEDINGS REGULAR MEETING OF THE CITY COUNCIL CITY OF COLUMBIA HEIGHTS, MINNESOTA JULY 23, 1979 The meeting was called to order at 8:00 p.m. Roll Call: Heintz, Norberg, Hentges, Nawrocki - Present INVOCATION The invocation was given by Pastor Walter Wahl of First Lutheran Church. MINUTES OF PREVIOUS MEETINGS Motion by Hentges, seconded by Norberg, to approve the minutes of the regular meeting of July 9 as submitted in writing and reading be dispensed with. Roll Call: All Ayes ORAL PETITIONS Mr. John Kruse, 1038 44½ Ave., asked the Council to approve the 2nd annual 44½ Ave. block party scheduled for August 18. Motion by Hentges, seconded by Heintz, that the request be granted subject to review by the Police Chief. Roll Call: All Ayes Jim Miller, chairman of the 1969 Columbia Heights reunion committee, stated he had put a $50 deposit on the field house approximately eleven months ago and was not given any information at that time on the insurance requirement or its cost. Therefore, this cost was not included in the price of the tickets. The money is not available now and he is asking for a reduction in the rental fee or some adjustment in the insurance requirement. Discussion followed on the possibility of using the reunion committee members' homeowners policies for coverage: instead of purchasing the commercial policy. Motion by Norberg, seconded by Heintz, to refer this to the Park Board for handling. Mayor Nawrocki stated that it may be time for the City to find out if it could have its own insurance policy to cover these functions and added that the situation should be reviewed by the Park Board. Councilman Hentges suggested that the Insurance Commission also review the matter. Roll Call: All Ayes CABLE TV NEEDS ASSESSMENT REPORT The Mayor stated that he thinks the committee has done an outstanding job of reviewing the matter and handling the cable TV inquiry. July 23, 1979 Page 2 Ron Naegele, comnittee chairman, reviewed the needs assessment report and the commit:tee's reconmendation for cable TV. Hotiorl by Hentges, seconded by Heintz, to accept the needs assessment report and that the committee further be charged with developing a draft franchise ordinance. Roll Call: All Ayes PLANNING AND ZONING COMMISSION RECOMMENDATIONS: ]. Norm Dyer, 6500 Barrie Road, Edina P.U.D. - Preliminary Plan This item is the Denny's Wendy's proposal for the Columbia Court development. The lawyers for Denny's - Wendy's have asked that this be tabled until the next regular meeting. Hotion by Hentges, seconded by Norberg, to table this until the next regular meeting. Roll Call: All Ayes Mayor Nawrocki noted that he has asked the City Attorney to prepare an ordinance which would make the entire item of franchise food establishments tighter. Councilman Heintz suggested modifyin9 the P.U.D. ordinance by having the City Attorney come up with several ordinance proposals for the Council to consider. 2. Gerry Herringer, 1731 Innsbruck Parkway Request for Variance A1 Carlson, City Planner, presented a drawing of the proposed building to house a racquetball/retail facility on the south side of Pier I and pointed out where the variances would be required. The Planning and Zoning Commission is recommending granting the variances because of the unusual topography of the lot. Discussion followed on the green area around the facility. Hotion by Hentges, seconded by Norberg, to grant the variances as requested based on the recommendation of the Planning and Zoning Commission. Roll Call: All Ayes Brent Harry, a720 Upland Crest Request for Variance Motion by Hentges, seconded by Heintz, to concur with the Planning and Zoning Commission recommendation to grant the variance as requested based on the unusual topography of the lot. Korsunsky, 1220 Pierce Terrace Request for Special Purpose Fence Motion by Hentges, seconded by Heintz, to grant the request based on the recommendation of the Planning and Zoning Commission. Stephen Kolosky, 1601 39th Ave. Request for Special Purpose Fence Motion by Heintz, seconded by Hentges, that the request for a special purpose fence be granted based on the recommendation of the Planning and Zoning Commission. Roll Call: Heintz, Hentges, Nawrocki Aye Norberg - Abstain 6. Selma Ruiz, 1002 Gould Ave. Request for Special Purpose Fence Motion by Hentges, seconded by Norberg, to concur with the request for a special purpose fence based on the recommendation of the Planning and Zoning Commission. Roll Call: All Ayes Councilman Norberg complimented A1 Carlson on the work he has been doing for the Planning and Zoning Commission and the quality of their recommendations. LEVY LIMITS SE~IIIAR The Association of Metropolitan Municipalities will be conducting a seminar on levy limits. This was an informational item for the Council. PURCHASE OF SIGNS FOR LIQUOR STORES #2 AND #3 The City Manager reported on the bids received for the two signs and recommended DeMars Signs as the low bidder. Motion by Norberg, seconded by Heintz, to refer this matter to the Planning and Zoning Commission for approval. Discussion followed on the circumstances of the bidding process on this item and whether the signs conformed with the present sign ordinance requirements. The following substitute motion was made: Motion by Norberg, seconded by Heintz, to table considering the bids until the next regular meeting and refer the question to the Planning and Zoning Commission for their review and recommendation. Roll Call: Heintz, Norberg, Nawrocki - Aye Hentges - Nay LETTERS AND LIGHTING FOR THE LIBRARY Informal quotations were received from three companies for outside lettering and lighting. The City Manager recommended awarding to Sign Service, Inc. based on the fact that the Library Board has reviewed and recommended their proposal. Discussion followed on the different lighting effects resultinq from the various bids. July 23, 1979 Page 4 Motion by Norberg, seconded by Heintz, to have the Council find that the proposal from DeMars did not meet the specifications and requirements of the Library Board and award the bid to Sign Service in the amount of $1,378 and that the Mayor and City Manager be authorized to enter into contract for same. Roll (:all: Heintz, Norberg, Nawrocki - Aye Hentges - Nay RECESS at 9:50 p.m. RECONVENE at 10:05 p.m. Roger Jensen, HRA Director, stated HUD has shown some concern with the progress of the City's Community Development Block Grant program and advised that the City shou]d begin their program or return the grant money. The HRA recommends the purchase of the 17 unit apartment building in the downtown development project area at this time. Discussion fo]lowed on the project, the risk invo]ved with this recommendation, and the progress of the downtown development program. Motion by Heintz, seconded by Hentges, to concur with the HRA's decision to purchase the building as part of the Community Development Block Grant program. Roll Call: All Ayes Mr. Peter Kotzer, ~201 2nd St. N.E., stated he has water problems again and asked the City to do something about it. Discussion followed on the problem and its possible solutions. Councilman Norberg suggested this matter be turned over to the Engineering Department for consideration and recommendation to the Council. The City Manager stated he will be back to the next meeting with a report. OTHER OLD BUSINESS Councilman Hentges asked about the problems at 51Q Summit St. and what was being done. The City Manager answered that a notice was sent regarding the weeds, Anoka County Health Department was asked to make an inspection which hasn't been done as yet, and the PCA has sent a copy of the rules dealing with odors from the vegtative matter. Discussion followed on possible methods of handling the problem. The City Manager stated the parking and weeds violations will be followed up by City staff. Councilman Hentges asked if the weeds on 40th and 3rd St. had been cut. The City Manager answered that someone will be hired to cut them. 1980 GOALS BY PRIORITY RANI<lNG This was a summary of the 1980 goals by priority as composed by the Council at the July ]6 informal meeting. Hotion by Horberg, seconded by Hentges, that the City Manager be instructed to compile management plans to attain 1980 goals as stated by the City Council. Furthermore, that the 1980 9oa]s be considered when compiling the ]980 budgetary requests. Roll Call: All Ayes July 23, 1979 Page 5 SCHOOLS AND CONFERENCES: 1. Robert Bocwinski International City Managemen. t Assoc. Conference Motion by Hentges, seconded by Norberg, to authorize the attendance and expenses for the City Manager to attend the ICMA conference from October 21 25. Roll Call: All Ayes 2. Thomas Rejzer Annual Park Planning and Maintenance School Motion by Heintz, seconded by Hentges, to authorize the attendance and expenses for Tom Rejzer to attend the Annual Park Planning and Maintenance School from August 26 - 29. Councilman Norberg pointed out that this is not a school in his opinion but a conference and stated his opposition to it. Discussion followed on the program and the Mayor stated that he feels the topics are pertinent. Roll Call: Heintz, Hentges, Nawrocki - Aye Norberg - Nay 3. Larry Klink Police Community Relations Motion by Heintz, seconded by Hentges, to authorize the attendance and expenses for Officer Larry Klink to the Police Community Relations School August 20 - 24. Roll Call: All Ayes OTHER NEW BUSINESS Councilman Heintz stated he had a complaint from a resident that her garbage hadn't been picked up last week. She has called the City and nothing has been done. The City Manager answered that he would make note of it and take care of it right away. CITY MANAGER'S REPORT The City Manager pointed out that the eligible non-union employees will be voting on August 2 as to whether or not they will accept Local 49 to represent them. Councilman Norberg noted that there was a pile of dirt from the retaining wall construction at 45th and 7th that was causing a blind intersection and asked that the City Manager do something to get rid of it. CITY ATTORNEY'S REPORT City Attorney l~alina stated that he has had complaints about the use of the Voss parking lot. The court has given the owner several weeks to clean up the lot. July 23, 1979 Page 6 LICENSES Motion by Heintz, seconded by Norberg, that license applications as listed be granted upon payment of the propel- fees. Roll Call: All Ayes PAYMENT OF BILLS Motion by Heintz, seconded by Hentges, that bills as listed be paid out of their proper funds. Roll Call: All Ayes Mayor Nawrocki noted that the six month liquor operations report shows an income almost double from the previous six months. The City Manager stated that the personnel policy manual has been completed and is in the process of being typed. He asked whether the Council would meet next Honda'/ to consider the document. He recommends an informal meeting at 7:00 p.m. Honda,/, July 30 for the purpose of considering the manual with a special meeting called for approximately 9:OO p.m. to formally consider the plan.
