SPECIAL MEETING OF THE CITY COUNCIL
CITY OF COLUMBIA HEIGHTS, MINNESOTA
JULY 30, 1979
The meeting was called to order at 12:45 a.m.
Roll Call: Heintz, Norberg, Hentges, Nawrocki - Present
Motion by Norberg, seconded by Heintz, to appoint Tim Yantos secretary pro rem.
Roll Call: All Ayes
PURPOSE OF MEETING
Mayor Nawrocki stated that this was a special meeting called for the purpose of
considering the proposed personnel policy manual. This manual has been discussed
at lengthy work sessions by the Council.
PERSONNEL POLICY MANUAL
RESOLUTION 79-31
PERSONNEL POLICY MANUAL
BE IT HEREBY RESOLVED by the City' Council of the City of Columbia Heights,
WHEREAS, continuous work has proceeded for several months between the City Council,
City Manager, and Administrative Assistant for the purpose of completing the City's
Personnel Policy Manual and said work has resulted in a mutually acceptable
policy.
NOW, THEREFORE, BE IT RESOLVED that this Personnel Policy Manual, dated July, 1979,
is adopted and shall reflect all pertinent personnel policies for City employees.
Passed this 30th day of July, 1979.

LIQUOR STORE SIGN
Motion by Heintz, seconded by Norberg, to award the bid to DeMars Sign in the
amount of $2,912.16 for the sign at liquor store #3 based on low informal bids.
Discussion was held on the bidding process. Councilman Norberg suggested that
there is a laxity in the bidding process and deadlines for bids should be set at
three work days before the Council meeting to avoid the situation of bids coming
in on the day of the meeting and not allowing staff time for evaluation.
Mayor Nawrocki stated his hope that the staff would continue to make an effort
to secure competitive bids in the informal bidding process. The alternative
would be to go to formal bidding in all cases.
