SPECIAL MEETING OF THE CITY COUNCIL
CITY OF COLUMBIA HEIGHTS, MINNESOTA
SEPTEMBER 18, 1979
The meeting was called to order at ll:15 p.m.
Roll Call: Logacz, Heintz, Norberg, Hentges, Nawrocki - Present
Motion by Heintz, seconded by Hentges, to appoint Tim Yantos secretary pro rem.
Roll Call: All Ayes
TEMPORARY LOAN TO THE HRA
There is a S15,000 shortfall because the proposed redevelopment project has not
come to fruition in providing 'the revenues that were expected.
Motion by Heintz, seconded by Hentges, that the City grant the HRA $15,000 to be
appropriated from the unallocated balance of the general fund.
Councilman Norberg asked if the money would be paid back out of the proceeds of
the development. Councilman Heintz answered that the HRA might pay this back
depending on the outcome of the project. They cannot, however, take money from
one project and give it to another.
The City Manager suggested making a temporary loan to the HRA in the amount of
S15,000 from the general fund and that if the development goes through the loan
be paid back with general obligation bonds. Or if the Council wishes to forgive
the loan, another appropriation can be made in the amount of $15,000 from
revenue sharing to the general fund. Discussion followed on the options the
Council has in loaning the money.
Councilman Norberg asked what 'would happen if the HRA doesn't get the loan. Roger
Jensen, HRA Director, answered that they would be out of money on October 1.
Councilman Norberg asked if there weren't any assets they could borrow on. Mr.
Jensen summarized where monies had been spent this year for the proposed downtown
development. Mayor Nawrocki commented that he believes the downtown development
is a worthwhile goal and the efforts put forth are necessary to achieve this goal.
He believes this is a modest investment and it makes more sense to loan them the
money from general funds than to go to the bank for a loan and pay interest.
Motion by Norberg to table until an agreement can be reached with the consortium.
Motion dies for lack of a second.
The Mayor pointed out that an agreement with the developers will not be reached
unless some effort is put forth by the City.

Motion by Hentges, seconded by Norberg, to authorize the repair of the library
air conditioner to the next lowest responsible bidder, Jerry Barthel, in the
amount of $1,950.
Discussion followed on whether one of the City employees was involved with the
bidder. The City Manager stated that this was not the case.

PLANNING/PERMIT LICENSE SECRETARY
The City Manager stated he is recommending a range 12 for this position based on
the qualifications and requirements that have been set. It is not out of the
norm for equal positions within the City.
Hayor Nawrocki stated he takes exception with the practice of advertising a job
at a range above that being paid for the position at the present before the
Council approves the higher range. Mr. Yantos stated that according to the
personnel policy manual a position cannot be posted or advertised without setting
a range. The City Manager added that the problem is that CETA money runs out
September 30 and the position at this time is funded entirely From federal
monies. If the job wasn't advertised when it was, there would not be any
possibility of having someone ready to take over the job when CETA runs out.
The Mayor stated that he is not convinced that the higher range is necessary.
He also takes strong exception to advertising a position at a salary which has
not been approved by the Council. Lengthy discussion followed on what the
duties will be and what skills are required.
Mr. Yantos stated that he is trying to establish some consistency in the
secretarial positions throughout the City. Councilman Norberg suggested that
the Council should authorize the position at a range 12 and if it turns out that
the City Manager's suggested range was wrong, this can be dealt with later.
Motion by Norberg, seconded by Logacz, to authorize the position of Planning/
Permit License Secretary at a range 12.

Motion by Heintz, seconded by Hentges, to set the salary of the Planning/Permit
License Secretary at a range
Councilman Norberg stated that it seems that the City Manager will have to
readvertise the position and the motion should also include continuing the present
situation although the monies will not come from CETA. Discussion followed on
whether the job requirements should be changed to reflect the lower range.

Motion by Norberg, seconded by Logacz, to amend the motion to authorize the
City Manager to expend funds to continue the existing situation from when CETA
expires until the position is filled.

SETTING SALARY FOR SERGEANT
Mayor Nawrocki noted that civil service tests have been given to come up with a
candidate for the position of sergeant in the Police Department. Mr. Leonard
Olson is the person being recommended. It takes an official designation of the
Council to establish the sergeant's salary for Olson as an individual.
Motion by Heintz, seconded by Hentges, to establish Leonard Olson as step
sergeant at a salary of $1,860/month effective September 22.

42½ AND 44½ AVENUES
The Mayor asked the status of 42½ and 44½. The City Manager answered that the
contractor will be continuing work in all areas once the ground dries. The testing
company will do the required tests. If NDH disagrees with the testing company's
results, they will do the work as requested by the City and then file for arbi-
tration. If the testing indicates that only part of the work needs to be redone,
the City Manager will ask for partial payment to NDH for the completed work that
will remain. Some testing has already begun.
Mayor Nawrocki asked about the progress of the Prestemon Park shelter building
and if it would be finished on time to be used as a polling place in the upcoming
elections. The City Manager answered that it should be ready by then.
