SPECIAL MEETING OF THE CITY COUNCIL

SEPTEMBER 19, 1979
The meeting was called to order at 8:15 p.m.
Roll Call: Logacz, Heintz, Nawrocki - Present
There were three residents present.
PURPOSE OF MEETING
Mayor Nawrocki stated that the purpose of this meeting was to hold a public
hearing on the budget as proposed by the City Manager for the year 1980. The
Council has had several work .sessions to go through the budget with the City
Manager but has not taken any action on the budget or made any changes. They
will consider all comments made at this hearing and further work sessions will
be held to discuss these changes. Members of the City staff were present to
answer any questions which the public had.
PRESENTATION OF INFORMATION
The City Manager stated that the budget will be $6,672,680. The City will not
be exceeding the 1980 allowable tax levy. He briefly summarized the revenues
by fund, his recommendations for these funds, and the proposed expenditures by
fund.
Discussion followed on the police and fire pension funds, amount paid into
them by City and individuals, use of police and fire reserves, and what
services Anoka County provides for the police department.
The City Manager continued his presentation with his recommendation to add the
equivalent of two full time employees; 1/2 time secretary in the City Manager's
department, one full time patrolman in the police department, and 1/2 time
secretary in the fire department. He explained the monies being budgeted for
wage adjustments.
The efficiency of some department's workers was questioned by a resident and a
brief discussion was held on this subject.
Councilman Norberg joined the meeting at 9:00 p.m.
Discussion continued on the differences in the percentage of increase between
revenues and expenditures, seal coating on City streets, method of financing
the seal coating, and the money spent to date on the proposed downtown develop-
ment project. The water utility expenditures are expected to increase because
of an anticipated increase from the source of the water supply (Minneapolis).
The cost of having the Anoka County sheriff police the City instead of having a
full time police department, whether this was ever considered by the City, and
the cost of a full time policeman were discussed.
