RECESSED MEETING OF THE CITY COUNCIL
CITY OF COLUMBIA HEIGHTS, MINNESOTA
OCTOBER lO, 1979
The meeting was called to order at 9:00 p.m.
Roll Call: Logacz, Heintz, Norberg, Hentges, Nawrocki - Present
Mayor Nawrocki stated that this was a continuation of the regular meeting of
October 9.
OTHER OLD BUSINESS
Councilman Hentges stated that a resident called to ask about the assessment on
the project between Lincoln and Buchanan. The City Manager answered that the
assessment is $180 per plat. He didn't know whether the property in question was
exempted from the assessment or not but would find out and report to Councilman
Hentges.
Councilman Hentges questioned the patching work on 51st and stated some residents
are concerned why certain areas had been neglected. The City Manager will also
report back on this.
NEW BUSINESS:
1. Bids on Tree Planting
Motion by Heintz, seconded by Logacz, to authorize the Mayor and City Manager to
enter into contract with Noble Nursery for planting of trees on public and private
property in an amount of $13,446 based on low, competitive formal bid.
Discussion was held on whether the trees would be planted this year and whether
this project included the trees that were planted last year on Mill St. which died.
Motion by Hentges to table the matter until the next regular meeting.
Motion dies for lack of a second.

2. Bids on Sullivan Lake Park Water Main
The City Manager is recommending that all bids be rejected because they are too high.
Motion by Heintz, seconded by Hentges, to reject the bids on the Sullivan Lake Park
Water Main and to readvertise in early spring of 1980.
Roll Call: All Ayes
Discussion continued on why the City Manager is recommending use of the City water
supply instead of the lake supply for the sprinkler system.

3. Columbia Heights Inforraational Booklet
Motion by Logacz, seconded by Heintz, to authorize an expenditure of S5,O86.74
for printin9 the Columbia Heights informational booklet based on low responsible
bid of Graphic Center Printers.
Councilman Norberg stated that he doesn't feel this item should be approved as it
is over S5,OOO and formal bids were not taken.

4. Payrnent of Claims
Motion by Heintz, seconded by Hentges, to pay the claims to Mr. LeRoy Meyer in the
amount of $19 and Ms. Marcelle Christenson in the amount of S60.
Councilman Norberg suggested that a finding of fact be determined so as not to set
a precedent and added that he will not vote for this unless a formal finding is
determined ~vhich he agrees ~ith.
Motion by Nawrocki, seconded by Heintz, to table this matter until the next regular
meet ing.

5. Second December Council Meeting
RESOLUTION 79-~1
BEING A RESOLUTION RESCHEDULING THE SECOND
REGULAR COUNCIL MEETING IN THE HONTH OF DECEMBER, 1979
BE IT RESOLVED BY THE CITY COUNCIL of the City of Columbia Heights.
That the second regular Council meeting in the month of December, 1979, which
is now scheduled for December 24, 1979, be rescheduled for December 17, 1~79
at 8:00 p.m.
Passed this 10th day of October, 1979.

6. Personnel Items
Motion by Heintz, seconded by Hentges, that the City of Columbia Heights increase
the percentage of fee payment of Part Time Electrical Inspector to 854.

Motion by Heintz, seconded by Logacz, to concur with the School Board action
and set the salary of the Community Services Coordinator at $14,500, Range 18,
Step C.
Roll Call: All Ayes
Motion by Logacz, seconded by Heintz, to hire a Planning/License Permit Clerk at
$860/month, Range ll, middle Step C.
Councilman Norberg suggested that the Council look at this position again because
the job didn't attract many applicants. The person hired is qualified, however.

7. Appointment of Acting City Manager
The City Manager stated that he ~'ill be out of town from October 20 to 26 and
recommended that an appointment of an acting City Manager be made.
Motion by Heintz, seconded by Norberg, to appoint Stu Anderson, Police Chief, as
Acting City Manager.
Councilman Hentges stated that he believes that the Administrative Assistant should
be appointed to give him the opportunity to handle responsibility.

8. Joint Powers Agreement with Anoka County
Motion by Hentges, seconded by Heintz, to authorize the Mayor and City Manager to
enter a joint powers agreement with Anoka County for leasing a parking facility
for the County Court.
The City Manager stated what would be included in the agreement as the City's
responsibility and the County's responsibility. He showed four alternatives for
the parking lot site plan. Discussion followed on the alternative plans.

9. Inventory of Drainage Facilities
The City Manager reported that this agreement would be for engineering services for the
inventory of drainage facilities and utilities in regard to the downtown development.
Motion by Hentges, seconded by Norberg, to table this request for further information.
Discussion was held on the importance of having this work done as soon as possible.
Mayor Nawrocki questioned whether the City's Engineering Department couldn't do the
work, he also questioned the rate being charged and expressed his concern with the
selection process of the firm.

Councilman Norberg stated that this motion will have the effect of setting aside
the matter for this year and that maybe the matter isn't so urgent and can be
done owar the next few months by the City's Engineering Department.

10. Other New Business
Councilman Heintz stated he had a letter from the group HUSH, a group of citizens
concerned with noise pollution, inviting the City's membership.
Motion by Heintz, seconded by Logacz, to authorize the expenditure of $25 to join
HUSH and appoint Councilman Norberg as the City's representative.
Roll Call: All Ayes
Councilman Hentges stated that he received information from the County on the
CETA program stating that funds are available and listed several positions which
could be filled with CETA funds. The City Manager was directed to look into the
availability of funds.
The City Manager distributed copies of a memo on the costs to complete the
necessary corrective work on 4~ and ~2~ and entrance streets.
Councilman Heintz stated that he believes the contractor caused the problem
necessitating a time extension and that he won't go along with the requested
day extension but would approve a 10 day extension.
Discussion continued on the different parts of the project and whether the entire
contract should have the time extension.
Motion by Norberg, seconded by Heintz, that the proposed contract change order be
authorized with the exception that the completion date for all projects be
October 20 except for ~2~ and ~ which will be November 1.

CITY MANAGER'S REPORT
The City Manager briefly summarized his written report to the Council.
CITY ATI-ORNEY~S REPORT
The City Attorney reported on the class action suit attaching limited market values
within the County which was filed against the City. The City has won the first
round.
Motion by Heintz, seconded by Hentges, to adjourn at 11:!55 p.m.
