RECONVENED MEETING OF THE CITY COUNCIL
CITY OF COLUMBIA HEIGHTS, MINNESOTA
OCTOBER 23, 1979
The meeting was called to order at 7:45 p.m.
Roll Call: Logacz, Heintz, Norberg, Hentges, Nawrocki - Present
RESOLUTION SETTING LICENSE FEES FOR 1980
The recommended license fees are the same as last year's except for a proposed
increase in the on and off sale beer licenses. The staff time necessary to
investigate applicants is the reason for the proposed increase.
Councilman Heintz stated that if the rate is $200, the cost for a first time
applicant should be more because of the extra checking required by the Police
Department. Acting City Manager Anderson recommended that the initial application
for off sale or on sale beer licenses be $1OO over and above the $200 annua! fee.
He added he wili keep tabs on how much time is used to make these investigations.
Councilman Hentges stated he would like to know what other cities charge. Discussion
continued on whether ice cream trucks should be licensed by the City. The City
Attorney stated that they have not been because they claim they are governed by the
State and not the City. Councilman Norberg stated that he believes they should be
licensed by the City and if they show up without a license they should be tagged.
RESOLUTION 79-44
SETTING LICENSE FEES FOR 1980
BE IT HEREBY RESOLVED, by the City Council of the City of Columbia Heights that
the following list of license fees (as per attached) be set for t980. In addition,
there shall be a one time investigation fee of $1OO for each new applicant for an
on sale or off sale beer license.,

COMMUNICATIONS:
1. Additional Light on Alley
of 37th Ave. and Polk St.
The Acting City Manager recommended a public hearing to discuss the matter of
additional lighting on the alley of 37th and Polk to be held on Nov. 13 at 8:00 p.m.
Motion by Heintz, seconded by Hentges, to hold a public hearing at the next regular
meeting.

2. Metropolitan Waste Control
Commission Public Meeting Notice
The MWCC will be holding public meetings to provide background on the treatment
plant study. This was an informational item.
3. ~The Fully Developed Area -
A Profile of Trends~
The Metropolitan Council has provided a profile of trends in the older part of
the Twin City Metro area, the part the Metropolitan Council calls the "Fully
Developed Area". This was an informational item.
4. All Terrain Vehicle Committee Recommendation
The Mini Bike committee is asking for a letter of endorsement from the Council
approving the park site for a Mini Bike/Motor Bike area.
Councilman Logacz asked how the Council can support such a waste of energy in view
of the energy crises.
Councilman Hentges stated he believes it would be stupid to create this area for
the sole purpose of mini bikes and not include snowmobiles.
Mayor Nawrocki stated that he supports this because it will keep the bikes out of
the parks and other restricted areas.
Motion by Logacz, seconded by Norberg, to deny support of the project.

5. Letter from Northeast Securities Corp.
Northeast Securities Corp has submitted a letter stating their partner in the
downtown development project is not willing to proceed. They are stilt committed
to the .effort, however, and are in the process of assembling a new team for this
joing venture.
OLD BUSINESS:
1. NDH, Inc., Contract Payment
A progress report was included for the Council which contained a request for payment.
Motion by Hentges, seconded by Norberg, to pay NDH the S56,733.75 as requested.
Council~an Norberg asked the extent of the cost of the repair work on 42~ and 44~.
Tom Madigan, Assistant City Engineer, stated that it will amount to approximately
S30,000.

2. Claims Regarding Damage to Private Property
The City Manager is recommending that these claims be denied as they could set a
precedent.
Motion by Heintz, seconded by Norberg, to deny the payment of the two claims.

3. CETA Program
The department heads have put together a list of projects for which CETA employees
could be used. The City Manager is asking for endorsement from the Council to
prepare the necessary application papers.
Motion by Heintz, seconded by Hentges, to authorize the City Manager to submit an
application requesting funds from the CETA special projects program for projects
as outlined by staff.

4. Other Old Business
Councilman Heintz asked what was happening with 'the tree planting program. Acting
City Manager Anderson answered that he will check and get a memo to the Council.
Councilman Norberg stated he has made a report on a proposed Science and. Technology
Commission listing its roles, tasks, and composition.
Motion by Hentges, seconded by Logacz, to table the matter until the Nov. 13
meeting for additional study.

NEW BUSINESS:
1. Vacancies on the Recreation ,and Community
Services Commission and the Library Board
There is a vacancy on the Recreation and Community Services Commission and one on
the Library Board. Appointments should be made soon as requested by the Boards.
2. Canvass of Election Results
Motion by Heintz, seconded by Norberg, that a special Council meeting be set for
Thursday, Nov. 8 at 7:00 p.m. for the purpose of canvassing City election results.

3. Personnel Items
Motion by Hentges, seconded by Logacz, to hire Mark Yates as the full time Park
Maintenance Worker in concurrence with the City Manager's recommendation, salary to
be in accordance with the union negotiated contract.

Motion by Hentges, seconded by Logacz, to increase Linda Hansen's salary as
Recreation and Community Services Director, to $1,790/month effective October
1979 subject to the agreement between the School Board and the Council.

Setting Public Hearing Date for Sanitary Sewer Line Extensions
Motion by Heintz, seconded by Logacz, to set a public hearing for the proposed
sanitary sewer line extension on Reservoir Blvd. between L~Oth Ave. and Lllst Ave.
for Nov. 13 at 7:013 p.m.

Motion by Heintz, seconded by Hentges, to set a public hearing for the proposed
sanitary sewer line extension at ~Sth Ave. and Main St. (Commers Soft Water Co.)
for Nov.. 13 at 7:30 p.m.

Setting Public Hearing Date for Assessment Hearing
Notion by Heintz, seconded by Hentges, to set the hearing for 8:00 p.m., Monday,
December 3 to consider proposed assessments for completed projects.

6. Other New Business
Councilman Hentges brought up the parking lot next to City Halt and questioned
the reduction of six parking spaces which the City Manager authorized. He added
that when the snow piles up the City will lose an additional six spaces. Discussion
continued on the width of the curb cuts, the required width of the buffer between
the lot and adjoining properties, and the necessity of the reduction. The buffer
will be 11' and fully landscaoed.
Motion by Heintz, seconded by Hentges, to authorize up to S8~O for the employee
Christmas party.
