SPECIAL MEETING OF THE CITY COUNCIL
CITY OF COLUMBIA HEIGHTS, MINNESOTA
NOVEMBER 13, 1979
The meeting was called to orter at 7:09 p.m. by Council President Heintz.
Roll Call: Logacz, Heintz, Norberg - Present
Motion by Norberg, seconded by Logacz, to appoint City Attorney Kalina as
secretary pro-rem.
Roll Call: All Ayes
PURPOSE OF MEETING
Council President Heintz stated that the purpose of the meeting was to hold a
public hearing to discuss three proposed projects.
PRESENTATION OF INFORMATION
1. Proposed Sewer Extension on Reservoir Boulevard
The City Manager presented the proposed project and alternatives.
Mayor Nawrocki joined the meeting at 7:20 p.m.
Terry O'Brien, 3810 Main St., wanted to know why 8I' PCV pipe cost more on one
proposal than another. Tom Madigan, Assistant City Engineer, replied that it was
a mistake.
Ms. Fedorka, 4044 Reservoir Blvd., stated she can't afford it, she owns lots
75 and 76.
Jim Wilke, 4064 Reservoir Blvd., stated that lot 77 was already assessed for sewer
and won't pay again.
Terry O'Brien asked if lot 77 has a higher tax base because of the misunderstanding
that it was served by sewer. Millie Carlson, City Assessor, replied she didn't
know and would have to look at the record to find out. City Manager stated there
was no easement on lot 78 for a sewer line.
Mr. Wilke continued to demand the sewer without paying. The Mayor asked Mr. Wilke
if he wants the project knowing that he has to pay for it. Mr. Wilke kept
arguing that he feels the City should pay for it, but wants the pipe to go to
lot 77 and let chips fall where they may on the assessment of the project.
Motion by Heintz, seconded by Logacz, to authorize alternate plan #1 for the project.

The City Manager noted the PCV pipe error will add $300 to the cost of the project.

george Brown, City Engineer, stated that the City will need to make a new application
to the PCA. Councilman Heintz stated that the City should get the necessary
easemen'ts. The klayor suggested that the Council get minutes and records of the
meeting at which the original project was approved and the meeting where assessment
of lot 77 was made to determine the intent of Council at that time and that both
the Wilkes and Council be appraised.
2. Proposed Sanitary Sewer Extension on 38th Ave.
Mayor Nawrocki stated that this extension will serve two properties and they will
be paying 100~ of the cost. This will enable Commers Soft Water Company to do
away with the septic tanks they are now using.
Some neighbors haws expressed concern that this will bring more industry to the
area producing a negative impact on Southwest Park. The City Attorney stated that
once a park has been dedicated, the State Executive Board is the only authority
that cain remove it from the park system. Discussion followed on what constitutes
dedicating land as park property.
Motion by Norberg, seconded by Logacz, to authorize the City Manager to proceed
with the project.

3. Additional Lighting in Alley
The City Manager presented slides indicating the proposal being made for additional
lighting in the alley located east of Polk Street, north of 37th Avenue, south of
39th Awanue. The basis for the proposal is the City's past practice for street
lighting. Three additional lights are being proposed. The alternative provides a
light for the three residents petitioning additional lighting. He listed the
differences in the cost to the residents for the two alternatives and the
differences in the wattages of the sodium and the mercury lights. The Mayor
questioned the method of assessing the lights as recommended by the City Manager.
Mayor Nawrocki took this opportunity to introduce Fred Salsbury, the new Public
Works Director.
Robert Flies, 3855 Polk St., stated that the present security light is costing him
over $5 per month and the proposed cost will be even more. Mr. Salsbury explained
that, in fact, it would be less because the cost would be shared by all the
residents on the block.
Motion !by Heintz, seconded by Norberg, to authorize the City Manager to proceed
with the project (three lights).

The City Manager noted that it is the desire of the owner of parcel 76 to be
omitted from the sewer extension project on Reservoir Boulevard. The Mayor
suggested not taking up the resolutions on these projects at this time so the
change in the language of this resolution can be made.
Motion by Norberg, seconded by Heintz, to adjourn the special meeting at 8:30 p.m.
