HomeMy WebLinkAboutNov 26, 1979OFFICIAL PROCEEDINGS REGULAR MEETING OF THE CITY COUNCIL CITY OF COLUMBIA HEIGHTS, MINNESOTA NOVEMBER 26, 1979 The meeting was called to order at 8:15 p.m. by Council President Heintz. Roll Call: Heintz, Norberg, Hentges - Present It was noted that Mayor Nawrocki and Councilman Logacz were attending the National League of Cities Conference. Motion by Hentges, seconded by Norberg, to appoint Ron Kalina as secretary pro-tem. Roll Call: All Ayes I~IVOCATION The invocation was given by Reverend Otte of St. Matthew Lutheran Church. ORDINANCE CREATING SCIENCE AND TECHNOLOGY COMMITTEE Motion by Hentges, seconded by Norberg, to table this matter until the next regular meeting. Roll Call: All Ayes MTC LETTER REGARDING SHELTERS A letter was received from the MTC requesting site recommendations for their 1980 passenger waiting shelter program. Councilman Hentges suggested 965 40th Ave. at the senior citizen high rise. The shelter at 44th and Central has been removed per a request from Chief Anderson. The shelter was damaged recently in an accident. Councilman Heintz suggested that the MTC should fix the old shelters before they build new ones. OLD BUSINESS: 1. Additional Lighting at Liquor Store #3 Motion by Hentges, seconded by Norberg, to authorize the City Manager to expend monies from the liquor fund for the purchase and installation of lighting fixtures at liquor store #3 by Bacon Electric at a cost of $1,O50 based on low informal quotations and authorize the Mayor and City Manager to enter into contract for same. Motion by Hentges, seConded by Norberg, to table till the next regular Council meeting to get more specific information as to the specs and to find out where John Schedler, Finance Director, got the information on the needed number and power of lights. Councilman Norberg stated his concern about the glare from the lexan also. Roll Call: All Ayes November 26, 1979 Page 2 2. Appointments to Library Board and Recreation Commission Motion by Hentges, seconded by Norberg, to table this until the full Council is present. Roll Call: All Ayes 3. Ins'tallation of Drainage Culvert The City Manager recommended the installation of the culvert on Stinson Boulevard south of 45th Ave. as a temporary measure and a permanent solution to prevent icin9 on Stinson Boulevard. This would require the cooperation of the City of St. Anthony and the Salvation Army Camp. Council President Heintz asked about erosion. Public Works Director Salsbury answered that the C'ity can't use the current swail because of additional cost so some rock or riprap will have to be installed to create an alternate drainage location. Motion by Hentges, seconded by Norberg, to do the project and to expend an amount not to exceed $327 to install the drainage culvert on Stinson Boulevard south of 45th Ave. as part of the City's normal sewer maintenance program. Roll Ca'Il: All Ayes Proposal on Sewer Line Extension on Reservoir Blvd. Councilman Norberg stated that the party to be assessed should be asked which bid they prefer including the 1980 McKelson Plumbing bid. Motion by Norberg, seconded by Hentges, to table on this basis. Roll Call: All Ayes NEW BUSINESS: 1. 1979 Audit Councilman Heintz suggested that the City get other proposals than the one from Deloitte, Haskins 8 Sells which the City Manager is recommending. Motion by Hentges, seconded by Norberg, to obtain alternative proposals. Roll Call: All Ayes 2. Request for Bids on Custodial Contract Motion by Hentges, seconded by Norberg, to authorize the City Manager to call for bids on the custodial contract, said bids to be opened at 11:00 a.m. on December l~, 1~7~1 with a report to the following Council meeting. Request to Purchase Two Way Radio Motion by Hentges, seconded by Norberg, to authorize the City Manager to spend up to $400 in Revenue Sharing monies to purchase a two way mobile transceiver to be used in the Public Works Director's vehicle. Roll Call: All Ayes 4. Other New Business Councilman Norberg suggested renaming Moon Street. The City Manager stated there was a request for $1OO for decorations for Wargo Court. Motion by Norberg, seconded by Hentges, to remit $100 to the Chamber of Commerce for street decorations from the liquor fund. Roll Call: All Ayes MINUTES OF PREVIOUS MEETINGS Motion by Norberg, seconded by Hentges, to approve the minutes of the November 13 regular meeting, with a correction to page 12, and that reading be dispensed with. Roll Call: All Ayes CITY MANAGER'S REPORT Councilman Norberg expressed appreciation for financial summary reports as being useful. The City Manager referred to item four of Old Business and stated that all bids would have to be at frost prices if the City waited for two more weeks. Council President Heintz called a five minute recess so that the City Manager could call the affected resident. RECESS at 9:40 p.m. RECONVENE at 9:45 p.m. The City Manager reported that Mrs. Wilke does not want to pay for either bid. The matter remains on the table. LICENSES Motion by Hentges, seconded by Norberg, to grant licenses as listed upon payment of proper fees except for Mavrick McBrowno Roll Call: All Ayes November 26, 1979 Page 4 PAYMENT OF BILLS Motion by Hentges, seconded by Norberg, that bills as listed be paid out of the proper Funds.
