SPECIAL MEETING OF THE CITY COUNCIL
CITY OF COLUMBIA HEIGHTS, HINNESOTA
DECEMBER 27, 1979
The meeting was called to order at 7:45 p.m.
Roll Call: Heintz, Norberg, Hentges, Nawrocki - Present
PURPOSE OF MEETING
Mayor Nawrocki stated that the purpose of the meeting was as stated on the agenda.
QUEEN ACTIVITIES
The Council received a request for money to be used in the Miss Columbia Heights
program.
Motion by Heintz, seconded by Nentges, that $135 be authorized as an expenditure
for the Miss Columbia Heights program.
Councilman Norberg asked that it be clarified that this amount is out of already
budgeted funds and is not in addition to the budget.

RESOLUTION ESTABLISHING SALARY AND FRINGE BENEFIT ADJUSTMENTS
Mayor Nawrocki stated that there are two items to be considered: (1) cost of
living adjustment for certain City employees, and (2) the recommendation of the
City Manager for range changes.
The Mayor asked the Council whether they would prefer to hold an informal meeting
on the range adjustments and cost of living increase or whether they should remain
in session.
Motion by Norberg, seconded by Hentges, to recess into a work session.
Roll Call: All Ayes
RECESS at 7:55 p.m.
RECONVENE at 10:50 p.m.
The Mayor stated that the Council has had considerable input from the City Manager,
the labor relations representative Cy Smythe, as well as considerable discussion
among members of the Council on w]rious aspects of the City Manager's pay plan plus
various plans of the Council's.
Councilman Norberg stated that he wants to do away with the range numbers and the
proposed resolution doesn't do that. He is simply interested in giving an 8% across-
the-board increase at this time and $80/month for insurance.

Discussion followed on the employees who would be excluded From a salary adjustment
because this increase would put them over the top step of their range.
Councilman Norberg suggested striking the final paragraph of the resolution.
RESOLUTION 79-59
REGARDING SALARIES FOR 1950 MANAGEMENT,
SUPERVISORY, AND CONFIDENTIAL EMPLOYEES
excluding Police Sergeants and other employees
covered by a collective bargaining agreement
BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS, that:
WHEREAS, it is necessary to make salary adiustments as of January ], 1~80, to give
recognition to cost increases in our area,
NO\V, THEREFORE, BE IT RESOLVED, that an increase of 8 percent be established
effective January 1, 1~80, on the monthly salaries of all full time management,
supervisory, and confidential employees, excluding Police Sergeants and other
employees covered by a collective bargaining agreement. Also, said personnel
shall be granted up to S80 per month including dependent coverage for hospitalization
and $5,000 term life insurance. The across-the-board increase also applies to the
range and step chart used for performance evaluations.

Motion by Heintz, seconded by Norberg, to direct the City Manager to revise the
employees' performance pay plan in accordance with the discussion at the work
session.

Mayor Nawrocki stated that the information relative to Mr. Albro's request for funds
for the Beltrami Health Center was sent to the Council and added that this would be
discussed at the next regular meeting.
Motion by Heintz, seconded by Norberg, to adjourn at 11:15 p.m.
