SPECIAL MEETING OF THE CITY COUNCIL
CITY OF COLUMBIA HEIGHTS, MINNESOTA
APRIL 17, 1978
The meeting was called to order at 7:03 p.m.
Roll Call: Logacz, Heintz, Norberg, Hentges - present
It was noted that Mayor Nawrocki was out of town.
PURPOSE OF MEETING
Council President Heintz stated that this special meeting was called as the
first of two public hearings to be held to discuss community needs as they
relate to the Community Development Block Grant, Small Cities Program.
He also stated that there would be an informal meeting after the public
hearing to discuss a new sign code.
PRESENTATION
Dean Otterson, City Planner/HRA Director, explained the program objectives, the
application process, funding levels and deadlines.
Lee Ballard, HRA staff, outlined the directions the City could go (single purpose
or comprehensive program), explained the difference, and stated why the City
should submit a comprehensive pre-application.
Sandy Mariucci, HRA staff, explained the basic eligible, fundable activities,
design criteria, Metropolitan and HUD review criteria of the Small Cities
Program.
Council President Heintz emphasized that this money can be used for the downtown
redevelopment.
Discussion continued on the criteria pertaining to low and moderate income
housing, and which criteria would receive the most points. Dean Otterson
explained which of the criteria Columbia Heights would benefit most from using
in its pre-application.
Residents who were present suggested some needs of the community which could
be met by use of these funds.
Councilman Logacz commented that there are two agencies that deal with the
problems of community development, the HRA and the Downtown Development Council,
and he thinks that they are qualified and should develop the program themselves.
Motion by Logacz, seconded by Hentges, to authorize the HRA staff to prepare a
list of recommended activities to be discussed at the public hearing on April 25.
