SPECIAL MEETING OF THE CITY COUNCIL
CITY OF COLUMBIA HEIGHTS, MINNESOTA
APRIL 25, 1978
The meeting was called to order at 7:18 p.m.
Roll Call: Logacz, Heintz, Norberg, Hentges, Nawrocki - present
PURPOSE OF MEETING
The Mayor noted that this was a special meeting of the Council called for the
purpose of conducting a public hearing on the proposals for consideration and
application for Community Development Block Grant funds. This is the second
public hearing held on the subject. The first hearing was held to obtain ideas
of community needs. Those ideas have now been put together by staff into
proposals which will be presented at this time.
PRESENTATION
Dean Otterson, City Planner/HRA Director, gave a brief outline of the provisions
of the CDBG program. He presented the list of community needs as formed at the
public hearing on April 17.
Lee Ballard, HRA staff, outlined the proposed activities and showed a map of
the proposed area to be included in the comprehensive grant application. He
explained the six community needs most affected by the proposed activities and
then related the community needs and the HUD criteria which will be met with
these activities. Only four criteria must be met in the application.
Discussion followed on some of the activities and criteria to be used, the
extent of the City's commitment to these specific activities, the amount and
types of housing to be developed.
Mr. Otterson read the following resolution:
RESOLUTION 78-13
AUTHORIZING THE PREPARATION AND SUBMISSION OF A PRE-APPLICATION FOR
FEDERAL DOMESTIC ASSISTANCE PURSUANT TO THE SMALL CITIES GRANT PROGRAM
WHEREAS, the Housing and Community Development Act of 1977, provides a
limited amount of federal domestic assistance to local units of government for
eligible activities that meet the needs of low and moderate income persons,
and,
WHEREAS, The City of Columbia Heights, MN has reviewed the needs of the
Community as they relate to provisions of said Act, specifically, the
Small Cities Grant Program, and,
WHEREAS, the City Council after obtaining the citizen input through two public
hearings held on April 17, 1978 and April 25, 1978, finds that the activities
presented address a substantial portion of the community needs within a
specific area of the community, in particular, the preservation and maintenance
of the existing housing stock of the community, and the revitalization of our
community's commercial business district, and,

WHEREAS, proposed activities have been presented and approved at a
Special Meeting of the Housing and Redevelopment Authority Board of Commissioners
on April ]8, 1978, and,
WHEREAS, the Downtown Development Council at their regular meeting on April 19,
1978, had reviewed and recommended a list of proposed activities to the City
Council.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Columbia Heights,
MN, that:
The Mayor and City Manager be authorized to sign and transmit copies of a
pre-application for Small Cities Grant funds to the Metropolitan Council,
the State Planning Agency and the Department of Housing and Urban
Development for their review and consideration of the activities for which
Federal assistance is requested.
The Housing and Redevelopment Authority of Columbia Heights, MN, be and
are hereby authorized to administer the Small Cities Grant Program on
behalf of the City of Columbia Heights, periodically reporting to the
City Council on the status of said grant.
BE IT FURTHER RESOLVED, by the City Council that the authorization to submit
a pre-application contained herein is subject to review of the final pre-
application by the Mayor and City Manager before submission to the named
agencies.

Co~mcilman Norberg stated that he wasn't too enthused on the issue of rehabil-
itation loans to ~bsentee owners of rental property. He stated he will probably
vote for the resolution but would like to emphasize that this bothers him.
Councilman Hentges stated that he is also concerned about this.
