HomeMy WebLinkAboutMay 22, 1978OFFICIAL PROCEEDINGS SPECIAL MEETING OF THE CITY COUNCIL CITY OF COLUMBIA HEIGHTS, MINNESOTA MAY 22, 1978 The meeting was called to order at 7:06 p.m. Roll Call: Logacz, Heintz, Norberg - present It was noted that Councilman Hentges would join the meeting later. It was also noted that Mayor Nawrocki was out of town. PURPOSE OF MEETING Council President Heintz stated that this was a special meeting of the City Council for the purpose of a public hearing on the sidewalk replacement program. All affected residents were informed that the meeting would be taking place and were invited to attend. PRESENTATION OF INFORMATION City Manager Bocwinski introduced George Brown, City Engineer, and Bob Owens, Engineering Aide, who presented the information on the program to the residents. A slide presentation on hazardous sidewalks was given. Councilman Hentges joined the meeting at 7:15 p.m. The slide presentation explained the reasons for replacing a sidewalk, the assessment procedure, and the fact that the residents may replace their own sidewalk. Questions were raised by residents concerning why the City doesnlt pay for damage done by tree roots on boulevards; why a concrete slab cannot be lifted, roots removed, and existing slab replaced; the possibility of the homes on ~he south side of 41st being sold for downtown development in the near future; the schedule for improvement work; and curb repair work. All questions were answered by the staff. City Manager Bocwinski read resolution 78-15. Offered by: Logacz Seconded by: Hentges Discussion followed on what materials would be used as backfill. Motion by Norberg, seconded by Logacz, to amend #2 of the resolution to read: "That the materials to be used and services to be performed are as follows: Concrete. Cleanup and backfill of the disturbed areas will be done by the Contractor with clean top soil. Sodding or seeding of these disturbed areas will be the responsibility of the homeowner." Roll Call: All Ayes May 22,, 1978 Page 2 RESOLUTION 78-15 BEING A RESOLUTION ORDERING IMPROVEMENTS BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights. WHEREAS, the City Council of the City of Columbia Heights by Motion on the 25th day of April, ]978 ordered notice of a hearing to be given to property owners, and WHEREAS., pursuant to a notice of hearing certain residents appeared at a Council Meeting on the 22nd day of May, 1978, and WHEREAS, the Counc 1 determines to proceed with this local improvements, a portion of the cost bein9 defrayed by special assessments under Charter provisions. NOW, THEREFORE, IT IS HEREBY RESOLVED: 1. That the location and extent of such improvements is as follows: Hazardous Sidewalk Replacement 49th Avenue N.E 47th Avenue N.E 43rd Avenue N.E 42nd Avenue N.E 41st Avenue N.E from Central Avenue N.E. to West Upland Crest N.E. from Central Avenue N.E. to Tyler Street N.E. from Central Avenue N.E. to Pierce Street N.E. from Central Avenue N.E. to LaBelie Park from Central Avenue N.E. to Stinson Boulevard N.E. 40th Avenue N.E from Central Avenue N.E. to Hayes Street N.E. Gould Avenue N.E. from Central Avenue N.E. to Reservoir Boulevard N.E. 39th Avenue N.E. from Hayes Street N.E. to Hart Boulevard N.E. Central Avenue N.E. from 37th Avenue N.E. to 45th Avenue N.E. That the materials to be used and services to be performed are as follows: Concrete. Cleanup and backfill of the disturbed areas will be done by the Contractor with clean top soil. Sodding or seeding of these disturbed areas will be the responsibility of the homeowner. That a careful estimate of the cost of the improvements has been made by the City Manager and the several lots and parcels of land fronting upon and adjacent to such proposed improvements, which be deemed benefited thereby, were properly notified of said hearings, and 4. Thai: the City Manager shall also list the names and owners of the several parcels so improved as nearly as can be ascertained. 5. These improvements shall also be known as Project No. 731.
