HomeMy WebLinkAboutJun 12, 1978OFFICIAL PROCEEDINGS SPECIAL MEETING OF THE CITY COUNCIL CITY OF COLUMBIA HEIGHTS, MINNESOTA JUNE 12, 1978 The meeting was called to order at 7:05 p.m. Roll Call: Heintz, Norberg, Hentges, Nawrocki - present It was noted that Councilman Logacz would not be in attendance. PURPOSE OF MEETING Mayor Nawrocki stated that the purpose of the meeting was to conduct a public improvements hearing on 5th Street (37th to 4Oth Avenues) and 38th Avenue (University to 5th Street). INTRODUCTIONS Mayor Nawrocki introduced Bob Owens and George Brown of the Engineering Department and Millie Carlson and Ellen Prince of the Assessment Department who would be available to answer any questions. PRESENTATION OF INFORMATION Bob Owens gave a slide presentation showing a map of the streets involved, the type of surfacing to be used, and the restoration and clean up program. The assessment procedure was explained. Discussion followed on the width of the streets and current sidewalk conditions. Mrs. Danelius, 3974 5th Street, asked about the problem of snow placement during the winter if the boulevard width is cut. Councilman Norberg questioned if this would take out the sidewalk which was put in last year. Bob Owens answered that during last year's sidewalk replacement program the installation of this street was not planned. Councilman Norberg expressed his displeasure with the program. Councilman Heintz asked about the possibility of restricting the parking of semi trucks on 5th Street. Councilman Hentges stated that parking of all vehicles would have to be restricted. Trucks alone cannot be prohibited because it is a state aid street. Mayor Nawrocki asked that this item be put on the agenda of the next Traffic Commission meeting and that the City Attorney be asked to look into the subject and make his opinions known to the Traffic Commission The City Manager read the following resolutions: RESOLUTION 78-18 BEING A RESOLUTION ORDERING IMPROVEMENTS BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights; June ]2, ]978 Page 2 WHEREAS, the City Council of the City of Columbia Heights by motion on the 22nd day of May, ]978, ordered notice of a hearing to be given to property owners, and WHEREAS, pursuant to a notice of hearing, certain residents appeared at a Council Meeting on the 12th day of June, 1978, and WHEREAS, the Council determines to proceed with this local improvement, a portion of the cost being defrayed by special assessments under charter pro- visions. NOW, THEREFORE, IT IS HEREBY RESOLVED: 1. That the location and extent of such improvements is as follows: 5th Street, 37th to 40th Avenue 2. That the materials to be used are as follows: concrete curb and gutter That a careful estimate of the cost of the improvements has been made by the City Manager and the several lots and parcels of land fronting upon and adjacent to such proposed improvements, which he deemed benefited thereby, were properly notified of said hearings, and 4. That the City Manager shall also list the names and owners of the several parcels so improved as nearly as can be ascertained. 5. These improvements shall also be known as Project No. 729. Passed this 12th day of June, 1978.
