HomeMy WebLinkAboutJun 27, 1978OFFICIAL PROCEEDINGS RECESSED MEETING OF THE CITY COUNCIL CITY OF COLUMBIA HEIGHTS, MINNESOTA JUNE 27, 1978 The meeting was called to order at 9:28 p.m. Roll Call: Heintz, Norberg, Hentges, Nawrocki - present Councilman Logacz was out of town. NEW BUSINESS (continued): 4. Appointment of Stuart Anderson as Acting City Manager Motion by Heintz, seconded by Hentges, to appoint Stuart Anderson as Acting City Manager from July 1 to July 14, 1978. Roll Call: All Ayes 5. Columbia Heights Float Councilman Norberg stated that Mr. Weisz, father of the current Miss Columbia Heights, is requesting $150 for a canvas cover to protect the float while it is being transported to other towns for parades. Motion by Norberg, seconded by Heintz, to direct the City Manager to investigate the possibility of doing some upkeep and getting a transportation cover for the float and report back to the Council. Roll Call: All Ayes CITY MANAGER REPORTS City Manager Bocwinski reported on a water main break on 52nd Avenue at Columbia Court construction. Earl Gustafson, Public Works Director, estimated the loss to be 2,597,000 gallons of water, a power usage of 18,O35.9 kilowatt hours, and ten hours of employee time at time and a half pay. He feels the construction company is responsible and he will bill them directly or withhold $2,126 from their contract. This will be discussed with the City Attorney. Discussion followed on several of the items on the City Manager's report. LICENSES Motion by Heintz, seconded by Norberg, that all licenses be granted upon payment of proper fees and that Allen E. Law of the Minneapolis Recreational Development have his fee of $30.00 refunded as he has withdrawn his license request. Roll Call: All Ayes June 27, 1978 Page 2 CITY HALL ADDITION City Manager Bocwinski explained his memo on the City's contract with Robert Diedrich, architect, and his reason for recommending the payment to Mr. Diedrich be withheld. Motion by Norberg, seconded by Hentges, to accept the City Manager's explanation regarding architectural services for the City Hall addition and remodeling and renovation, and further to establish $31,500 as the amount of architectural services related to this work, and that all prior payments be recognized as preliminary architectural services, and establish the date of November I$, i976 as the beginning date of the architect's contract. Bob Diedrich explained his understanding of the agreement, his need for receiving the payment at this time, and his plans for completing the job on the addition and remodeling. Councilman Norberg stated he doesnlt fee] the money should be with- held as Mr. Diedrich has performed we]] in his past work for the City and he doesn't anticipate any problems now. Lengthy discussion followed on the breakdown of the bills, the time involved in finishing the work, and the schedule of payments up till this time. Roll Call: All Ayes Motion by Norberg, seconded by Heintz, to reconsider the action setting aside check /~25844. Roll Call: All Ayes Motion by Norberg, seconded by Heintz, that voucher #25844 be paid out of the proper fund. Councilman Norberg stated that the work has been done and Mr. Diedrich should be paid. Discussion continued on the amount of work which has been done up to this time. Roll Call: Heintz, Norberg, Nawrocki - Aye Hentges - Nay Bob Diedrich asked on what basis he should bill the remainder of the project. Mayor Nawrocki suggested this be worked out with the City Manager. BIDS ON CITY HALL REMODELING The City Manager noted he has submitted a memo to the Council with bid tabulations attached. The low bidder is Leverette Weekes at $118,300. Central Reroofing Co. is the low bidder for the reroofing of City Hall at $25,808. Mr. Diedrich explained the bidding process on the bids that were let out. He broke down the bid on the remodeling for the Council. Discussion followed on the bids. Mayor Nawrocki expressed his displeasure with the difference between the estimated cost of the remodeling and the actual bids. June 27, 1978 Page 3 Lengthy discussion followed on the cost of the remodeling and how much time would be involved if the City would rebid the remodeling. Motion by Heintz, seconded by Norberg, to award the bid on reroofing to Central Reroofing Co. in an amount of $25,808; and authorize the Mayor and City Manager to enter into contract for same. Roll Call: Heintz, Norberg, Nawrocki - Aye Hentges - Nay Councilman Hentges stated he voted no because he thinks the cost is excessive. Motion by Heintz, seconded by Norberg, to reject the bids for remodeling and to authorize the City Manager to readvertise for bids for the remodeling of City Hall and the paving of the parking lot and report back to the Council. Discussion followed on whether the City can better its position by rebidding. Councilman Norberg questioned what the remodeling cost would be to the City if the City did not have the County Court facility as part of the remodeling.
