SPECIAL MEETING OF THE CITY COUNCIL
CITY OF COLUMBIA HEIGHTS, MINNESOTA
JULY 10, 1978
The meeting was called to order at 7:05 p.m.
Roll Call: Logacz, Heintz, Norberg, Hentges, Nawrocki - present
PURPOSE OF MEETING
Mayor Nawrocki noted that this was a special meeting for the purpose of
holding a public hearing for an alley installation, 49th to 50th Avenue,
west of Central Avenue.
PRESENTATION OF INFORMATION
Bob Owens, Engineering Department, had a slide presentation showing the
proposed alley placement, what materials would be used, amount of work involved,
and the proposed assessment.
GENERAL DISCUSSION
Councilman Hentges stated the Traffic Commission feels they can solve a traffic
problem of the future by installing an alley now.
Several residents of the area, as well as business operators, were present to
express their concern about the amount of noise caused by speeders in the area
now and wondered if it wouldn't get worse with an alley.
George Brown, City Engineer, stated there could be traffic deterrents installed
in the alley. Mr. Colehour, operator of the car wash, stated he feels he has
already solved the problem of speeders with the barricades he has installed on
his lot line.
Councilman Norberg stated he doesn't feel a l0 mile per hour sign would be
respected by people and doesn't feel a barricade is the answer because it will
increase the traffic on Jackson Street. He would like to see a speed deterrent
such as a dip or bump used in the alley.
Motion by Hentges, seconded by Heintz, to concur with the Traffic Commission
and install an alleyway from 49th to 50th Avenue, west of Central Avenue, and
authorize the City Manager to proceed with the project.

Resolution 78-25 was read by the City Manager.

Motion by Norberg, seconded by Heintz, to amend the resolution by inserting as
#2 "That speed deterrent structures in the alleyway be included in the specs."

RESOLUTION 78-25
BEING .A RESOLUTION ORDERING IMPROVEMENTS
BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights:
WHEREAS, the City Council of the City of Columbia Hei9hts, by motion on the
9th day of May, 1978, ordered notice of a hearin9 to be 9iven to property
owners, and
WHEREAS, pursuant to a notice of hearin9 certain residents appeared at a
Council meetin9 on the lOth day of July, ]978, and
WHEREAS, the Council determines to proceed with this local improvement, a portion
of the cost bein9 defrayed by special assessments under Charter provisions,
NOW, THEREFORE, IT IS HEREBY RESOLVED:
1. That the location and extent of such improvements is as Follows:
Alley alon9 rear lot lines on Central Avenue from 49th Avenue to
50th Avenue
2. That speed deterrent structures in the alleyway be included in the specs.
3. That the materials to be used are as follows:
Concrete curb openings and bituminous pavin9.
4. That a careful estimate of the cost of the improvements has been made by
the City Manager and the several lots and parcels of ]and fronting upon
and adjacent to such proposed improvements, which he deemed benefitted
thereby, were properly notified of said hearings, and
5. That the City Manager shall also list the names and owners of the several
parcels so improved as nearly as can be ascertained.
6. These improvements shall also be known as Project No. 739.
